It is submitted that the industry is an existing hospital and it has obtained fresh consents to operate from the Board under the Water Act, 1974 vide no. CTOW/Renewal/FZR/2023/23655661 dated 13.10.2023 and under the Air Act, 1981 vide no. CTOA/Renewal/FZR/2023/23655637 dated 13.10.2023, both valid upto 31.12.2025, for operation of lab to carry out Clinical Sample Test @ 200 Numbers/Day with certain condition mentioned therein.
Now, the lab has applied for obtaining renewal consent to operate under the Water Act, 1974 and the Air Act, 1981 for operation of lab to carry out Clinical Sample Test @ 200 Numbers/Day under orange category. The detail of case is as under:-
• One time authorization under the Bio-Medical Waste Management Rules, 2016 was granted to the health care facility (HCF) vide no. BMW/Fresh/FZR/2021/14611592 dated 07.01.2021 for operation of a lab, subject to suitable and specific conditions mentioned therein.
• The HCF has submitted copy of agreement dated 15.02.2023 with M/s Amritsar Envirocare Systems Pvt. Ltd. for lifting and disposal of bio-medical waste generated from the lab premises, having validity up to 31.12.2027.
• The HCF has already deposited Rs. 5000/- vide UTR/R no. 448198535 dated 23.12.2025 as consent to operate fee under the Water Act, 1974 and Rs. 5000/- vide UTR/R.no. 188909629 dated 23-12-2025. The fee deposited by the lab is adequate for a period upto 31.12.2030 under each Act as per Board’ s notification 299 dated 01.07.2016.
• To check compliance, the HCF was visited by this office on 09-01-2025 and it was observed as under:–
1. The HCF/lab was in operation, during visit.
2. The HCF has installed ETP for treatment of effluent generated from its premises, consisting of components screen chamber collection cum equalization tank, chemical reaction tank, tube settler, sludge drying bad, disinfection tank.
3. The HCF is maintaining record regarding operation of ETP cum STP.
4. The HCF has provided pre-treatment at the sync of washing section in the lab.
5. The HCF has provided DG set along with canopy & stack of adequate height.
Keeping in the view of the above, it is recommended that consent to operate granted under the provisions of the Water Act, 1974 may be extended/renewed to the HCF/lab upto 31.12.2030, for operation of lab to carry out Clinical Sample Test @ 200 Numbers/Day, subject to the suitable conditions and a special condition that the HCF will submit analysis report of effluent samples to the Board, within one month.
