Clarification Note: The application has been scrutinized, and the following observations are made: 1.The Project Proponent (PP) has not submitted the compliance report of the previous Consent to Operate (CTO) conditions in annotated form, duly signed. 2.In the last CTO granted vide application nos. 25736094 and 257336093, the PP had proposed generation of 100 kg/day of municipal solid waste to be lifted by MC Barnala. However, no agreement copy for lifting of solid waste by MC Barnala has been submitted. The PP is required to submit the same. 3.The PP has submitted CTE expansion fees of Rs.36,000/- vide receipt no. 135528312 dated 05.01.2025. However, as per the project report, the total proposed project cost for expansion of Inderlok Extension-1, having an additional area of 38.21 acres, is Rs.3039.35 lakhs. As per the Board’s fee structure, the applicable CTE fee under the Orange category for projects with a cost between Rs 30-40 crore is Rs. 42,000/- for one year. Therefore, the PP is required to submit the balance CTE expansion fee. 4.The PP has submitted a revised approved drawing from the Department of Local Government, Punjab, bearing DWG No. BBDPL/BARNA/SA/25/01 dated 24.07.2025. The said drawing is required to be read with letter no. CTP-LG-2025/2011 dated 08.08.2025, as mentioned on the drawing. However, a copy of the said letter has not been submitted. Therefore, the PP is required to submit the same. 5. In the present CTE expansion application, the PP has proposed recycling of treated wastewater @ 513 KLD, calculated by considering 621 residential plots, which includes 125 residential plots located on a land area of 11.1385 acres, for which the PP has already obtained CTE.However, in the earlier approved CTE application no. 18582043, the PP had not proposed a dual plumbing system for reuse of treated wastewater for the said 125 residential plots. Therefore, the PP is required to clarify whether the previously granted CTO under the Water and Air Acts for 50 residential plots (out of 125 plots on 11.1385 acres) includes provision of a dual plumbing system or not. 6. The Project Proponent is required to submit the calculation of the total permissible built-up area for Inderlok Extension-1 including expansion, having a total project area of 49.34 acres, along with an undertaking stating whether the project is covered under the EIA Notification, 2006 or not. In view of the above, the Project Proponent is required to submit a point-wise reply to the above observations within 03 days positively, for further processing of the application.
