File Note: Kindly peruse the note of AEE dated 26.12.2025 & 08.01.2026…………. • It is submitted that the HCF was earlier granted consents to operate under the Water Act, 1974 & the Air Act, 1981 vide nos. CTOW/Fresh/MKS/2023/23165534 & CTOA/Fresh/MKS/2023/23165152 respectively, both dated 16.08.2023, for a bed capacity of 50, which expired on 30.09.2025 subject to the conditions stipulated therein…………………….. • Now, the HCF has applied for varied CTOs under the Water Act, 1974 & the Air Act, 1981 through OCMMS with change in bed capacity from 50 to 75………………… • The HCF has submitted copy of an agreement of 75 no. functional beds executed the Common Bio-Medical Waste Treatment Facility (CBWTF), M/s Med Waste Solutions Pvt. Ltd., Bidowali, authorized by the Board. As per the agreement, M/s Med Waste Solutions Pvt. Ltd. has undertaken the responsibility for collection, transportation, and treatment/disposal of bio-medical waste generated from the hospital. The agreement is valid up to 25.01.2028………………………….. • The HCF has deposited an amount of ₹40,000/- through online mode vide UTR/Reference No. IBKLN62025121501154734 dated 15.12.2025 towards CTO fee, which has been considered as ₹20,000/- each under the Water Act, 1974 & the Air Act, 1981 respectively. The fee deposited is adequate up to 30.09.2027………………………… • The HCF has also submitted a self-declaration-cum-undertaking mentioning the functional bed capacity of the HCF as 75 beds, along with all other requisite documents, with the application………………… • The hospital was visited by AEE alongwith EE on 24.12.2025 and following observations were made: - 1. The HCF was in operation with 75 functional beds……….. 2. The HCF was segregating Bio-Medical Waste being generated by its category wise at the point of their generation as per colour coding, collected in polythene / puncture proof bags, which are placed in plastic containers…………….. 3. The hospital was cutting catheters/tubing to avoid its reuse……….. 4. The hospital has provided shredders/ cutters for shredding of used needles and same were found in working condition……………….. 5. Non-Polychlorinated bags were used at all Bio Medical waste generation points & bar code stickers are pasted on these bags before lifting them off to the CBMWTF…………………. 6. The hospital has stored glass (broken / unbroken) in a cardboard box with blue colour marking on it………………… 7. The hospital has provided Final storage room for storage of bio medical waste, which is safe, pucca and with lock & key arrangement systems………………. 8. The hospital has maintained the record of Bio-Medical Waste Category wise in Annotated form, being lifted by the CBMWTF……………… 9. The general solid waste dump site of the HCF was inspected during the visit, and no mixing of bio-medical waste with general solid waste was observed……… 10. The HCF has constituted a Bio-Medical Waste Management Committee vide letter No. SPL 947 dated 25.09.2025…………….. 11. The HCF has imparted training to all healthcare workers and other personnel involved in handling of bio-medical waste on 22.12.2025………… 12. All healthcare workers and other hospital staff involved in handling bio-medical waste were vaccinated against Hepatitis-B on 26.10.2025………….. 13. The HCF has provided Autoclaves for Pre-treatment of lab & highly infectious bio-medical waste…………. 14. The HCF has installed 02 DG sets of capacity 125 kVA & 62.5 kVA equipped with canopies & adequate stack heights………. 15. The hospital has installed 02 no. DG sets with canopy & adequate stack height……. 16. The HCF has installed ETP plant which consists of Equalization Tank, Screening, Aeration Tank, MBBR, Sludge Drying Beds, and Treated Water Tank, with provision to discharge treated effluent into MC sewer and same found operational during the visit…………………. 17. The HCF has also submitted a Handing Over Certificate issued by PHSC, Bathinda dated 19.04.2021 regarding installation of an ETP having a capacity of 35 KLD, which is adequate for increasing the bed capacity from 50 to 75……………. 18. The HCF has procured Sodium Hypochlorite solution and has made provision for pre-treatment of liquid waste generated from the laboratory and OT sections. The HCF was advised during the visit to maintain daily records of Sodium Hypochlorite solution consumption………. 19. During earlier visit conducted on 07.08.2025, effluent samples from outlet of ETP were collected. As per the analysis report, the concertation of all parameters was reported within the permissible limits………… 20. The HCF has installed Water Flow Meter at outlet of ETP, which was found operational………. 21. The HCF has installed Energy Meter with the ETP-cum-STP plant; however, due to technical fault, Energy Meter was found non-operational. ……. 22. Th HCF is maintaining a record of effluent discharged. On review of the records maintained by the HCF regarding the operation of the ETP-cum-STP plant, it was observed that the average discharge of the hospital ranges between 7.5–7.9 KLD, which is within the consented quantity, including trade and domestic effluent……….. 23. RO has reported that the HCF is complying with the provisions of Bio Medical Waste Management Rules, 2016, Water Act, 1974 & the Air Act, 1981………. 24. RO has recommended for grant of CTOs under the Water Act, 1974 & the Air Act, 1981 to operate with 75 functional beds for a period up to 30.09.2027…… Keeping in view of above and recommendation of RO, if approved the HCF may be granted varied consents to operate under the Water Act, 1974 & the Air Act, 1981 to operate 75 beds upto 30.09.2027 with following special conditions…… 1. The occupier of HCF shall discharge his / her duties in true letter & spirit as mentioned in section 4 of the Bio Medical Waste Management Rules, 2016……… 2. The HCF shall operate the ETP-cum-STP regularly & scientifically so as to achieve the prescribed standards…………… 3. The HCF shall provide separate water meter and energy meter for STP and shall maintain its record on daily basis……………….. 4. The HCF shall install water meter at fresh water supply and maintain its record on daily basis…………… 5. The HCF shall obtain permission from the Punjab Water Regulation and Development Authority (PWRDA) for abstraction of ground water and shall comply with the guidelines prescribed by it……….. 6. The HCF shall constitute a Bio Medical Waste Management Committee to ensure compliance of Bio-Medical Waste Management Rules, 2016 and shall maintain record of proceedings of the meetings conducted by such committee……………….. 7. The HCF shall maintain record of training imparted to all the health care workers and others, involved in handling of bio medical waste……… 8. The HCF shall maintain record regarding immunization of all the healthcare workers and others, involved in handling of bio-medical waste……………… 9. The HCF shall ensure pre-treatment of lab & highly infectious bio-medical waste through equipment like autoclave or microwave…… 10. The HCF shall comply with the provisions of Bio-Medical Waste Management Rules, 2016 and its subsequent amendments at all times……. 11. The HCF shall ensure proper segregation and regular lifting of the bio-medical waste as per Bio-Medical Waste Management Rules, 2016………………… 12. The HCF shall ensure the compliance of environmental laws……………. 13. The HCF shall get the validity of agreement made with Common Bio Medical Waste Treatment Facility extended well before its expiry and submit the same to the Board………… 14. The HCF shall ensure to comply with the effluent standards as notified by Ministry of Environment, Forest and Climate Change under the Bio Medical Waste Management Rules, 2016 as amended up to date and subsequent amendments ……….. 15. The HCF shall ensure pretreatment of trade effluent with Sodium Hypochlorite solution and shall maintained the record of same of daily basis…….. Competency – Senior Environmental Engineer (75 Beds)
