It is submitted industry was granted the ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Varied/SAS/2022/17315364 dated 27/02/2022, having validity upto 26/02/2023 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/SAS/2022/17315387 dated 27/02/2022, having validity upto 31/03/2026 with special conditions mentioned therein.
Further, the industry was granted ‘consent to operate’ varied under Water (Prevention & control of Pollution) Act, 1974 vide no. CTOW/Varied/PBIP/SAS/200961474 dated 01.01.2024, having validity upto 30.09.2025 for Head Lamp @ 14700 Numbers/Day, Sundry Lamp @ 1350 Numbers/Day, Switches @ 1300 Numbers/Day, Horns @ 20 Numbers/Day by using CRC @ 60 Kgs/day, Glue @ 15 Kgs/day, Bulbs @ 3500 Numbers/Day, Fastner @ 65260 Numbers/Day, Lens/Glass Lens @ 5000 Numbers/Day, Others @ 14600 Numbers/Day, Plastic Granules @ 1200 Kgs/day, Rubber Housing @ 15100 Numbers/Day, Thinner @ 22 Liter/day, Lacquer @ 44 Liter/day, Hardner @ 6 Kgs/day as a raw material.
Now, the industry has applied for obtaining for renewal of ‘consent to operate’ under Water (Prevention & control of Pollution) Act, 1974, along with requisite documents.
Consent Fee
The project proponent has deposited Rs. 210500/- vide R. No. NFT-/XUTR/DEUTH01525901012X dated 16.09.2025 under Water Act, 1974, against the increase fixed assets of Rs. 125.67 cr. to Rs. 135.96 cr. on 11.09.2025, which is adequate upto 31.12.2026, after adjusting NOC fee for increase in fixed assets.
Visit:-
The site was visited by the undersigned on 02.01.2026. During visit, it was observed as under:
1) The industry was in operation and was engaged in the business of manufacturing of automobiles lights and electrical equipment.
2) The industry has installed an STP of capacity 25 KLD for treatment of domestic effluent. During visit, the STP was in operation. The bacterial culture in the aeration tank was not present and it was apprehended that the STP was not being operated properly. Samples were collected from the outlet of STP and sampled were sent to HO, Patiala for analysis. However, the samples collected were blackish in nature.
3) The industry has installed mechanical water meter at the final outlet of the STP. Record was maintained as per which, about 14.4 KL of domestic effluent is being treated daily in the STP.
4) The industry has also maintained record regarding abstraction of ground water.
5) The industry has provided permanent pipe for discharging of treated domestic effluent onto land for plantation. However, the entire treated wastewater is being disposed onto land scaping and no Karnal area was maintained in the industry.
6) The industry is properly storing its hazardous waste of category 33.1, 23.1, 21.1 and 5.1 and has maintained record of the same.
7) The industry has provided 02 no. of DG sets, which are provided with canopy and adequate stack height.
8) The industry has submitted water sampling report collected by M/s Re Enviro Laboratories (OPC) Private Limited dated 20.09.2025 and results are as under: -

As such, the results are within the limits prescribed by the Board.
From above, it is clear that the industry is not complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974.
Recommendations:
In view of above, it is recommended that the ‘consent to operate’ under the Water (Prevention & Control of Pollution) Act, 1974, may be refused please.
