It is submitted that the industry was granted Consent to establish of the Board vide no. CTE/Fresh/BTI/2025/30024832 dated 09.10.2025, valid upto 08.10.2026 for the production of Fire Briquettes, Bio Mass Pellets and Paddy Straw Pellet @ 5 TPH by using Paddy Straw, Cow Dung, Rice Husk and other Agro Waste Materials @ 5 TPH as raw material, subject to certain conditions.
Now, the Industry has applied for obtaining consents to establish (NOC) of the Board under the Water Act, 1974 and Air Act, 1981 through online on OCMMS for production of Non torrified Pellets @ 5 TPH using Paddy Straw @ 6 TPH as raw material, with requisite documents.
The industry has already deposited NOC fee which is adequate upto 08.10.2026 under green category.
The industry has applied for fresh NOC inspite of having valid NOC because, the project proponent want to make correction in the granted certificate, where raw material i.e. paddy straw was mentioned as 5 TPH against the production of pellets @ 5 TPH. Now industry has applied for raw material i.e. paddy straw was mentioned as 6 TPH against the production of pellets @ 5 TPH. Further, the industry has also proposed to add dryer section with the plant.
The industry has submitted a copy from the DTP, Bathinda vide their office letter no. 1097 dated 25.06.2025 and the report is reproduced as under –
ਉਪਰੋਕਤ ਵਿਸ਼ੇ ਸਬੰਧੀ ਹਵਾਲੇ ਅਧੀਨ ਪ੍ਰਤੀ ਬੇਨਤੀ ਨਾਲ ਪ੍ਰਾਪਤ ਦਸਤਾਵੇਜਾਂ ਨੂੰ ਇਸ ਦਫ਼ਤਰ ਵਿਖੇ ਵਾਚਿਆ ਗਿਆ ਹੈ ਅਤੇ ਸਾਈਟ ਦਾ ਮੌਕਾ ਨਿਰੀਖਣ ਕਰਵਾਇਆ ਗਿਆ ਹੈ। ਮੌਕਾ ਰਿਪੋਰਟ ਅਨੁਸਾਰ ਸਾਈਟ ਰਾਮਪੁਰਾ ਫੂਲ-ਮੋੜ ਮੇਨ ਸੜਕ ਤੋਂ ਪਿੰਡ ਭੂੰਦੜ ਵੱਲ ਜਾਂਦੀ ਲਿੰਕ ਸੜਕ ਉਪਰ ਲਗਭਗ 330 ਮੀਟਰ ਦੀ ਦੂਰੀ ਤੇ ਸੜਕ ਦੇ ਸੱਜੇ ਹੱਥ ਪੈਂਦੀ ਹੈ। ਸਾਈਟ ਅੰਦਰ ਮੌਕੇ ਤੇ ਚਾਰਦਿਵਾਰੀ ਦੀ ਉਸਾਰੀ ਕੀਤੀ ਹੋਈ ਹੈ। ਅਪਲੋਡਡ ਰੈਵੀਨਿਊ ਰਿਕਾਰਡ ਅਨੁਸਾਰ ਸਾਈਟ ਰੈਵੀਨਿਊ ਅਸਟੇਟ ਪਿੰਡ ਰਾਮਪੁਰਾ, ਹੱਦਬਸਤ ਨੰ. 72, ਤਹਿਸੀਲ ਰਾਮਪੁਰਾ ਫੂਲ, ਜਿਲ੍ਹਾ ਬਠਿੰਡਾ ਦੇ ਖਸਰਾ ਨੰ. 138//1(0-12.5), 2(0-12.5), 9/2/1(2.5-0), 10(4-0), 9/2/1(0-10), 1/1(3-7.5), 2/1(3-7.5), 3/1 (0-10.5) ਅਤੇ ਕੁੱਲ ਰਕਬਾ 1.94 ਏਕੜ ਵਿੱਚ ਪੈਦੀ ਹੈ। ਸਾਈਟ ਕਿਸੇ ਵੀ ਨਗਰ ਨਿਗਮ/ਨਗਰ ਕੌਸਲ/ਨਗਰ ਪੰਚਾਇਤ ਦੀ ਹੱਦ ਅੰਦਰ ਨਹੀ ਪੈਦੀ। ਸਾਈਟ ਨੋਟੀਫਾਈਡ ਲੋਕਲ ਪਲੈਨਿੰਗ ਏਰੀਆ ਰਾਮਪੁਰਾ ਫੂਲ ਦੀਆਂ ਹੱਦਾਂ ਅੰਦਰ ਪੈਦੀ ਹੈ। ਜਿਸ ਦਾ ਮਾਸਟਰ ਪਲੈਨ ਅਜੇ ਨਹੀਂ ਬਣਿਆ ਹੈ। ਵਿਸ਼ੇ ਅੰਕਿਤ ਸਾਈਟ ਵਿੱਚ ਆਪ ਵੱਲੋਂ Manufacturing of Biomass Pellets ਦੀ ਐਕਟੀਵਿਟੀ ਕੀਤੀ ਜਾਈ ਹੈ। ਵਿਸ਼ੇ ਅੰਕਿਤ ਐਕਟੀਵਿਟੀ ਇਸ ਸ਼ਰਤ ਤੇ ਆਗਿਆਯੋਗ ਹੋ ਸਕਦੀ ਹੈ ਕਿ ਭਵਿੱਖ ਵਿੱਚ ਮਾਸਟਰ ਪਲੈਨ ਰਾਮਪੁਰਾ ਫੂਲ ਬਣਾਉਣ ਸਮੇਂ ਜੇਕਰ ਸਾਈਟ ਨਾਨ- ਕੰਨਫਰਮਿੰਗ ਜੋਨ ਵਿੱਚ ਆ ਜਾਂਦੀ ਹੈ ਤਾਂ ਆਪ PRTPD ACT-1995 ਦੀ ਧਾਰਾ 79 ਨੂੰ ਮੰਨਣ ਦੇ ਪਾਬੰਦ ਹੋਵੇਗੇ। ਇਸ ਤੋਂ ਇਲਾਵਾ ਮੌਕਾ ਰਿਪੋਰਟ ਅਨੁਸਾਰ ਆਪ ਦੀ ਸਾਈਟ ਦੇ 500 ਮੀਟਰ ਦੇ ਘੇਰੇ ਅੰਦਰ 15 ਤੋਂ ਵੱਧ ਘਰ ਪੈਂਦੇ ਹਨ ਇਸ ਲਈ ਆਪ ਪੰਜਾਬ ਪ੍ਰਦੂਸ਼ਣ ਕੰਟਰੋਲ ਬੋਰਡ ਵੱਲੋਂ ਜਾਰੀ ਗਾਈਡਲਾਈਨਜ਼/ਨਿਯਮਾਂ ਅਤੇ ਲੋੜੀਂਦੀ ਐਨ.ਓ.ਸੀ ਲੈਣ ਦੇ ਵੀ ਪਾਬੰਦ ਹੋਵੇਗੇ। ਸਰਕਾਰ ਵੱਲੋਂ ਜਾਰੀ ਨੋਟੀਫਿਕੇਸ਼ਨ ਮਿਤੀ 12-11-2021 ਅਨੁਸਾਰ ਸਟੈਡ ਅਲੋਨ ਇੰਡਸਟ੍ਰੀ ਦੀ ਸਾਈਟ ਨੂੰ ਪਹੁੰਚ ਸੜਕ ਦੀ ਚੌੜਾਈ ਘੱਟੋ ਘੱਟ 4 ਕਰਮ ਲੋੜੀਂਦੀ ਹੈ। ਇਸ ਤੋਂ ਇਲਾਵਾ ਯੂਨੀਫਾਈਡ ਜੋਨਿੰਗ ਰੈਗੂਲੇਸ਼ਨ 2018 ਅਨੁਸਾਰ ਪੰਜਾਬ ਰਾਜ ਵਿੱਚ ਪੈਂਦੀਆਂ ਲਿੰਕ ਸੜਕਾਂ ਨੂੰ ਘੱਟੋ-ਘੱਟ 60 ਫੁੱਟ ਚੌੜਾ ਕਰਨਾ ਤਜਵੀਜ਼ ਕੀਤਾ ਗਿਆ ਹੈ। ਸਪੱਸ਼ਟ ਕੀਤਾ ਜਾਂਦਾ ਹੈ ਕਿ ਪੋਰਟਲ ਉੱਪਰ ਅਪਲੋਡਡ ਦਸਤਾਵੇਜਾਂ ਵਿੱਚ ਆਪ ਦੀ ਸਾਈਟ ਅੱਗੋਂ ਅਤੇ ਨਾਲ ਗੁਜ਼ਰਦੀ ਸੜਕ ਦੀ ਚੌੜਾਈ ਬਾਰੇ ਜਿਕਰ ਨਹੀਂ ਕੀਤਾ ਗਿਆ ਇਸ ਲਈ ਰੋਡ ਵਾਈਡਨਿੰਗ ਬਾਰੇ ਟਿੱਪਣੀ ਕਰਨਾ ਸੰਭਵ ਨਹੀਂ ਹੈ। ਸਾਈਟ ਕਲਰ ਕੋਡਡ ਜੋਨਿੰਗ ਮੈਪ ਏਅਰ ਫੋਰਸ ਸਟੇਸ਼ਨ ਬਠਿੰਡਾ ਦੇ Green Zone ਵਿੱਚ ਪੈਂਦੀ ਹੈ। ਜਿਸ ਵਿੱਚ ਜੇਕਰ ਬਿਲਡਿੰਗ ਦੀ ਉਚਾਈ 353 ਮੀਟਰ AMSL ਜਾਂ ਉਸ ਤੋਂ ਘੱਟ ਹੋਵੇ ਤਾਂ ਏਅਰ ਫੋਰਸ ਸਟੇਸ਼ਨ ਬਠਿੰਡਾ ਦੇ ਐਨ.ਓ.ਸੀ ਲੈਣ ਦੀ ਜਰੂਰਤ ਨਹੀਂ ਹੈ। ਜੇਕਰ ਉਸਾਰੀ ਜਾਣ ਵਾਲੀ ਬਿਲਡਿੰਗ ਦੀ ਉਚਾਈ 353 ਮੀਟਰ AMSL ਤੋਂ ਵੱਧ ਹੋਵੇਗੀ ਤਾਂ ਆਪ Competant Authority ਤੋਂ NOC ਲੈਣ ਦੇ ਪਾਬੰਦ ਹੋਵੋਗੇ। ਕੋਈ ਵੀ ਐਕਟੀਵਿਟੀ ਸ਼ੁਰੂ ਕਰਨ ਤੋਂ ਪਹਿਲਾਂ ਆਪ ਪੀ.ਐਸ.ਪੀ.ਸੀ.ਐਲ ਵੱਲੋਂ ਜਾਰੀ ਗਾਈਡਲਾਈਨਜ/ਨਿਯਮਾਂ ਨੂੰ ਮੰਨਣ ਦੇ ਵੀ ਪਾਬੰਦ ਹੋਵੇਗੇ। ਆਪ ਕੋਈ ਵੀ ਐਕਟੀਵਿਟੀ/ਉਸਾਰੀ ਸ਼ੁਰੂ ਕਰਨ ਤੋਂ ਪਹਿਲਾਂ ਮਕਾਨ ਉਸਾਰੀ ਅਤੇ ਸ਼ਹਿਰੀ ਵਿਕਾਸ ਵਿਭਾਗ, ਪੰਜਾਬ ਸਰਕਾਰ ਦੇ ਨੋਟੀਫਿਕੇਸ਼ਨ ਨੰ. 13/41/2021-6hg2/2684 ਮਿਤੀ 19-10-22 ਅਤੇ ਨੋਟੀਫਿਕੇਸ਼ਨ ਨੰ. 18/30/09-भेच. ती. 2/853 भिडी 12-06-2023 ਦੇ ਸਨਮੁੱਖ ਸਾਈਟ ਦੇ ਬਿਲਡਿੰਗ ਪਲੈਨ ਸਮਰੱਥ ਅਥਾਰਟੀ ਡਾਇਰੈਕਟਰ ਆਫ ਫੈਕਟਰੀਜ਼ ਪਾਸੋ ਪ੍ਰਵਾਨ ਕਰਵਾਉਣ ਦੇ ਪਾਬੰਦ ਹੋਵੋਗੇ। ਜੇਕਰ ਕਿਸੇ ਹੋਰ ਵਿਭਾਗ ਤੋਂ ਐਨ.ਓ.ਸੀ ਲੈਣ ਦੀ ਲੋੜ ਪਈ ਤਾਂ ਆਪ ਆਪਣੇ ਪੱਧਰ ਤੇ ਲੈਣ ਦੇ ਪਾਬੰਦ ਹੋਵੇਗੇ। ਮਾਲਕੀ/Title of Land, ਖਸਰਾ ਵਾਇਜ ਕਬਜਾ ਅਤੇ ਰੈਵੀਨਿਊ ਰਸਤੇ ਸਬੰਧੀ ਨਿਰੋਲ ਜਿੰਮੇਵਾਰੀ ਆਪ ਦੀ ਹੋਵੇਗੀ। ਇਹ ਪੱਤਰ ਕੇਵਲ ਲੈਂਡਯੂਜ਼ ਕਲਾਸੀਫਿਕੇਸ਼ਨ ਸਬੰਧੀ ਹੈ। ਇਸ ਨੂੰ ਇਸ ਦਫਤਰ ਵੱਲੋਂ ਸੀ.ਐਲ.ਯੂ/ਬਿਲਡਿੰਗ ਪਲੈਨ ਦੀ ਪ੍ਰਵਾਨਗੀ ਨਾ ਸਮਝਿਆ ਜਾਵੇ।
The industry has submitted a copy of report from the Tehsildar, Rampura Phul vide their office letter dated 25.09.2025 and the report is reproduced as under-
ਤਸਦੀਕ ਕੀਤਾ ਜਾਂਦਾ ਹੈ ਕਿ ਮੈਸ ਸ਼ਿਵ ਸ਼ਕਤੀ ਐਗਰੋ ਫੂਡ, ਰਾਮਪੁਰਾਫੂਲ ਵਿਖੇ ਲਗਾਇਆ ਜਾ ਰਿਹਾ ਹੈ। ਇਸ ਰਕਬੇ ਦੇ 500 ਮੀਟਰ ਦੇ ਘੇਰੇ ਵਿੱਚ ਕਿਸੇ ਵੀ ਮਿਊਂਸਿਪਲ ਕਮੇਟੀ ਦੀ ਹੱਦ,ਪਿੰਡ ਦੀ ਫਿਰਨੀ / ਲਾਲ ਲਕੀਰ ਅਤੇ ਕਿਸੇ ਵੀ ਸਰਕਾਰੀ ਅਦਾਰੇ ਤੋਂ ਮਾਨਤਾ ਪ੍ਰਾਪਤ ਰਿਹਾਇਸ਼ੀ ਏਰੀਆ ਜਾਂ 15 ਪੱਕੇ ਮਕਾਨ ਨਹੀਂ ਆਉਂਦੇ ਹਨ ਜੀ।
The industry has submitted the manufacturing process comprise of Biomass palletization process consists of multiple steps including raw material, Size Reduction (Shredder), Dryer, Powder form (through Hammer mill), palletization (Pellet machine), and cooling conveyors.
The unit has also proposed to install dryer inside the premises. The unit has proposed to install cyclone separator and bag filter with shredder, hammer as well as dryer as APCD to keep the emission within the prescribed norms.
The industry has proposed to install septic tank for treatment of domestic effluent and treated water will be used for tree plantation.
The project site was visited by AEE of this office on 09.01.2026 and it was observed as under
1. The proposed site is lying in the revenue area of village Rampura. Presently the site is vacant plot and only boundary wall is constructed.
2. The industry has not yet installed any machinery at site.
In view of above and as per site classification report by DTP Bathinda and Tehsildar, Rampura Phul the site is suitable for the establishment of such units.
Keeping in view of above it is recommended that the consents to establish (NOC) of the Board under the Water Act, 1974 and Air Act, 1981 for the production of Fire Briquettes, Bio Mass Pellets and Paddy Straw Pellet @ 5 TPH by using Paddy Straw, Cow Dung, Rice Husk and other Agro Waste Materials @ 5 TPH may be granted to the project proponent for a period of 1 year with suitable conditions and special condition that industry shall be bound to abideby the provisions of Master Plan/LPA of Rampura Phul.

2. This NOC is granted in supersession of earlier consent to establish granted to the industry vide no. CTE/Fresh/BTI/2025/30024832 dated 09.10.2025, valid upto 08.10.2026
