Ref: Online application ID: 30613473. It is submitted that the subject cited establishment is a proposed commercial plotting and has applied for obtaining consent to establish under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 by the name and style of M/s Royal Park (Developed by M/s RSG Infra Ventures Pvt Ltd), Village Jhil, Tehsil and Distt. Patiala. The total project is having total area of 4.01175 acres and is proposed to have 67 Commercial Plots and 2 no. Miniplex. It has submitted a copy of License for 'setting up a Commercial Colony namely “ROYAL PARK LANE" within Municipal Limits of Patiala on an area of 32 Kanal 1.88 Marla OR 19416.87 Sqyds (4.01175 acres) at Village Jhill (H.B. No.21),Tehsil and Distt. Patiala and vide Sanctioned Layout Plan DRG. No. WCA/RSG/RPL/06 dated 11.07.2025 as per the E-naksha Ref. No. PB/LOUT/PTA/PATIA/1074 issued O/o the Commissioner, Municipal Corporation -cum-Competent Authority (Under Papra -1995), Patiala vide letter no. MC/PTA/2025/603/BLD dated 28.07.2025. The project proponent has submitted copy of approved layout plan for the commercial project as approved by Building Inspector, Town Planner, Senior Town Planner from Deptt. of Local Government, Chandigarh and Commissioner, Municipal Corporation, Patiala showing the location of STP and proposed green area to be developed. Further, as per the latest directions of the Govt., the project proponent has also obtained CLU of the land for commercial project alongwith the approval of layout plan, which has been conveyed vide letter no. CTP(LG)-2025/1815 dated 17.07.2025. The project proponent has deposited fees as under Rs. 8400/- vide Receipt no. 844772748 dated 09.12.2025 as NOC fee against the project cost of Rs. 996.82 lakh, which is adequate for one year under green category. Water Pollution As per the feasibility report submitted by the project proponent, the total fresh water demand will be around 43 KLD and there will be generation of 35 KLD of wastewater. The project proponent has proposed to install STP (MBBR Technology) of capacity 50 KLD consisting of Sewage Inlet  Screening, Oil and Grease Trap  STP Collection Tank cum Equalization Tank  Moving Bed Biofilm Reactor (MBBR)  Secondary Clarifier (Sludge Holding Tank  Sludge Drying Beds / Dewatering machine)  Disinfection System  Filter Feed Tank  Pressure Sand Filter  Activated Carbon Filter  Clear Water Tank (Ultra- Filtration, UV Treatment, To be reused in flushing) Treated Water to be used for Gardening. As per the proposal, out of 43 KLD of sewage to be generated in the premises, 35 KLD will be discharged into MC sewer. Air pollution The project proponent has not proposed any D.G. set. Solid Waste Non-liquid domestic refuse (commonly known as municipal solid waste – MSW) will be generated by the complex. Average quantity of this waste will be @ 0.2 kg/capita /day from Miniplex and 0.1 kg/ kg/capita /day from Commercial Shops, Floating population. Thus, about 157 kg/day of MSW will be produced by the township. As per the proposal, the Management of solid waste includes as under:- Bio degradable or wet waste (45%). Will be converted into manure using Mechanical composter. Non- Biodegradable or dry waste (53%) - Will be Handed over to authorized recycler as per SWM rules, 2016. Domestic Hazardous Waste (2%) - Will be disposed off to authorized vendor as per Solid Waste Management Rules, 2016. The proposed site of the colony was visited by the officer of this office on 31.12.2025. During visit, it was observed as under: 1. The site of the proposed commercial project is located at Vill Jhill, Patiala. 2. The project proponent has stated the construction of boundary wall. 3. No construction activity pertaining to the project has been started. As per the boundaries of the site shown by the representative during visit, there is no air polluting industry falls within a radius of 100 m from the boundary of the project site and there is no MAH industry within a radius of 250 m radius from the boundary of the proposed site. It is pertinent to mention here that as per Department of Science, Technology & Environment and Non- Conventional Energy, Govt. of Punjab vide order no. 3/6/07/STE(4)/3770 dated 30/10/2009, the statutory master plan has been notified under the Punjab Regional and Town Planning and Development Act, 1995 (Amended) 2006, mixed land use or any other development/ construction which comes up as per the earmarked zone, in case of new residential/ commercial, there is no need to keep any additional distance from the existing industry from the environment point of view because these factors have already been considered while earmarking the use of land for different categories in the Master Plan, as per notification no. 6312 dated 11th August, 2009 issued by Department of Housing and Urban Development. Accordingly, on perusal of notified Master Plan, Patiala, the site of project proponent falls in the revenue estate of Village Jhill, which falls under commercial zone as per Notified Master Plan, Patiala. Moreover, the layout plan has already been approved by Building Inspector, Town Planner, Senior Town Planner from Deptt. of Local Government, Chandigarh and Commissioner, Municipal Corporation, Patiala as the site falls within MC limits. Hence, the site is suitable for residential project. Moreover, the proposed project is a commercial colony and only plots will be sold by the promoter. Hence, the total area of the project is 32 Kanal 1.88 Marla OR 19416.87 Sq yds (4.01175 acres) with proposed total saleable area 8736.98 sqr yards approx., which is very much less than 50 Hectare (120 Acres)/built up area of 1,50,000 sq. mtr. Hence the project does not cover under the ambit of under EIA notification dated 14/9/2006. The competency for grant of CTE to such units lies with the Senior Environmental Engineer being construction project under Small Scale, Green category. In view of the above, it is recommended that consent to establish (NOC) under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 granted to the project proponent for one year with suitable conditions as per policy of the Board and some special conditions that: 1. The PP shall be bound to install sewage treatment plant (STP) of adequate capacity for treatment of entire wastewater to be generated from the colony. 2. The PP shall provide adequate plantation area for utilization of treated wastewater onto land for plantation. 3. The PP shall comply with all the terms & conditions of the License for setting up of Commercial Colony namely " ROYAL PARK LANE”, on an area of 32 Kanal 1.88 Marla OR 19416.87 Sqyds (4.01175 acres) at village Jhill vide License no. MC/PTA/2025/603/BLD dated 28.07.2025 issued O/o the Commissioner, Municipal Corporation -cum-Competent Authority (Under Papra -1995), Patiala. 4. The PP shall comply with all the terms & conditions approved layout plan for the residential colony as approved by Municipal Town Planner, Municipal Corporation, Patiala. 5.
