It is submitted that the project proponent has applied for fresh Consent to establish (NOC) under the provisions of the Water (Prevention & control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for development plotted farm consisting 26 no. of Plots (Farm House) and 06 no. of Commercial Plots, with requisite documents and fees.
The project proponent has submitted brief project report, as per which, the proposed project cost is Rs. 49.80 Cr. The project proponent has deposited Rs. 56900/- vide R no. 536938081 dated 07.01.2026 as NOC fee, which is adequate for one year.
The Project Proponent has submitted project report, wherein it has mentioned that total water requirement of 55.0 KLD, out of which 44 KLD waste water will be generated. The waste water generated will be treated through STP of 50 KLD capacity. After treatment in STP, waste water will be use for green area within the farm houses 70498 Sqm.
The project proponent has submitted approved site plan got approved by Senior Town Planner, SAS Nagar vide letter no. 1787 dated 19.06.2025. As per approved site plan, the total plotted area of the project is 41.597 acre and permissible saleable area of 27.038 sqm acre.
The project proponent has submitted NOC License no. LDC-79/2025 dated 23.12.2025 for developing land as residential colony namely The HLP Farm Fields under Low Density Country Homes Residential Project Policy at village Abhipur and Kubaheri, Tehsil Kharar and Distt. SAS Nagar in an area of 41.60 acre. (Copy of Policy enclosed)
As per project report, 163 Kg/ Day Solid waste will be generated from the project and 70 Kg/Day mechanical composter will be provided for treatment of bio-degradable solid waste.
The site was visited by undersigned of this office on 12.01.2026 and contacted with Mr. Nitin Gupta, Manager and during visit it was observed that:
1. No construction activity has started yet at site. Only leveling and road work has started. (photograph attached in pdf)
2. The project proponent has earmarked the boundary of the project with flag board. (photograph attached in pdf)
3. There is no operational existing air polluting industry within a radius of 100 mtr from the boundary of the project. There is no operational existing MAH industry within a radius of 250 mtr from boundary of project. (photograph attached in pdf)
4. As physically observed, the distance of the proposed site from the various approved existing operational industries / units (for which specific siting guidelines has been issued by the Board for time to time), is more than the required distance as per the siting criteria given as under:

5. The site is complying with specific siting guidelines as per Department of Science, Technology & Environment Govt. of Punjab notification no. 3/6/07/STE(4)2274 dated 25.07.2008.
In view of the above, it is recommended that 'Consent to Establish' (NOC) under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted for one year, subject to suitable conditions and additional conditions that:
1. The project has been approved by the Board from pollution angle and the promoter shall obtain the approval of site from other concerned departments.
2. The project proponent shall start the construction of the project as per approved site plan and will not change in the layout plan on later stages. If any change, then the promoter company shall obtained the revised consent to establish of the Board.
3. The project proponent shall carry out the construction work of STP at the site, in commensurate with the construction work of the project and shall not allow any occupancy in the project, till the time STP is installed and commissioned at the site.
4. The project proponent shall provide separate water meter and energy meter for the STP and maintain record of the same on daily basis.
5. The project proponent shall submit the complete drawing and design of the STP and its component at the time of obtaining consent to operate.
6. The promoter shall regularly operate and maintain its sewage treatment plant and ensure that the treated sewage conforms to the effluent standards prescribed by the Board for such discharges.
7. The project proponent shall provide mechanical composter before applying CTO of the Board.
8. The promoter company shall get the sewer connection from Competent Authority, before any occupancy is taken place at the project site.
9. The project proponent shall not provide any occupancy without obtaining consent to operate from the Board under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
10. The project proponent shall not provide any occupancy without making adequate disposal arrangements of treated wastewater.
11. The institute will not discharge any of its untreated / treated effluent into any drain / river / nallah / choe / inland surface water under any circumstances.
12. The project proponent shall obtain permission(s) from all the concerned department(s) before allowing any further occupancy in the institute at the site, as required.
13. The promoter company shall properly handle and manage the solid waste as per the provisions of the Municipal Solid Waste (Management and Handling) Rules 2000.
