• It is submitted that the industry has applied for consent to establish (NOC) for establishment of an industrial unit to manufacture non-torrefied biomass pellets @ 5 TPH from 24,000 Ton/year paddy straw at village Tamkot, Tehsil & District Sri Muktsar Sahib in Khasra no. 20/1 (1-15), 11 (8-0), 10/2 (7-4), 1/2 (2-1) i.e., total 19 Kanals 0 Marlas………
• The industry has submitted letter issued by Directorate of Town & Country Planning, Sri Muktsar Sahib vide letter no. 219-122/DTP(MKS)/RTB-1 dated 19.11.2025, which states that the site falls within agriculture zone of notified Master Plan, Sri Muktsar Sahib in which above said industry is permissible as per CTP Punjab’s letter no. 5780/5816 dated 24.09.2021 & Department notification no. PS/PSHUD 206 dated 12.11.2021 under the suitable conditions……………
• The industry has submitted revenue report dated 06.01.2026 signed by the Tehsildar, which is reproduced as under: “ਇਹ ਤਸਦੀਕ ਕੀਤਾ ਜਾਂਦਾ ਹੈ ਕਿ M/s Verde Fuel Private Limited, ਜਿਲ੍ਹਾ ਸ੍ਰੀ ਮੁਕਤਸਰ ਸਾਹਿਬ ਵਿਖੇ ਖਸਰਾ ਨੰਬਰ 1/2(2-1), 10/2(7-4), 11(8-0), 20/1(1-15) ਵਿਚ ਲਗਾ ਹੈ ਜੋ ਕਿ ਪਿੰਡ ਤਾਮਕੋਟ ਦੇ ਰਕਬੇ ਵਿਚ ਪੈਂਦੀ ਹੈ। ਇਸਦਾ ਕੁੱਲ ਰਕਬਾ 19 ਕਨਾਲਾ 0 ਮਰਲੇ ਹੈ। ਇਹ ਤਸਦੀਕ ਕੀਤਾ ਜਾਂਦਾ ਹੈ ਕਿ ਇਸ ਰਕਬੇ ਦੇ 100 ਮੀਟਰ ਦੇ ਘੇਰੇ ਵਿਚ ਕਿਸੇ ਵੀ ਮਿਉਂਸਿਪਲ ਕਮੇਟੀ ਦੀ ਹੱਦ, ਪਿੰਡ ਦੀ ਫਿਰਨੀ/ਲਾਲ ਲਕੀਰ ਅਤੇ ਕਿਸੇ ਵੀ ਸਰਕਾਰੀ ਅਦਾਰੇ ਤੋਂ ਮਾਨਤਾ ਪ੍ਰਾਪਤ ਰਿਹਾਇਸ਼ੀ ਏਰੀਆ ਜਾਂ 15 ਪੱਕੇ ਮਕਾਨ ਨਹੀਂ ਆਉਂਦੇ ਹਨ ਜੀ।”………….
• To verify the facts, the industry was visited by officer of the Board on 12.12.2025 and it was observed as under: -
1. The site is located at Village Tamkot, Tehsil & District Sri Muktsar Sahib………..
2. The project proponent has not commenced any constructional activity at the site, and no machinery has been installed or arrived at the premises………..
3. The site is situated more than 100 meters away from the limits of any Municipal Council/Nagar Panchayat area, lal lakir/phirni of any village, and any approved residential area or cluster of 15 pucca houses. Within a 100-meter radius of the site, there are two residential houses; however there is no cluster of 15 pucca houses or any approved residential area/colony within 100 meters of the site………..
4. The PP has not proposed any process generating trade effluent…………….
5. The project proponent has proposed to install one shredder, one dryer, two hammer mills & two pellet manufacturing machines. The industry has proposed to install 02 APCDs (each APCD comprising of cyclone followed by bag filter house) to control the process emissions.……………
6. The project proponent has proposed to dispose of the domestic effluent onto land for plantation purposes after treatment through a septic tank……….
• Regional Office reported that the site is suitable for the establishment of such type of industries. Further, the proposal submitted by the PP for the abatement of Water and Air pollution is adequate…………..
• RO has recommended for grant of consent to establish (NOC) for manufacturing of non-torrified pellets @ 5 TPH using paddy straw @ 24,000 MT/year………….
Keeping in view of above & recommendations of RO, may if approved that the industry may be granted consent to establish (NOC) to establish an industrial unit for manufacturing of Non-Torrefied Biomass Pellets @ 5 TPH using paddy straw @ 24,000 MT/year for a period of one year from the pollution angle with following special conditions: -
1. The project proponent shall establish the unit in 19 kanals 0 marla in only those khasra numbers mentioned by DTP, Sri Muktsar Sahib vide letter no. 219-122/DTP(MKS)/RTB-1 dated 19.11.2025……….
2. The project proponent is bound to comply with all the terms & conditions imposed by DTP, Sri Muktsar Sahib vide letter no. 219-122/DTP(MKS)/RTB-1 dated 19.11.2025…………..
3. The project proponent is bound to comply with the zoning regulations of Master Plan ……………..
4. The project proponent shall obtain permission from Punjab Water Regulation and Development Authority (PWRDA) for abstraction of ground water and shall comply with the guidelines prescribed by it …………….
5. The project proponent shall install all the pollution control devices proposed at the time of NOC.………….
6. The project proponent shall obtain necessary statutory permission from the other concerned department, as applicable……………
7. The project proponent shall not operate the unit without obtaining consents to operate under the Water Act,1974 and Air Act,1981………..
