File Note: Kindly peruse the note of AEE dated 08.01.2026……….. • It is submitted that earlier the institute M/s Dasmesh Institute of Research & Dental Sciences, Talwandi Road, Faridkot (comprising 30 beds & 50 Dental Chairs) was granted consent to operate under Water Act, 1974 and Air Act, 1981 on 24.02.2025 valid upto 31.03.2030………………….. • Now, the PP has separated the dental institute-cum-hospital from the general hospital and applied for two separate entities i.e. (i) M/s Dasmesh Institute of Research & Dental Sciences and (ii) Dasmesh Hospital……. • The PP has applied consents & authorization under the name & style of M/s Dasmesh Hospital for 30 beds, which has been processed by Regional Office………… • RO has forwarded the applications applied by the PP for obtaining consents & authorization under the name & style of M/s Dasmesh Institute of Research & Dental Sciences for 80 chairs….... • To check the compliances, the HCF was visited by AEE of RO, Faridkot on 23.12.2025 and it was observed as under:- 1. Both the M/s Dasmesh Institute of Research & Dental Sciences & M/s Dasmesh hospital are adjacent to each other with common boundary wall but separate buildings………….. 2. The bed capacity of the Dental institute is 80 chairs…………… 3. The PP has made agreement with common facility i.e. M/s Medwaste Solutions Pvt Ltd, VPO Bidowali, District Muktsar, for lifting of BMW generation for 80 Dental Chairs, which is valid from 10.12.2025 for three years……….. 4. The dental institute is generating bio medical waste of categories Yellow, Blue, White (Translucent), Red of the Bio Medical Waste (Management) Rules, 2016……………. 5. The dental institute is segregating Bio-Medical Waste being generated by it category wise at the point of their generation……….. 6. The dental institute has provided color coded containers at all Bio-medical waste generation points………………… 7. The dental institute has provided shredders/ cutters for shredding of used needles and same were found in working condition…………… 8. Non-Polychlorinated bags, were used at all Bio Medical waste generation points & bar code stickers are pasted on these bags before lifting them off to the CBMWTF…………….. 9. The dental institute has stored glass (broken / unbroken) in a cardboard box with blue color marking on it………………. 10. The dental institute has provided Final storage room for storage of bio medical waste, which is safe, Labelled, pucca and with lock & key arrangement systems………….. 11. The hospital has maintained the record of Bio-Medical Waste Category wise in Annotated form, being lifted by the CBMWTF…………….. 12. The dental institute is not mixing its BMW with the municipal solid waste……………. 13. The institute is pre-treating the trade effluent of hospital section with sodium hypochlorite solution…………….. 14. The dental institute has installed common ETP-cum-STP of capacity 50 KLD to treat the trade as well as domestic effluent generated from the both entities……… 15. The treated effluent from the ETP-cum-STP was being used into green area for plantation developed within the premises in land area 2 acres which is sufficient to carry the said discharge………….. 16. As per the water meter record maintained by the entity the present maximum/ day discharge is 30 KLD approx. as such the project is having sufficient buffer to accommodate the discharge from 80 dental chairs and 30 no beds in sister concerned unit of hospital……….. 17. The dental institute has installed 2 number compost pits for managing the wet waste generated in the premises. The dry waste generated is lifted by the MC Faridkot.…………. 18. The institute has installed one DG set of 160 KVA with canopy and adequate stack height which is common for both institute as well as hospital. 19. The site of institute-cum-hospital falls within MC limits of Faridkot, whose master plan is yet to be notified………….. 20. The institute cum dental hospital has already got building plan approved from then gram panchayat Faridkot vide no.13 dated 24.12.1997. The PP has not submitted any permissibility certificate / approved building plan from MC, Faridkot …………… • RO has recommended for grant of consents to operate for 80 dental chairs with suitable conditions………… Keeping in view of above and recommendations of RO, if approved, the institute-cum-hospital may be granted consents to operate under Water Act, 1974 & Air Act, 1981 for short period (six months) with following special conditions: - 1. The PP shall obtain permissibility certificate of institute-cum-hospital from MC, Faridkot and shall submit the same to the Board, within 03 months………… 2. The PP shall get building plan approved from MC, Faridkot showing current built-up area of institute-cum-hospital and shall submit the same to the Board, within 03 months………… 3. The institute-cum-hospital shall get its effluent samples monitored from the Board and shall submit analysis report, within two months…………. 4. The occupier of institute-cum-hospital shall discharge his / her duties in true letter & spirit as mentioned in section 4 of the Bio Medical Waste Management Rules, 2016………… 5. The institute-cum-hospital shall comply with the provisions of Bio-Medical Waste Management Rules, 2016 and its subsequent amendments at all times……. 6. The institute-cum-hospital shall ensure proper segregation and regular lifting of the bio-medical waste as per Bio-Medical Waste Management Rules, 2016………………… 7. The institute-cum-hospital shall ensure the compliance of environmental laws……………. 8. The institute-cum-hospital shall operate the ETP-cum-STP regularly & scientifically so as to achieve the prescribed standards…………… 9. The institute-cum-hospital shall provide separate water meter and energy meter for STP and shall maintain its record on daily basis……………….. 10. The institute-cum-hospital shall install water meter at fresh water supply and maintain its record on daily basis…………… 11. The institute-cum-hospital shall obtain permission from the Punjab Water Regulation and Development Authority (PWRDA) for abstraction of ground water and shall comply with the guidelines prescribed by it……….. 12. The institute-cum-hospital shall constitute a Bio Medical Waste Management Committee to ensure compliance of Bio-Medical Waste Management Rules, 2016 and shall maintain record of proceedings of the meetings conducted by such committee……………….. 13. The institute-cum-hospital shall maintain record of training imparted to all the health care workers and others, involved in handling of bio medical waste……… 14. The institute-cum-hospital shall maintain record regarding immunization of all the healthcare workers and others, involved in handling of bio-medical waste……………… 15. The institute-cum-hospital shall ensure pre-treatment of lab & highly infectious bio-medical waste through equipment like autoclave or microwave……. 16. The consent to operate is granted by the Board from the pollution angle only. The institute-cum-hospital is bound to obtain necessary statutory clearances from other concerned departments, as required…………… 17. The institute-cum-hospital shall ensure that there is no pollution/nuisance in the vicinity with the operation of the unit …………… Competency: - SEE( 80 beds)
