Comments of visiting Officer. :-
• It is intimated that the industry is a small scale orange category unit.
• The industry was granted consent to operate under Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention and Control of Pollution) Act, 1981 valid upto 30.09.2025 for manufacturing of Emulsions @ 1000 Kgs/day, Polishers @ 500 Kgs/day, Cleaners @ 1000 Kgs/day, Disinfected Liquids @ 1000 Liter/day, Hand Sanitizers @ 1000 Liter/day by using SLES @ 150 Kgs/day, Silicon Oil @ 150 Kgs/day, Non Ionic @ 100 Kgs/day, Powder Abrasives @ 50 Kgs/day, Solvents @ 100 Liter/day, Other Chemicals & D M Water @ 4000 Kgs/day in the name of M/s Jangra Chemicals (P) Ltd, 16, Udyog Nagar, Adjoining Shubh Dharam Kanda, Gadaipur, Jalandhar.
• Earlier, the industry was visited by undersigned on 31/07/2023 on observing colored effluent from the manhole outside the industry and it was observed that the industry was in operation during visit and is engaged in cold blending for manufacturing Emulsions, Polishers, Cleaners for cars, Disinfected Liquids, Hand Sanitizers. The spillages of the chemicals, effluent generated from the washing of the empty barrells and blending vessels was being discharged into the sewer without any treatment. The bluish liquid was observed coming out from the manhole and was being discharged in the adjacent plot. The similar liquid was found stagnated in the adjacent plot as well. The same colour liquid was found being blended in the vessels inside the industry. The domestic effluent is discharged into sewer.
• Thereafter, the industry was issued show cause notice for violation of the provisions of Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention and Control of Pollution) Act, 1981 with personal hearing before Senior Environmental Engineer, Zonal Office, Jalandhar 25.09.2023, wherein it was decided as under:-
“The matter be forwarded to higher authority for issuing notice for directions u/s 33-A of the Water (Prevention & Control of Pollution) Act 1974 for closure of the industry”.
• Thereafter, the industry was issued show cause notice for violation of the provisions of Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention and Control of Pollution) Act, 1981 with personal hearing before Chief Environmental Engineer, Zonal Office, Jalandhar 21.12.2023, wherein it was decided as under:-
1. The industry shall provide proper collection system for collection of seepage / spillage and shall ensure that no trade effluent is discharged into sewer.
2. The industry shall submit Bank Guarantee of Rs. 50,000/- as an assurance not to discharge any trade effluent into sewer and to comply with the provisions of Water (Prevention & Control of Pollution) Act 1974.
3. The Environmental Engineer, Regional Office-1, Jalandhar shall visit the industry verify the compliance made by the industry and submit report after one month.
• Accordingly, the industry was in operation during visit and is engaged in cold blending for manufacturing Emulsions @ 1000 Kgs/day, Polishers @ 500 Kgs/day, Cleaners @ 1000 Kgs/day, for cars, Disinfected Liquids @ 1000 Liter/day, Hand Sanitizers @ 1000 Liter/day. No washing of cans was found during visit as observed earlier. The representative of the industry informed that there is no spillages inside the industry and no washing of reactors/cans is done in the industry. However, visible traces of spillages were observed on the floor during visit. The industry has not provided any collection and treatment system for spillages of the chemicals, effluent generated from the washing of the empty barrels and blending vessels. The industry has not provided any Hazardous waste room the storage of hazardous waste generated at site i.e category 33.3 and 5.1. The industry has not provided Environmental Data board at the main gate of the industry. The industry was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, which are valid upto 30.09.2025.
• Thereafter, the industry was issued show cause notice for revocation of consent to operate under Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention and Control of Pollution) Act, 1981 with personal hearing before Senior Environmental Engineer, Zonal Office, Jalandhar 25.09.2023, wherein it was decided as under:-
1. The industry shall apply for varied consents under the Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act 1981 and authorization under Hazardous & other Wastes (Management & Transboundary Movement) Rules, 2016 within 15-days.
2. The Regional Office, Jalandhar shall verify the contention of the industry and shall process its consent application on merit.
• Now, the industry has applied for fresh consent to operate under Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention and Control of Pollution) Act, 1981 through OCMMS of the Board for manufacturing of Emulsions @ 4000 Kgs/day, polishers @ 2000 Kgs/day, Cleaners @ 5000 Kgs/day by using Silicon Oil @ 250 Kgs/day, Other Chemicals and DM Water @ 10000 Liter/day, Solvents @ 100 Liter/day, Sles @ 600 Kgs/day, Non-Ionic @ 100 Kgs/day, Powder Abrasives @ 50 Kgs/day as raw material in the name of M/s Wyko International Private Limited (earlier known as Jangra Chemicals Private Limited) 16, Udyog Nagar, Adjoining Shubh Dharam Kanda, Gadaipur, Jalandhar.
• The industry has submitted approved building plan from the Competent person under director of factories act.
• The industry has submitted classification of area certificate issued from MTP, MC, Jalandhar vide no. 1383 dated 13.10.2025 mentioned that the industry has falls in General Industrial Zone as per Master Plan, Jalandhar.
• The industry has already submitted bank guarantee of Rs. 50000/- valid upto 24.07.2026.
• The industry has submitted manufacturing process, MSME certificate, rent agreement, MOA with the application.
• The industry was visited by the undersigned on 12.01.2026 and it was observed that :-
1. The industry was in operation during visit and is engaged in cold blending for manufacturing of Emulsions @ 4000 Kgs/day, POLISHERS @ 2000 Kgs/day, Cleaners @ 5000 Kgs/day.
2. The industry has installed containers where emulsions, Polishers and Cleaners are produced by cold blending of chemicals at site. As per representative after blending of chemicals the left out/residual mixture which remains in containers is rinsed with DM water and is collected in plastic cans and is reused in next batch of blending and same was observed at site.
3. The industry has installed one DM plant within its premises to use DM water in process.
4. The industry has installed one DG set of capacity 84 KVA with canopy.
5. The industry has provided separate room for storage of hazardous waste of category 5.1 and 33.2 at site. However, the industry has not obtained authorization under HWM Rules, 2016 from the Board till date.
6. The domestic effluent generated within the premises is being discharged into sewer directly.
7. The industry is a small scale orange category unit and competency to decide such cases lies with Senior Environmental Engineer, Jalandhar.
Recommendation:- Keeping in view of above, if approved, consent to operate under Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention and Control of Pollution) Act, 1981 may be granted upto 30.09.2030 with usual conditions as per policy of the Board and with special condition that the industry shall apply for obtaining authorization under HWM Rules, 2016 within one month, please.
