The industry was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/LDH3/2023/21457307 dated 24.05.2023, valid upto 23.11.2023 for washing of cloth @ 4.8 MTPD with discharge of trade effluent @ 64 KLD & domestic effluent @ 0.5 KLD into conveyance system of CETP 50 MLD.
Thereafter the industry had obtained autorenewal consent to operate under the Water Act, 1974 vide no. CTO/Renewal/LDH3/2024/25691262 dated 17.05.2024, valid upto 17.05.2026.
Thereafter the industry was visited by the officer of this office on 18.04.2025 and during visit it was observed as under:
1. The industry was in operation and was engaged in process of washing of clothes.
2. The industry has installed 02 soft flow machines of capacity 150 kg having 04 mouth. Discharge from soft flow machines is collected in underground collection tank and from there it is pumped into sewer line of 50 MLD CETP. The industry has provided borewell near collection tank and during visit, borewell was covered with concrete slab. Borewell was open and there was no pumping machinery in borewell, thus, the possibility of discharge through reverse pumping into borewell by industry cannot be ruled out (photographs of open borewell attached).
3. During visit, the industry was discharging effluent into sewer line of PDA connected with 50 MLD CETP.
4. The industry has not maintained data on data board. As per record file, the industry has not submitted DEMAT shares certificate. SCADA data of the industry was checked and as per this data the industry has discharged more than consent granted capacity for 20 days in the month of Feb, 2025 & for 20 days in the month of March 2025 and is also discharging more than its share capacity in the month of April, 2025. The industry is discharging into 50 MLD CETP beyond its consented capacity and has provided unauthorized open borewell.
Accordingly, auto renewed consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 was revoked and directions u/s 33-A of the Water Act, 1974 had been issued to the PSPCL authorities to disconnect the electricity supply of the industry vide letter no. 3089-90 & 3091-92 dated 02.05.2025 & also issued directions to seal machinery installed by the industry.
In compliance of the decision of the competent authority, the entire wet process of the industry i.e. 2 nos. soft flow machines of capacity 300 KG each has been sealed by AEE of this office on 18.08.2025. The PSPCL authorities has been disconnect the electricity supply of the industry vide TDCO no. 154/274 dated 19.06.2025.
Further, the industry was granted varied consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 vide no. CTOW/Varied/LDH3/2025/29558562 dated 26/09/2025 valid upto 25/12/2025 for washing of Knitted fabric/cloth @ 12 MTPD with discharge of trade effluent @ 64 KLD & domestic effluent @ 0.5 KLD into conveyance system of CETP 50 MLD after verification of the compliances.
Now, the industry has again applied for obtaining Varied 'Consent to Operate' under Water (Prevention & Control of Pollution) Act, 1974 through OCMMS for washing of Knitted fabric/cloth @ 12 MTPD with discharge of trade effluent @ 100 KLD & domestic effluent @ 0.5 KLD into conveyance system of CETP 50 MLD.
The industry has deposited Rs. 1940/- (Rs. 1440/- as penalty fee + Rs. 500/- as application form fee) vide R. No. 161956515 dated 26.12.2025.
The industry had already deposited Rs. 28,800/- vide UTR No. 298630933 dated 17.05.2024 under the Water Act, 1974, which was adequate up to 31.03.2026 under said act.
The industry has been visited by undersigned on 08.01.2026 and it was observed that: -
1. The industry was in operation.
2. The borewell closed by the industry near collection tank using concrete mixture was found intact. Due to this, presently there is no possibility of discharging effluent into borewell.
3. The industry has installed 02 soft flow machines of capacity 300 kg having 04 mouth. Hence effluent generation from the unit as per GNE calculations will be 4 X 20 KLD = 80 KLD.
4. The industry has maintained the record of the waste water disposal into 50 MLD CETP through SCADA system. The perusal of the record confirms that the industry has restricted its effluent to 64 KLD.
5. The industry has submitted DEMAT certificate shares of 100 KLD from Companies Secretaries.
6. The industry has submitted the copy of certificate issued by the Director, Punjab Dyers Association stating that they allowed the industry to discharge its trade effluent into CETP to the tune of 100 KLD.
7. The industry has also provided the arrangements for reusing its cooling water and steam condensate.
8. The industry is connected with the conveyance system of CETP 50 MLD, Tajpur Road, Ludhiana for discharge its effluent. The industry has provided the flow meter at its final outlet leading to CETP. The industry was also advised to provide the flow meter at inlet water supply.
9. The industry has submitted classification of area certificate from Assistant Town Planner, Municipal Corporation, Ludhiana vide no. 266/ATP-B/D dated 19.08.2025 and as per this certificate, the site of the industry falls in Industrial Zone.
Keeping the above in view, it is recommended that:
1. Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted up to 31.03.2026 for washing of Knitted fabric/cloth @ 12 MTPD with discharge of trade & domestic effluent @ 64 KLD (as per GNE calculation) into conveyance system of CETP 50 MLD subject to the condition that:-
I. The industry shall make the necessary arrangements to achieve the effluent standards as per the inlet designed parameters of the CETP.
II. The industry shall stop discharging its effluent in case due to any reason the CETP is not operational or dedicated conveyance system is overflowing.
III. The industry shall maintain the record of flow meter installed at outlet leading to CETP.
IV. The industry shall not generate/discharge trade & domestic effluent more than 80 KLD without obtaining prior permission of the Board.
2. Directions u/s 33-A of the Water Act, 1974 be issued to the PSPCL Authorities for restoration of the electricity connection of the industry for six month.
