Background
It is submitted that the project proponent has earlier obtained fresh consent to establish (NOC) vide no. CTE/Fresh/PBIP/SAS/2024/2411554997 dated 01.01.2025 having validity upto 21.11.2025 under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for residential township project to be developed in an area of 25 acres and built up area of 7.19 acres having 228 residential plots, along with certain suitable conditions mentioned therein.
Present status
Now, the project proponent has applied for obtaining extension in consent to establish (NOC) under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for residential township project to be developed in an area of 25 acres and built - up area of 7.19 acres having 228 residential plots, along with requisite documents.
Fee details
The project proponent has deposited Rs. 84000/- vide receipt no. ICICN52025120500764114 dated 05.12.2025 against the total cost of the project, i.e., Rs. 84.57 crores. The fee deposited by the project proponent is adequate for two years under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
Project Overview
The project proponent has submitted the compliance report of previous obtained consent to establish (NOC) from the Board.
Visit Report
The site was visited by the undersigned on 09.01.2026. During the visit, it was observed as under:
1. The project proponent has embarked the boundary wall with metallic frames.
2. The project proponent has not started any construction work.
3. Consequently, there are no labour hutments at the site.
4. The project proponent has not yet initiated any development activities for the Karnal Technology project.
Recommendations
From above, the project proponent is found complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
In view of the above, may if approve, it is recommended that extension in consent to establish (NOC) be granted upto 30.09.2027 under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
