File Note: • It is intimated that the industry is a small scale red category unit. • The industry was granted consent to operate under Water (Prevention & Control of Pollution) Act 1974 valid upto 30-06-2028 having agreement with the JBR Technology @ 5000 ltr/month. • Earlier, the industry was surprisingly visited by AEE of this office on 22/05/2025 and observed that the industry was in operation and engaged in the process of Auto parts, casting zinc plated scaffolding. The industry has installed electroplating unit and has installed 2 no. collection tanks of total 4000 ltr capacity. The industry has made agreement with the M/s JBR technology for lifting trade effluent @ 5000 ltr/month. The industry is maintaining record of water consumption in process as water effluent lifting to CETP. The industry has installed a fresh water meter which showed a reading of 939.39 KL. However, as per the record maintained by the industry, the fresh meter reading as on 20.05.2025, the reading noted is 941 KL. Hence the record is being fabricated and as such, no auditing was done. The collection tank and the pickling section was having brick masonary and no acid-proof lining was done at site causing seepage in the ground. The electroplating section was concrete lined and effluent was found stagnated all over the section. As per the physical observation of the electroplating section, the estimated effluent is much higher than the consented capacity of the industry. The industry has installed 1 no. induction furnace of capacity 0.500 TPH with bag house filter as APCD. The smoke from the furnace was spreading all over the industry. The industry has not provided any dust collection system below the APCD. The industry has not provided Hazardous Waste Storage room for APCD Dust generating from the APCD. The industry failed to produce any record regarding the collection, storage and disposal of Hazardous waste (APCD Dust, Oily Rags, Waste Oil etc.) generating from the industry. The industry has failed to apply for obtaining authorization under Hazardous Wastes (Management, Handling & Transboundary Movement) Rules, 2016 till date. • Thereafter, the industry was issued show cause notice for violation of the provisions of Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention and Control of Pollution) Act, 1981 and Hazardous Wastes (Management, Handling & Transboundary Movement) Rules, 2016 with personal hearing before Senior Environmental Engineer, Zonal Office, Jalandhar 30.06.2025, wherein it was decided as under:- 1. The industry shall maintain the proper record of water consumption and water lifted to CETP on daily basis and made it readily available to the visiting officer. 2. The industry shall make revised agreement with CETP electroplating at Ludhiana and shall apply for varied consent to operate under the Water Act, 1974 within 20 days. 3. The industry shall comply with the provisions of Hazardous & other Wastes (Management & Transboundary Movement) Rules, 2016. 4. The Regional Office, Jalandhar shall visit the industry, verify contention made by the industry and submit report and recommendations, accordingly. • Thereafter, the industry had applied authorization under Hazardous & other Wastes (Management & Transboundary Movement) Rules, 2016 which was granted upto 06.07.2030. • Now, the industry has applied for varied consent to operate under Water (Prevention & Control of Pollution) Act 1974 through OCMMS of the Board having revised agreement with the JBR Technology @ 10000 ltr/month. • The industry has submitted deed of conveyance, site plan, partnership deed, manufacturing process, electricity bill with the application. • The industry has submitted revised agreement with M/s JBR Technology, Ludhiana for the lifting of trade effluent generated at site @ 10000 ltr/month. • The industry was visited by undersigned on 08.01.2026 and it was observed that :- 1. The industry was in operation during the visit and engaged in manufacturing of Auto Parts, casting Zinc plated Scaffolding. 2. The industry has also installed electroplating plant at site. 3. The industry has installed water meter for fresh water supply at electroplating plant and the same was in operational condition during visit. The industry is maintaining record of water consumption in process and effluent lifted by JBR Technology. On the verification of the record it was found that the fresh water consumption in the process viz a viz effluent lifted to CETP operator is proportional and the same was in order. 4. The industry has provided 02 No. underground pucca storage tanks of capacity 4000 litres each for the storage of trade effluent to be generated from the electroplating process. 5. Domestic effluent is discharge into sewer. 6. The industry has installed 1 no. induction furnace of capacity 0.500 TPH with bag house filter as APCD and the same was not in operation during visit. 7. The industry has also installed 2 no. shot blasting machine with inbuilt bag house filter as APCD. 8. The industry has provided separate room of storage of hazardous waste of category 5.1 and 35.1 and same was observed to be stored in hazardous room. 9. The industry is small scale red category and the competency of case lies with Senior Environmental Engineer, Jalandhar. Recommendations :- Keeping In view of above, if approved, varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry upto 30.06.2030 with suitable conditions as per policy of the Board and with additional condition that the industry shall submit sample analysis report from the boards lab within 02 months.
