It is submitted that the industry is red category small scale unit engaged in repairing of old transformers and manufacturing of G.O. Switch by using MS Steel Angle, Channel, Flat Steel as raw material. Earlier, the industry was granted varied consents to operate under Water Act.1974 and Air Act, 1981 vide no. CTOW/Varied/BAR/2025/30456783 and vide no. CTOA/Varied/BAR/2025/30421067 both dated 26.12.2025, which both are valid upto 10.06.2026 for manufacturing of Repaired Transformers @ 12 Numbers/Day G.O. Switch @ 30 Numbers/Day by using Old Transformer for Repair @ 12 Numbers/Day MS Steel Angle, Channel, Flat Steel @ 1.0 T/day. subject to suitable conditions mentioned therein.
Now, the industry has applied for obtaining consent to establish (expansion) for installation of heating & galvanizing furnace for additional production of Electrical Goods @ 1.2 TPD. The details of the case is as under: -
The industry had already deposited Rs. 1400/- vide R. No. 303267046 dated 04.11.2025 as NOC regularization fee against the value of proposed plant & machinery assets of Rs. 6.00 lacs as per project report submitted with the application. The fee deposited by the industry is adequate upto one year.
The industry has submitted the letter of classification of area issued by DTP, Sangrur vide its letter no. 698 DTP(S)/SS-130 dated 07/05/2018, which is reproduced as under:-
ਉਪਰੋਕਤ ਵਿਸ਼ੇ ਸਬੰਧੀ ਹਵਾਲੇ ਅਧੀਨ ਪੱਤਰ ਦੇ ਸਬੰਧ ਵਿੱਚ ਸੂਚਿਤ ਕੀਤਾ ਜਾਂਦਾ ਹੈ ਕਿ ਇमे ਤਹਿਤ ਸਾਈਟ ਬਰਨਾਲਾ-ਹੰਡਿਆਇ ਦੋਂਕ ਤੋਂ ਮਾਨਸਾ ਵੱਲ ਜਾਂਦਿਆਂ ਲਗਭਗ 1800 ਮੀਟਰ ਦੀ ਦੂਰੀ ਤੇ ਖੱਬੇ ਹੱਥ ਨਿਕਲਦੀ ਸੜਕ ਜ਼ੋਜੋ ਪਿੰਡ ਕਾਲੇਕੇ-ਜੱਨਾ ਭੈਣੇ ਨੂੰ ਜਾਂਦੀ ਸੜਕ ਉਪਰ 2150 ਮੀਟਰ ਦੀ ਦੂਰੀ ਤੇ ਖੱਬੇ ਹੱਥ ਪੈਂਦੀ ਹੈ। ਮੌਕੇ ਅਨੁਸਾਰ ਜਿਸ ਦਾ ਰਕਬਾ ਲਟਭੱਟ 10 ਕਨਾਲ ਹੈ। ਇਹ ਸਾਈਟ ਨਗਰ ਕੌਸਲ ਹੰਡਿਆਇਆ ਦੀ ਹੱਦਤੋਂ ਬਾਹਰ ਪੈਂਦੀ ਹੈ ਅਤੇ ਲੋਕਲ ਪਲੈਨਿੰਗ ਬਰਨਾਲਾ ਦੀ ਹੱਦ ਅੰਦਰ ਪੈਂਦੀ ਹੈ। ਜਿਸ ਦਾ ਮਾਸਟਰ ਪੁਲੈਨ ਤਿਆਰੀ ਅਧੀਨ ਹੈ। ਮਾਸਟਰ ਪਲੈਨ ਬਰਨਾਲਾ ਤਿਆਰ ਕਰਦੇ ਸਮੇਂ ਇਹ ਸਾਟੀਟ ਉਦਯੋਗਿਕ ਖੇਤਰ ਵਿੱਚ ਆਉਣ ਦੀ ਸੰਭਾਵਨਾ ਹੈ।ਜਿਸ ਵਿੱਚ ਵਿਸ਼ੇ ਤਹਿਤ ਐਕਟੀਵਿਟੀ ਆਗਿਆਯੋਗ ਹੈ।
ਉਪਰੋਕਤ ਵਿਸ਼ੇ ਸਬੰਧੀ ਹਵਾਲੇ ਅਧੀਨ ਪੱਤਰ ਦੇ ਸਬੰਧ ਵਿੱਚ ਸੂਚਿਤ ਕੀਤਾ ਜਾਂਦਾ ਹੈ ਕਿ ਇਸ ਦਫ਼ਤਰ ਵੱਲੋਂ ਮੌਕਾ ਰਿਪੋਰਟ ਅਤੇ ਆਪ ਵੱਲੋਂ ਪੇਸ਼ ਕੀਤੇ ਰੈਵੀਨਿਊ ਰਿਕਾਰਡ ਅਨੁਸਾਰ ਇਹ ਸਾਈਟ ਬਾਜਾਖਾਨਾ ਰੋਡ ਤੇ ਪੈਂਦੀ ਰੇਲਵੇ ਲਾਈਨ ਤੋਂ ਬਾਜਾਖਾਨਾਂ ਵੱਲ ਜਾਂਦਿਆਂ 4000 ਮੀਟਰ ਦੀ ਦੂਰੀ ਤੇ ਸੰਜੇ ਹੱਥ ਨਿਕਲਦੇ ਕੱਚੇ ਰਸਤੇ ਤੇ 300 ਮੀਟਰ ਦੀ ਦੂਰੀ ਹੈ ਖੱਬੇ ਹੱਥ ਪੈਂਦੀ ਹੈ। ਸਾਈਟ ਰੈਵੇਨਿਊ ਅਸਟੇਟ ਬਰਨਾਲਾ ਵਿੱਚ ਪੈਂਦੀ ਹੈ। ਇਹ ਸਾਈਟ ਮੋਡੀਫਾਈਡ ਲੋਕਲ ਪਲੈਨਿੰਗ ਖੇਤਰ ਬਰਨਾਲਾ ਵਿੱਚ ਪੈਂਦੀ ਹੈ, ਜਿਸ ਦਾ ਐਕਟ ਅਧੀਨ ਮਾਸਟਰ ਪਲੈਨ ਤਿਆਰੀ ਅਧੀਨ ਹੈ। ਆਪ ਦਾ ਯੂਨਿਟ ਮਾਸਟਰ ਪਲੇਨ ਬਰਨਾਲਾ ਤਿਆਰ ਕਰਦੇ ਸਮੇਂ ਉਦਯੋਗਿਕ ਖੇਤਰ ਵਿਚ ਆਉਣ ਦੀ ਸੰਭਾਵਨਾ ਹੈ, ਜਿਸ ਵਿੱਚ ਵਿਸ਼ੇ ਤਹਿਤ ਇਕਾਈ ਆਗਿਆਯੋਗ ਹੈ। ਸਾਈਟ ਨਗਰ ਕੌਂਸਲ ਬਰਨਾਲਾ ਦੀ ਹੱਦ ਤੋਂ ਬਾਹਰ ਪੈਂਦੀ ਹੈ। ਆਪ ਵੱਲੋਂ ਨੇਪੀ ਦਸਤਾਵੇਜਾਂ ਅਨੁਸਾਰ ਆਪ ਦੀ ਇਕਾਈ 21.11.2005 ਨੂੰ ਰਜਿਸਟਰਾਰ ਆਫ਼ ਫ਼ਰਮਜ਼ ਐਂਡ ਸੁਸਾਈਟੀਜ਼, ਪੰਜਾਬ ਵੱਲੋਂ ਰਜਿਸਟਰਡ ਕੀਤੀ ਗਈ ਹੈ। ਕੇਸ ਨਾਲ ਨੱਥੀ ਰਜਿਸਟਰੀ ਸਾਲ 2009 ਦੀ ਹੈ। ਆਪ ਦੀ ਇਕਾਈ ਮਿਤੀ 17.08.2007 ਤੋਂ ਬਾਅਦ ਸਥਾਪਿਤ ਕੀਤੀ ਗਈ ਹੈ। ਇਸ ਲਈ ਸਰਕਾਰ ਦੁਆਰਾ ਜਾਰੀ ਕੰਪਾਉਂਡਿਗ ਪਾਲਿਸੀ ਨੋਟੀਫਿਕੇਸ਼ਨ ਨੰ. 12/05/2016-5 ਐੱਚਜੀ 2/820947/1 ਮਿਤੀ 17.08.2016 ਅਧੀਨ ਸਾਈਟ ਦਾ ਸੀ.ਐੱਲ.ਯੂ ਅਤੇ ਬਿਲਡਿੰਗ ਕੰਪਾਉਡ ਕਰਵਾਈ ਜਾਣੀ ਬਣਦੀ ਹੈ। ਇਹ ਸੂਚਨਾ ਕੇਵਲ ਲੈਂਡ ਯੂਜ ਕਲਾ ਪੈਫਿਕੇਸ਼ਨ ਸਬੰਧੀ ਹੈ। ਇਸ ਨੂੰ ਇਸ ਦਫਤਰ ਵੱਲੋਂ ਜਾਰੀ ਐਨ.ਓ.ਸੀ. ਨਾ ਸਮਝਿਆ ਜਾਵੇ।
The industry has submitted feasibility report for installation of common wet scrubber as APCD with the heating & galvanizing furnace to control the emissions generated during the process.
The industry is submitted a copy of layout plan approved by Er. Rajnish Kumar Singla, competent person approved by Director of Factories, Punjab.
The industry is submitted a copy of agreement made with M/s JBR Technologies Limited, Ludhiana to lifting the trade effluent @ 0.5 KL/Month for disposal.
To verify the facts, the site was visited by undersigned on 12.01.2026 and it was observed as under:-
1. The unit was not in operation during visit. The representative of the industry informed that the industry was in operation at least capacity due to non- availability of orders/demand.
2. The industry has installed one paint room with water scrubber as APCD and adequate stack height and from the physical condition it seems that the same was not in regular use.
3. The industry has installed one shot blast with bag house filter as APCD with adequate stack height and same was also not in use. The representative of the industry informed that the same has not been operated since long.
4. The industry has installed the ETP for the treatment of its effluent generated from the pre-cleaning section. The industry has made provision to reusing treated effluent after ETP into the process. The ETP was not in operation during the visit as no trade effluent was present in the holding tank and no washing activity was ongoing.
5. The industry has installed septic tank for treatment of domestic effluent and same was being discharged onto land for plantation within the premises of industry.
6. The industry is complying with the provisions of Water Act, 1974 and Air Act, 1981.
From the above, the industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981.
Keeping in the view of above, it recommended that Consent to establish (expansion) may be granted to the industry for installation of heating & galvanizing furnace for additional production of Electrical Goods @ 1.2 TPD for one year, subject to suitable conditions and special conditions as under:-
1. The industry shall not increase its land area without prior permission/NOC of the Board.
2. The industry will obtain varied consents under Water Act, 1974 & Air Act, 1981 of the Board before its commissioning…………….
3. The industry will obtain permission from Concerned Authority for abstraction of ground water………………………
4. The industry shall comply with zoning regulations of Master Plan as and when notified and shall be bound to shift its unit in case the site fall in non-confirming land use zone after the notification of master plan………………
5. The applicant shall be liable to abide by the provisions of master plan and shall also be bound to follow the provisions of section 79 alongwith other provisions of PRTPD act 1995, in case the site fall in non-confirming land use zone after the notification of master plan and no claim shall be demanded by the applicant from the department….
6. The Punjab Pollution Control Board is not liable for any loss incurred in case the site falls in non-conforming zone as per notified Master Plan.
