It is submitted that The hot mix plant was granted consent to establish (NOC) under the water Act, 1974 and the Air Act, 1981 vide no. CTE/Fresh/FDK/2025/30543668 dated 12/12/2025 valid upto 11/12/2026 for operation of hot mix plant (batch type) in land area of 13 Kanals 5.5 marlas bearing , Khasra No. 1547(8-4), 1546(1-2), 1548 ਮਿਨ (5-7), 1548 ਮਿਨ (3-1) falling in the Revenue area of Village Sadiq, Tehsil & Distt. Faridkot bearing Hadbust No. 47, , subject to the suitable conditions therein.
Now the hot mix plant has applied for fresh consent to operate under the Water Act, 1974 and the Air Act, 1981 and the details of the case are as under: - The industry has deposited Rs. 42,000/- vide UTR/Ref. No. ICICN42025123151894109 dated 31.12.2025 under the Water Act, 1974 and Rs. 42,000/- vide UTR/Ref. No. ICICN42025123151896947 dated 31.12.2025 under Air Act, 1981, against the fixed assets of Rs. 128.50 Lakhs as per CA certificate. Thus, the consent fee is adequate upto 31.12.2030 under each Acts.
To check the compliance, the hot mix plant was visited by undersigned (AEE) on 08.01.2026 and it was observed as under: -
1. The hot mix plant was not in operation during visit.
2. The hot mix plant has obtained consent to establish (NOC) for establishing Batch type plant However the PP has installed Drum type hot mix plant. The PP has installed dust collector followed by wet scrubber as APCD to contain the emissions from asphalt drum with adequate stack height and sample collection facilities. The industry has provided re-circulation system for re-circulate the scrubbed water from APCD. APCD and recirculation system was found inline / in working condition. As per MOEF notification cyclone followed by water scrubber is adequate for control of emissions from HMP.
3. The hot mix plant has provided adequate stack heights with 02 no. bitumen heater installed in the premises.
4. The hot mix plant has stabilized its movement area by laying stone aggregates and has arrangement of mobile tanker for sprinkling of water to suppress the dust emissions generates during the movement of vehicles.
5. The hot mix plant has installed DG set of capacity 125 KVA with canopy of adequate stack height.
6. The hot mix plant has provided septic tank for treatment of domestic effluent with outlet to discharge onto land for plantation developed along the boundary wall.
7. The hot mix plant has planted fresh sapling of trees along its boundary.
The hot mix plant is complying with the provisions of the Water Act, 1974 and the Air Act, 1981 Keeping in the view of above, it is recommended that consent to operate under the Water Act, 1974 and the Air Act, 1981 may be granted to the hot mix plant for a period upto 31.12.2030, subject to the suitable conditions along with condition that the hot mix plant shall always comply with the code of practice prescribed by MOEF&CC notification vide number G.S.R 376(E) dated 18.05.2023.......
