1. It is intimated that the industry is small scale Orange category unit engaged in C.I Castings & machining of Oil Engine Parts, Tractor Parts and Combine Parts @180 MT/Year with Pig Iron and C.I Scrap @ 204 MT/Year as raw material.
2. Earlier the industry was granted Renewal consent to operate Vide No. CTOW/Renewal/KPR/2020/14077264 Dated 22.10.2020 valid upto 30.09.2025 under Water Act, 1974 and Vide No. CTOA/Renewal/KPR/2020/14077293 Dated 22.10.2020 valid upto 30.09.2025 under Air Act, 1981 in the name & style of M/s Kulwant Industries (regd) unit-ii, G.T. Road, Chachoki, Phagwara, Distt. Kapurthala with suitable conditions mentioned therein to the applicant Sh. Jaswinder Singh, Partner for the production of Oil Engine Parts & Tractor Parts and C.I. Castings @180 MT/Year.
3. Now, the industry has applied for Fresh consent to operate under Water Act, 1974 and Air Act, 1981 in the name & style of M/s Kulwant Industries Unit-II, G.T. Road, Chachoki, Phagwara, Distt. kapurthala with requisite documents through the OCMMS of the Board through applicant Sh. Jaswinder Singh Bansal, Partner.
4. The industry has submitted partnership deed, in which Sh. Jaswinder Singh Bansal, Sh. Amarjit Singh Bansal and Sh. Jagjit Singh Bansal are the partners of the existing unit.
5. The industry has deposited Rs. 14500/- vide UTR/Reference No. UBINN52025101400704204 dated 14.10.2025 under Water Act, 1974 & Rs. 290/- vide UTR/Reference No. UBINN52025101400704204 dated 14.10.2025 as other, Penalty Fee under Water Act, 1974 and Rs. 14500/- vide UTR/Reference No. UBINN52025101400704729 dated 14.10.2025 under Air Act, 1984, Rs. 290/- vide UTR/Reference No. UBINN52025101400704729 dated 14.10.2025 as other Penalty fee Air Act, 1984 and Rs. 2900/- as Other, NOC regularization fee vide UTR/Reference No. UBINN52025101400704729 dated 14.10.2025, which is adequate upto 30.09.2030.
6. The industry has installed 1 No. Cupola Furnace of capacity 3 TPH with wet cap as APCD. The industry has installed general machinery like lathe, drill etc.
7. Now, the industry has installed one shot blasting machine with an in-built bag filter as an APCD and with adequate stack height.
8. The industry has submitted PSCST certificate vide no. 1881 dated 12.03.2008 in which it is mentioned that the industry has installed Air Pollution Control Device on their Cupola Furnace having melting capacity less than 3 T/hr, as per technology evolved by Punjab State Council for Science and Technology.
9. The industry has submitted Land use Classification from DTP vide letter no. DDTP(K)/EC-1/790 dated 27.09.2010 mentioning that the site falls in General Industrial Zone as per master plan, Jalandhar (2009-2031).
10. The industry was visited by officer of this office on 12.01.2026 and observed as under :-
a) The industry is engaged in the C.I. casting & machining of oil engine parts, Tractor Parts and combine Parts.
b) The industry has installed one no of cupola furnace of capacity 3 TPH with wet cap as APCD.
c) The industry has installed lathe machines & drilling machines.
d) Now, the industry has installed one shot blasting machine with an in-built bag filter as an APCD and with adequate stack height.
e) There is one hazardous room in the premises of the industry. Approximately 460 kg of the hazardous waste has been stored in 24 bags and the record of the same has been maintained. Lastly, 1755 kg of hazardous waste was lifted to Ramky Enviro Engineers Ltd. On 30.09.2021.
f) There is no source of trade effluent generation, only domestic effluent is being discharged into Sewer.
Keeping in view of above, it is recommended that fresh consent to operate under Water (Prevention and Control of Pollution) Act, 1974 and Air (Prevention and Control of Pollution) Act, 1981 may be granted to the industry upto 30.09.2030 with suitable conditions as per Board's policy.
