The industry has applied for obtaining ‘consent to establish/ (NOC) for establish a new unit for manufacturing of Galvanized Steel Products. The application of the industry has been scrutinized and examined. It is submitted that the industry is a galvanized unit and has applied for obtaining Consent to Establish (NOC) under the provisions of the Water Act, 1974 and the Air Act, 1981 for sent up a new unit for manufacturing of Fabricated Steel Structures & Hot Dip Galvanized Products@ 28000 MT/year by using raw material as Angles/Channels/Beams/Plates/Sheets @ 30000 MT/Year, Zinc @ 560 MT/Year & Hydro Chloric Acid @ 210 Kl/Year. Project Report: The industry has also submitted the brief project report, wherein, it has mentioned that the total project cost for the proposed Project is Rs. 2289.00 lakhs with value of plant & machinery are Rs. 1578.00 lakh. Accordingly, the industry has deposited NOC fee of Rs. 49200/- vide online receipt no. 615228968 dated 04/09/2025 and Rs. 49200/- vide online receipt no. 324680226 dated 03/01/2026 which is valid for 01 year as per circular dated 29/10/2018. Manufacturing Process: The industry has submitted the manufacturing process, which is as under: Raw Material -> Degreasing -> Pickling -> Rinsing -> Fluxing -> Drying -> Galvanizing (Hot Dip) -> Quenching -> Passivation -> Product Feasibility Report: The industry has proposed to be installed STP for treatment of domestic effluent and treated water will be used for plantation. The industry has proposed to execute an agreement with a third- party ZLD based CETP facility for treatment/disposal of the spent chemicals. The industry has also proposed to install a Zinc Melting Furnace (Galvanizing) using PNG as fuel in it. It has proposed to install Water Scrubber as APCD to control the concentration of SPM within the prescribed limits. The industry has also proposed to install a common air pollution control system for the emissions from both the pickling tanks. Site Suitability: The industry has already obtained principal approval from the Administration vide No. 240686105 dated 13.02.2025 valid up to 12.08.2028. The site of the industry falls in industrial land use zone as per classification from District Town Planner, Fatehgarh Sahib vide letter no. 136 DTP(FGS)IPA dated 27.01.2025. The site of the industry is suitable for the proposed project. Applicability of Factories Act, 1948: As per policy of the Board, it is clearly mentioned that the Punjab Pollution Control Board will decide the applications for consent to establish (NOC) of all industries to be set up in designated/ approved areas such as Industrial Area/ Industrial Estate/Industrial Focal Point/Approved Industrial Park/Industrial Zone of the Master Plan. However, the Site Clearance u/s41 (A) of the Factories Act, 1948 will not be necessary for grant of consent to establish/ operate/ authorization by the Board. It is submitted that the subject cited industry is located in Industrial zone as per Master Plan (2010- 2031) of Mandi Gobindgarh. Therefore, there is no requirement of Site Clearance u/s 41 (A) of the Factories Act, 1948. Applicability of EIA notification dated 14/09/2006 The subject cited industry is not covered under EIA notification 2006 Notification dated 14.09.2006 PWRDA Permission The industry has mentioned the ground water extraction @ 09.325 KLD however, the same needs to be as per the consumption. Considering 30 working days in a month, the ground water extraction will be 279.75 KL/month. As such, the industry is not required to obtain permission for abstraction of ground water from PWRDA. Visit: To verify the contents of the application the industry was visited by the AEE on 19.09.2025. During visit, it was observed as under: 1. The proposed site of the industry falls in the revenue estate of Village Harbans pura, Distt. Fatehgarh Sahib. 2. The project proponent has provided boundary wall at the site and civil construction work for civil structure has started by the Project Proponent and appx 50% civil construction work has been completed. Sh. Deepak Garg, Representative of the industry stated that the construction work was started in first week of January, 2025. 3. The industry has proposed to be installed STP for treatment of domestic effluent and treated water will be used for plantation. 4. The industry has proposed to execute an agreement with a third-party ZLD based CETP facility for treatment/disposal of the spent chemicals. 5. The industry has also proposed to install a Zinc Melting Furnace (Galvanizing) using PNG as fuel in it. 6. It has proposed to install Water Scrubber as APCD to control the concentration of SPM within the prescribed limits. The industry has also proposed to install a common air pollution control system for the emissions from both the pickling tanks. Recommendation In view of the facts mentioned above, if approved, it is recommended Consent to Establish (NOC) under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of for manufacturing of Fabricated Steel Structures & Hot Dip Galvanized Products @ 28000 MT/year by using Angles/Channels/Beams/Plates/Sheets @ 30000 MT/Year, Zinc @ 560 MT/Year & Hydro Chloric Acid @ 210 Kl/Year may be granted to the industry for one year with suitable conditions and additional conditions that: 1. The industry shall establish its unit in the Khasra Nos. only for which it has obtained classification from District Town Planner, Fatehgarh Sahib. 2. The industry shall apply for consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 before commissioning of the unit. 3. The industry shall execute an agreement with a third-party ZLD based CETP facility for treatment/disposal of the spent chemicals as well as APCDs as proposed before commissioning of the unit. 4. The industry shall develop the plantation area within the premises before commissioning of the unit. 5. The industry shall submit the building plans/layout plan approved from the Competent Authority before obtaining consent to operate. 6. The industry shall obtain permission for ground water abstraction from Punjab Water Regulation and Development Authority (PWRDA) and submit the same at the time of obtaining consent to operate. 7. The industry shall obtain NOC of the Board, if it changes any of its product or raw material or enhances its production capacity in future. 8. The industry shall plant trees wherever space is available inside and outside the unit. 9. The industry shall ensure that there is no public nuisance in the area, due to activities of the industry. 10. The industry shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic, through their Corporate Environment Responsibility (CER) activities. 11. The industry shall ensure that there are no usages of single use plastic- thermocal disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocal or any other non-biodegradable material in the premises. 12. The industry shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner.
