It is submitted that the industry is a small scale green category cold store unit. Earlier, the industry was granted NOC/Consent to Establish under the Water Act, 1974 and the Air Act, 1981 vide no. CTE/Fresh/SGR/2024/27539140 dated 02.01.2025 valid upto 01.01.2026 for setting up a unit for the operation of cold store for Storage of Potatoes @ 7406 Metric Tonnes/Day at Bagrian to Chhintanwala Road, Village Samundgarh, Tehsil Dhuri, District Sangrur, under green category i.e 3013- Chilling plant, cold storage and ice making.
Proposal:-
Now, the industry has applied for obtaining fresh consent to operate under the Water Act, 1974 and the Air Act, 1981 for the same operation i.e. operation of cold store for Storage of Potatoes @ 7406 Metric Tonnes/Day.
Fee Details:-
The industry has deposited consent fee of Rs. 1,08,000/- vide R. No. 963352708 dated 01.01.2026 under the Water Act, 1974 and Rs. 1,08,000/- vide R. No. 59944117 dated 01.01.2026 under the Air Act, 1981, against the value of project of Rs. 993.65 lacs (Plant & Machinery Rs. 355.00 lacs) as per CA certificate dated 01.01.2026. The consent fee deposited by the industry is adequate upto 31.12.2035 (after deducting penalty fee) under the both acts.
RTB Certificate:-
The industry has submitted RTB certificate issued by DC, Sangrur vide application no. 2408477536 dated 06.11.2024 valid upto 05.05.2028, wherein, the industry got approval of Factory Building plan (except for industries involving hazardous process as per First Schedule of Factories Act, 1948), NOC of Fire and Registration of Shop or Establishment.
Requisite Documents:-
The industry has also submitted compliance report of previously granted NOC/Consent to Establish along with the application form.
Visit:-
To verify the facts, the site of the industry was visited by the undersigned on 12.01.2026 and it was observed as under:-
1. The site of the industry is located at Bagrian to Chhintanwala Road, Village Samundgarh, Tehsil Dhuri, District Sangrur.
2. The industry was not in operation during visit.
3. The civil work has been completed and machinery has been installed at the site. The industry is ready to operate.
4. No trade effluent is being generated from the process. Domestic effluent @ 0.5 KLD is being disposed onto land for plantation after passing through septic tank.
5. The industry has developed plantation area along the boundary wall for discharge of treated domestic effluent.
6. The industry has installed 01 no. D.G set of capacity 200 KVA with canopy and stack of adequate height.
From above, it is clear that the industry is complying with the provisions of the Water Act, 1974 and the Air Act, 1981.
Recommendations:-
Keeping in view of above, it is recommended that the industry may be granted Consent to Operate under the Water Act, 1974 and the Air Act, 1981 upto 31.12.2035 for operation of cold store for Storage of Potatoes @ 7406 Metric Tonnes/Day with suitable conditions as per Policy of the Board.
