It is submitted that the project proponent is a marriage palace. Earlier, the project proponent was visited by the officer of this office on 12.09.2025 and during visit the project proponent was found violating the provisions of the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981.
Accordingly, the project proponent was issued Show Cause Notice alongwith an opportunity to explain your position in person before the Senior Environmental Engineer, Zonal Office-II, Patiala of the Board on 27/11/2025.
After hearing, the competent authority has decided as under:-
1. The project proponent shall make in-house arrangements for the management & handling of Solid Waste Management Rules, 2016 by adopting suitable technology like vermi-composting pits within one month.
2. The project proponent shall install adequate wastewater treatment facility and made the same operational alongwith disposal arrangements within one month.
3. The project proponent shall provide canopy with DG set alongwith stack of adequate height.
4. The marriage palace shall provide proper hood, duct to capture air emission generated from the kitchen section along with adequate stack, within one month.
5. The project proponent shall apply for obtaining consents to operate of the Board under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 alongwith requisite documents and consent fee within one month.
6. Environmental Engineer, Regional Office, Sangrur shall visit the palace after one month to verify the compliance made by it and process the consent application on merit.
7. It was made clear to the project proponent that in future if any violation will be observed by the visiting officer, action as deemed fit shall be initiated against the marriage palace without giving any further opportunity of hearing.
Proposal of Project Proponent:-
Now, the project proponent has applied for obtaining fresh consent to operate under the Water Act, 1974 for operation of Hotel cum Marriage palace of capacity 250 persons/ function under orange category i.e. 2095-Marriage Palaces, as per latest categorization framed by the CPCB.
Fee Details:-
The establishment has deposited Rs. 46,400/- (Rs. 29,000/- as Consent fee + Rs. 17,400/- as penalty fee) deposited through online vide UTR No. ICICN52025121600714967 dated 16.12.2025 under the Water Act, 1974 and Rs. 46,900/- (Rs. 29,000/- as Consent fee + Rs. 17,400/- as penalty fee + Rs. 500 as application form fee) deposited through online vide UTR No. ICICN52025121600714556 dated 16.12.2025 under the Air Act, 1981, against the fixed assets of Rs. 29.37 lakh as per CA certificate 10.12.2025, which is adequate upto 30.09.2029 (after deducting the penalty fee and NOC regularization fee).
Date of Commissioning:-
The project proponent has submitted copy of pan card of marriage palace, wherein, the date of connection is mentioned as 25.08.2020.
CLU letter:-
The project proponent has submitted permission letter w.r.t establishment of marriage palace in the Nagar Panchayat limits of Moonak issued by Office Of Regional Deputy Director-Cum-Competent Authority Local Govt.Patiala Under Papra vide no. CLU/DDLG/PTL/2019/5994 dated 14.03.2019.
Site Plan:-
The project proponent has submitted approved building plan from Competent Person of Nagar Panchayat, Moonak.
Partnership deed:-
The project proponent has submitted partnership deed as per which there are 03 no. partners namely Sh. Parkash Singh, Sh. Gilpreet Gill and Sh. Munish Malana.
Power of Attorney:-
The project proponent has submitted power of attorney, as per which Sh. Gilpreet Gill is authorized person of the marriage palace.
Requisite Documents:-
The project proponent has also submitted registry of land, CA certificate, site plan partnership deed, power of attorney along with the application form.

2.2. Energy Conservation
a) The establishment has provided solar system for producing hot water.
b) The establishment has not installed DG set in its premises.
c) The establishment has used only LED bulbs in its premises.

4.0. Solid Waste Management
a) The kitchen waste (eatable items) is being disposed off through piggery farms and Recyclable/plastic waste is being lifted by MC, Sangrur. Moreover, the establishment is using re-useable crockery and glasses during functions to minimize plastic waste generation.

d) The establishment has not installed DG set in its premises.

a) The establishment uses only indoor loudspeakers as permitted upto 10.00 p.m. only.

Visit:-
Accordingly, in compliance to the decisions of the personal hearing and to verify the contents of the application, the marriage palace was visited by the undersigned on 12.01.2026 and it was observed as under:
1. The establishment was found not in operation due to non-availability of function and it is marriage palace having capacity to hold a function of 250 persons.
2. The establishment has not installed DG set in its premises. The representative of the marriage palace has informed that they used D.G on rent when needed.
3. The establishment has installed bar screen, oil & grease trap followed by septic tank for treatment of effluent to be generated during functions. It is pertinent to mention here that the Board is yet to finalize the treatment technology for such type of units. Further, during meeting dated 18/07/2017 held under the Chairmanship of the worthy Chairman of the Board, it has been decided that till the finalization of the treatment technology for the wastewater of the marriage palaces, the Board shall continue to grant CTOs and further it must be ensured that proper grit removal arrangements as well as Oil & Grease traps must be provided by the marriage palaces before the effluent enters into the septic tank, which is a part of the treatment system.
4. The establishment has discharge effluent @ 9.6 KLD after septic tank onto land for horticulture / plantation.
5. The marriage palace has developed adequate plantation for discharge of treated wastewater generated from the establishment.
6. The marriage palace has provided 02 no. compost pits for disposal of kitchen waste.
7. The recyclable material be directly sent to the respective processing unit and the other two wastes are being managed at site. Service bins have been provided at appropriate locations. Each bin have two colour-coded compartments, to separately hold the two Segre-gable (recyclable/non-recyclable) components of the solid waste. The users disposes their solid refuse into the bins, from where it has been collected and transported.
8. The solid waste comprising of paper matter/other recyclable components will be usually disposed through recyclers. The food waste is being disposed through near-by piggeries to be used as animal feed. Remaining dry waste component was being disposed through MC landfill. The local municipal authorities are collect, transport, and dispose of the solid waste.
In view of above, it is found that the establishment is complying with the guidelines for control and enforcement of environmental norms as notified by Board’s circular no. 64 dated 2/2/2021.
Therefore, keeping in view of above mentioned facts and submissions made by the project proponent, it is recommended that project proponent may be granted fresh consent under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 up to 30.09.2029 under orange category for operation of marriage palace having capacity 250 persons with usual conditions and special conditions that: -
1. The project proponent shall get its effluent samples analyzed from Board’s / Board’s approved lab in compliance to the Board’s office order dated 10/10/2011.
2. The project proponent shall maintain the record of water meter on the source of its fresh water.
3. The project proponent shall comply with the guidelines of Punjab Water Regulation and Development Authority (PWRDA), issued for the abstraction of ground water from time to time.
4. The project proponent shall not use any unauthorized mode for disposal of treated/untreated wastewater.
5. The project proponent shall regularly get cleaned the oil & grease trap, so that the wastewater can be effectively treated in the septic tank and the Oil & Grease so removed shall be disposed of in an environmentally sound manner.
6. The adequacy & efficacy of the waste water treatment system will be the entire responsibility of the establishment.
7. The establishment shall conform to the standards for treated waste water as laid down by the Board in circular vide no. SEE (HQ-1)/F.244/2011/271 Dated 10.10.2011.
8. The project proponent shall continue to comply with the provisions of the Solid Waste Management Rules, 2016 for disposal of solid waste generated from the hotel.
9. The industry shall ensure segregation of the solid waste at source, facilitate collection of segregated waste in separate streams, handover recyclable material to either authorized waste pickers or authorized recyclers as prescribed in Solid Waste Management Rules, 2016. The bio-degradable waste shall be processed, treated and disposed of through composting or bio-methanation within the premises as far as possible. The residual waste shall be given to the waste collectors or agency as directed by the local body.
10. The project proponent shall comply with the Mechanism/ guidelines prescribed by the Board vide officer order no. 64 dated 02/02/2021 in true letter & spirit.
11. The establishment shall comply with the provisions of Noise Pollution (Regulation & Control) Rules 2000.
12. The consent is granted on the basis of submissions / undertakings submitted by the project proponent, if in future any information provided by the project proponent found to be wrong / false, the consent granted shall be deemed cancelled / revoked.
13. The establishment shall be bound to comply with the bye-laws of Local Planning Area (LPA) notified on 04.05.2011.
14. The establishment shall obtain necessary permissions / NOCs from the concerned departments wherever and whenever required.
15. The establishment shall be bound to shift its unit whenever asked by the competent authority, if the validity of the consents is more than the time period afforded by the authority than the validity of the consent shall be curtailed.
16. As per orders of Hon’ble NGT in the matter of OA no. 606 of 2018 titled as Compliance of Municipal Solid Waste Rules, 2016 in para 16 of the order dated 31.08.2018, the project proponent shall provide mechanical composter for management of organic solid waste.
