Previous Details:-
It is submitted that the earlier, the industry was granted consent to establish under the Water Act, 1974 and Air Act, 1981 vide no. CTE/Fresh/SGR/2025/29866065 dated 08.10.2025 valid upto 07.10.2026 for setting up of a unit for manufacturing of Non Torrefied Pellets @ 5.0 TPH by using Paddy Straw @ 5.68 TPH as raw material under green category i.e 10 Briquette manufacturing (coal/biomass/coke) and having domestic waste water generation @ 2.16 KLD, no generation of trade effluent and no hazardous waste generation.
Further, the industry has obtained Consent to Operate under the Water Act, 1974 vide no. CTOW/Fresh/SGR/2025/30699073 dated 23.12.2025 valid upto 31.12.2030 and under the Air Act, 1981 vide no. CTOA/Fresh/SGR/2025/30699051 dated 23.12.2025 valid upto 31.12.2030 for manufacturing of Non Torrefied Pellets @ 5.0 TPH by using Paddy Straw @ 5.68 TPH as raw material, under the green category.
Proposal of the Industry:-
Now, the industry has applied for obtaining fresh Consent to Operate under the Water Act, 1974 and the Air Act, 1981 for manufacturing of Non Torrefied Pellets @ 5.0 TPH by using Paddy Straw @ 5.68 TPH as raw material, under the orange category having category no. 2999 - Miscellaneous, for installation of dryer in its premises.
Fee Details:-
The industry had already deposited consent fee of Rs. 42,000/- vide R. No. 563789472 dated 19.12.2025, Rs. 12,000/- vide no. 110186401 dated 31.12.2025 under the Water Act, 1974 and Rs. 42,000/- vide R. No. 229690892 dated 19.12.2025, Rs. 12,000/- vide no. 486109062 dated 31.12.2025 under the Air Act, 1981, against the value of total fixed assets of Rs. 472.11 lacs, as per CA certificate dated 18.12.2025, which is adequate upto 31.12.2030 under the both acts.
Requisite Documents:-
The industry has submitted partnership deed, site plan, RTB certificate, copy of registry of land, DTP certificate, revenue report issued by Tehsildar, brief project report, feasibility report and site plan along with the application form.
RTB Certificate:-
The industry has submitted RTB certificate as Certificate of In Principle Approval (Form-II) (New) issued vide application no. 2507419470 dated 28.08.2025 valid upto 27.02.2029 duly signed by Deputy Commissioner, Sangrur.
Site Plan:-
The industry has submitted site plan and same was duly signed by Er. Darshan Pal Jindal, Chartered Engineer, India approved by Local Government.
Visit:-
To verify the facts, the site of the industry was visited by the undersigned on 12.01.2026 and it was observed as under:-
1. The site of the industry is located at Lohakhera Village, opposite 66 Kv Grid Sangrur District.
2. The civil work of the industry has been completed and the industry has installed all its machinery.
3. The industry has installed all machinery for which CTE was granted i.e. 01 shredding machine (5 TPH), 01 dryer with cyclone, 01 hammer mill with cyclone, 02 storage bins, 02 pellet machines and all electrical panels, automation equipment’s & conveyors. The plant is yet to be commissioned. The representative of the pellets manufacturing plant informed that the unit shall only be commenced after obtaining consents to operate under the Water Act, 1974 and Air Act, 1981 of the Board.
4. The industry has installed a common bag filter as APCD, followed by a stack of adequate height.
5. No trade effluent is generated from the process.
6. The industry has installed a septic tank for domestic wastewater, with provision to discharge treated effluent onto land for plantation.
7. The industry has provided plantation along the boundary wall.
From above, the industry is complying with the provisions of the Water (Prevention and Control of Pollution) Act, 1974 & the Air (Prevention and Control of Pollution) Act, 1981.
Recommendations:-
Keeping in view of above, it is recommended that the industry may be granted Consent to Operate under the Water Act, 1974 and the Air Act, 1981 upto 30.09.2030 for manufacturing of Non Torrefied Pellets @ 5.0 TPH by using Paddy Straw @ 5.68 TPH as raw material with suitable conditions as per Policy of the Board.
