File Note: • It is submitted that the project proponent has applied for fresh Consent to Establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 to the Board through OCMMS for setting up Commercial Shops 43 Numbers/Day with proposed total land area 4.48 acres. • The project proponent has submitted the letter of intent/license issued from Competent Authority cum Commissioner, MC, Jalandhar memo No. MTP/64/C dated 26.09.2025 for setting up a colony use an area 4.48 acres which is in the Village Ladhewali, H.B. No.220, Teh. and Distt. Jalandhar. As such, the proposed site is suitable to set up the said unit at site. • The project proponent has uploaded partnership deed, feasibility report of STP, receipt of sewer connection, project report with the application. • The project proponent has submitted solid waste management scheme and mentioned as under:- Collection and Segregation of waste 1. Colored bins will be used for collection of domestic waste by local vendor. 2. Separate colored bins will be provided for dry recyclable and bio-degradable waste. 3. Litter bins will also be provided in common, open areas. Treatment of waste • Bio-Degradable waste 1. Bio-degradable waste will be handed over to authorized facility by municipal authority for disposal. 2. STP sludge will be utilised as manure. 3. Horticultural Waste will be composted and used for gardening purpose. • Disposal 1. Recyclable and non-recyclable waste will be disposed through a local approved vendor. • The project proponent has submitted layout plan of the proposed project approved by Municipal Corporation, Jalandhar vide e-naksha no. PB/20UT/JUC/JALAN/647 as mentioned in layout plan. • The project proponent has proposed to install STP of capacity 60 KLD consisting Bar Screen  Oil & Grease Trap Equalization Tank  MBBR Reactor- I&II  Tube Settler  Pre filtration Tank  pressure sand filter activated carbon filter  Treated Water Storage Tank filters  discharge. Treated effluent will be discharged into M.C sewer. The STP proposed and the disposal mode is adequate in-principle. • The proposed site was visited by undersigned on 12.01.2026 and it was observed that the project proponent has demarcated the boundary wall of the proposed project. No construction work was observed during visit at proposed site. • As per project report submit by the project proponent the project cost is Rs. 335.50 lacs and as such competency of the case lies with Senior Environmental Engineer. Keeping in view of above, if approved, consent to establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the project for setting up Commercial Shops an area 4.48 acres for one year with suitable conditions and with special conditions that:- 1. The project proponent shall obtain necessary permission regarding extraction of ground water from Punjab Water Regulation and Development Authority, (PWRDA). 2. The project proponent shall obtain necessary permission from the concerned Departments, if required, if any, in future its own level.
