File Note: It is intimated that the industry is small-scale red category unit engaged in process of electroplating and zinc-plating of hardware items like chain links, hooks etc. Earlier, the industry was granted Consent to Operate under the Water Act, 1974 vide no. CTOW/Fresh/SGR/2016/3955953 dated 18.10.2016 valid upto 30.06.2020 for work of electroplating on Hook @ 200Kgs/day, Double hook @ 80 Kgs/day, Patti @ 100 Kgs/day, Kadd @ 100Kgs/day, Firki @ 80 Kgs/day, Dasti @ 100 Kgs/day, Al-drop with klip @ 30 Kgs/day and Chain (Job Work) @ 200 Kgs/day on job basis. Further, the industry was visited by the officer of the Board on 02.06.2025 and during visit, the industry was found violating the provisions of the Water Act, 1974. Accordingly, the industry was given personal hearing on 20/08/2025 before the SEE, ZO-II, Patiala. However, no one from the industry has attended the hearing. Further, show cause notice has been issued to the industry with another opportunity of personal hearing before the SEE of the Board on 13/11/2025. Thereafter, notice has been issued to the industry with an opportunity of personal hearing before the SEE of the Board on 13/11/2025. After hearing, the Competent Authority has decided as under: - 1. The industry shall maintain the record of fresh water consumption as well as disposed off to the JBR, Ludhiana on daily basis and submit the record of the same to the Regional Office, Sangrur. 2. The industry shall not discharge any kind of untreated/treated effluent into any drain/nallah/sewer/borewell under any circumstances. 3. Environmental Engineer, Regional Office, Sangrur shall verify the contentions made by the industry during hearing, process the consent application on merit and send the report/ recommendations, accordingly. Now, the industry has applied for obtaining fresh consent to operate under the Water Act, 1974 for electroplating work on Hook @ 200 Kgs/Day, Double Hook @ 80 Kgs/Day, Patti @ 100 Kgs/Day, Kadda @ 100 Kgs/Day, Firki @ 80 Kgs/Day, Dasti @ 100 Kgs/Day, Al-drop with Klip @ 30 Kgs/Day and Chain (Job Work) @ 200 Kgs/Day, with certain conditions mentioned therein. The industry has deposited consent fee of Rs. 11,000/-, (Application form fee) of Rs. 500/- and other Penalty fees of Rs. 6600/- vide R. No. 86864938 dated 12.11.2025 against the value of fixed assets amounting Rs. 4.95 lacs, as per CA certificate dated 13.11.2025, which is adequate upto 30.06.2030. The industry has submitted site plan, Allotment letter, Registry of land, certificate of Revenue Authorities and brief project report along with application form. To verify the facts and to verify the compliance of the proceedings, the site of the project is visited by the JEE on 07.01.2026 and it was observed as under: - 1. The industry was in operation and engaged in process of electroplating 2. The industry has provided water meter at the fresh water supply and reading of the same was 001431. 3. The industry has signed an agreement with Malerkotla Association for lifting of untreated trade effluent generated from the process of capacity 2000 liter per month. No bypass was found during visit. 4. The Industry has provided underground pucca storage tank for storage of trade effluent of capacity approx. 2000L. 5. The industry is maintaining record of fresh water usuage and untreated effluent lifted to the Malerkotla Association. From above, it is evident that the industry is now complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974. Keeping in view of above, it is recommended that the industry may be granted fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 for work of electroplating on Hook @ 200Kgs/day, Double hook @ 80 Kgs/day, Patti @ 100 Kgs/day, Kadd @ 100Kgs/day, Firki @ 80 Kgs/day, Dasti @ 100 Kgs/day, Al-drop with klip @ 30 Kgs/day and Chain (Job Work) @ 200 Kgs/day on job basis by using as a raw material with certain conditions mentioned for ten years with suitable conditions as per Policy of the Board.
