File Note: Kindly peruse the note history. Certain observations were raised by this office and now RO has replied to the same, which may kindly be perused.. RO has mentioned that the hospital is complying with the provisions of the Environmental Laws… In view of the report/recommendations sent by EE, RO, Patiala, if approved, the HCE may be granted CTE for expansion of the hospital for proposed increase in beds from 150 to 200 beds, subject to suitable conditions, conditions as imposed by RO and following additional conditions: 1. The HCE shall apply for varied consent to operate under the provisions of Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 after commissioning of the proposed project. 2. The HCF shall apply for fresh authorization under BMW Rules, 2016 for operation of 200 no. beds before commissioning of the proposed project. 3. The HCE shall provide mechanical composter for the treatment of solid waste generated within 01 month. 4 4. The HCE shall not carry out any construction activity in the additional 1.55 acres of land area and shall keep the same developed as per Karnal Technology for disposal of treated wastewater, at all times. 5. The adequacy/ efficacy of the pollution control arrangements & disposal scheme/arrangements shall be the sole responsibility of the project proponent and the pp shall be bound to implement/ upgrade its pollution control & disposal arrangements as per the discretion of the Board to achieve the prescribed emission/ effluent standards, as amended from time to time. 6. The project has been approved by the Board from pollution angle and the industry shall obtain the statutory clearances/ permissions from all other concerned departments. 7. The project proponent shall ensure the compliance of provisions of the Water (Prevention & Control of Pollution) Act, 1974, the Air (Prevention & Control of Pollution) Act, 1981, the Environment (Protection) Act, 1986 and/ or any other environmental law applicable to him and Rules, Circulars & Directions issued by the Board from time to time. 8. The consent is being issued to the project proponent based upon the documents/ information submitted by it along with the online application form and during hearing. The Board would be at liberty to take penal action against the industry/project proponent and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time, without any opportunity of Personal Hearing. 9. In case the project proponent fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, the Air (Prevention & Control of Pollution) Act, 1981, the Environment (Protection) Act, 1986 and/ or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the project proponent.
