File Note: Sub: Proceeding of the personal hearing given before the Senior Environmental Engineer, Zonal Office-I, Ludhiana on 23.12.2025 w.r.t. show cause notice for refusal of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. Ref: Zonal Office letter no. 5972-73 dated 30.12.2025. The industry was given personal hearing before the Senior Environmental Engineer, Zonal Office-I, Ludhiana on 30.12.2025, wherein it was decided as under: - 1. The industry shall submit the report of the study to be carried out by the consulting agency (GNDEC Ludhiana) w.r.t. adequacy of the boiler and complete water auditing of the industry to support its contentions that it has adequate ETP and ZLD system including availability of steam from the boiler and its consumption in different processes of the industry as well as in evaporator, within 15 days. 2. The Environmental Engineer, Regional Office-1, Ludhiana shall visit the industry to verify the contentions made by the representative of the industry during the hearing & shall send the report along-with recommendations so as to decide the consent application, within 07 days. In compliance to the decisions of the personal hearing, the industry was visited by the officer of this office on 07.1.2026 and it was observed as follows: - 1. The industry was not in operation during the visit due to disconnection of electric connection. 2. The industry has assigned the work to GNDEC Ludhiana in compliance to decision no. 1 of the personal hearing. However, the industry has submitted a letter of GNDEC in which it is stated that “In the absence of regular industrial operations and continuous effluent generation, the ETP and other relevant systems cannot be evaluated in a complete and scientific manner” (email and letter attached). 3. The industry has made arrangements to carry out chemical dozing in ETP i.e. 3 nos. automatic dozing pumps (photograph attached). 4. The record w.r.t. freshwater consumption and re-used after ETP into the process maintained regularly which will be further recheck after the industry comes into operation (Record attached). 5. The industry has provided railing on the ladder of the stack (photograph attached). 6. The industry has applied for authorization of hazardous waste category 37.3 and made a revised agreement for the same with M/s TSDF NIMBUA vide membership no. 2872 dated 18.12.2025. Application is under scrutiny level. In view of the above it is recommended that: 1. Short term consent of 06 months may be granted to the industry to comply with the observation/direction of the joint committee. 2. Directions may be issued to the PSPCL authorities to restore the electric connection temporarily for 06 months.
