• The industry is a small scale blue category unit.
• The industry was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 valid upto 28.08.2024 for the establishment of a new C&D waste recycling plant subject to suitable conditions and special conditions as under:-
1. The industry will make adequate arrangements for reduction in noise and dust at processing site so that there is no nuisance created in its vicinity specially towards residential houses in front of the proposed across the Road.
2. The industry will install CAAQMS station at the windward and leeward directions.
3. The industry shall obtain necessary permission/ statutory clearance from the concerned Departments, if required, if any, in future its own level.
4. The industry shall comply with C & D Waste Management Rules, 2016
• Now, the industry has applied for fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 through OCMMS of the Board for the operation of C&D waste recycling plant.
• The industry was visited by undersigned of this office on 26.12.2025 and it was observed as under: -
1. The C&D plant was in operation during visit.
2. The C & D Plant is involved in recycling of construction, remodelling, demolition and construction materials.
3. The C & D Plant has installed 2 crushers (100 TPD) with conveyer belts for recovering of different materials (40mm-80mm aggregate, 20mm-40mm aggregate and 5mm-20mm aggregate, sand). The C&D plant has installed approximately 20 overhanging water sprinkling system to control the dust emissions generated from crushers.
4. The C & D plant has provided 4 separate pits for segregation of different materials a) Concrete, b) Soil, c) Brick and motar, d) Wood, steel and plastic. However during visit only concrete waste was observed at site.
5. The C & D Plant has provided plantation alongwith boundary wall. The C&D plant has provided cemented roads inside the premises and cemented flooring beneath the crushers. However, the C&D plant has neither provided covered shed for the storage of processed materials and nor the processed material was covered and was observed dumped in heaps in open.
6. The C & D plant has provided a weighing scale for measuring weight of incoming and outgoing vehicles.
7. The C & D plant has not provided sound proofing measures for machinery provided at site.
8. Earlier, consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 were granted to C & D plant with special condition that “the industry will install CAAQMS station at the windward and leeward directions”. However, the C & D plant has not installed the same till date at site.
9. The domestic effluent is going directly into sewer.
10. The C&D plant was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 which were expired upto 28.08.2024. Now C & D plant has applied for fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 rather than renewal of the Consents. Also request letter has been given by M.C Jalandhar as per which they have paid fee for both consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 in one application of Air Act, 1981.
Keeping in view of above, if approved consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be refused due to above said observations, please.
