The industry has applied for obtaining ‘consent to establish/ (NOC) for establish a new unit for manufacturing of Galvanized Steel Products. The application of the industry has been scrutinized and examined. The facts have also been verified by the
officer of this office during visit to the industry on 15.12.2025 and the details are as under:

It is submitted that the industry is a small-scale unit and has applied for obtaining Consent to Establish (NOC) under the provisions of the Water Act, 1974 and the Air Act, 1981 for sent up a new unit for manufacturing of Hot washed pet flakes @ 9 MTD by using raw material as Pet bottles scrap@ 10 MTD.
Project Report:
The industry has also submitted the brief project report, wherein, it has mentioned that the total project cost for the proposed Project is Rs. 333.50 lakhs with value of plant & machinery are Rs. 236.00 lakh. Accordingly, the industry has deposited NOC fee of Rs. 10800/- vide online receipt no. 540171083 dated 16/10/2025, which is valid for 01 year as per circular dated 29/10/2018.
Manufacturing Process:

Feasibility Report:
The industry has proposed to be installed ETP for treatment of domestic effluent, trade effluent generated from the washing process and treated water will be used for plantation.
The industry has also proposed to install Hot Water Generator for PET Flakes using PNG@600 Kcal/hour and Wood briquettes@1000Kgs as fuel in it. It has proposed to install Cyclone Separator as APCD to control the concentration of SPM within the prescribed limits.
Site Suitability:
The industry has submitted Municipal Council, Gobindgarh letter vide No. 1108 dated 11.11.2025 regarding the site of the industry falls under MC limit and also falls under industrial land use zone as per notified master plan of Mandi Gobindgarh. The site of the
industry is suitable for the proposed project.
Applicability of Factories Act, 1948:
The industry is not covered under the Factory Act, 1948.
Applicability of EIA notification dated 14/09/2006
The subject cited industry is not covered under EIA notification 2006 Notification dated 14.09.2006
PWRDA Permission
The industry has mentioned the ground water extraction @ 10 KLD however, the same needs to be as per the consumption. Considering 25 working days in a month, the ground water extraction will be 250 KL/month. As such, the industry is not required to obtain permission for abstraction of ground water from PWRDA.
Visit:
To verify the contents of application the industry was visited by Officers of this Office on 15.12.2025. During visit, it was observed as under:
1. The proposed site of the industry falls in the revenue estate of Village Harbans pura, Distt. Fatehgarh Sahib.
2. The industry has already provided boundary wall around its premises.
3. Plant & machinery proposed by the industry has been arrived at site, but yet o be installed
4. The industry has under installation of effluent treatment plant proposed and treated water will be reused in industrial process.
5. The industry has discharged its domestic effluent into public sewer.
6. The industry has also proposed to install Hot Water Generator for PET Flakes using PNG@600 Kcal/hour and Wood briquettes@1000Kgs as fuel in it. It has proposed to install Cyclone Separator as APCD to control the concentration of SPM within the prescribed limits.
Recommendation
In view of the facts mentioned above, if approved, ZO-II, Patiala may be recommended that Consent to Establish (NOC) under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for set up of a new industry for manufacturing of Hot washed pet flakes @ 9 MTD by using raw material as Pet bottles scrap@ 10 MTD, may be granted to the industry for one year with usual suitable conditions.
