Adequacy of consent fee 30/09/2029
Air Pollution Control Status The industry has installed 02 no. induction furnace of capacity 06 TPH each and the industry has already installed side hood suction followed by bag filter house individually with each furnace as Air Pollution Control Device is adequate for induction furnace of capacity upto 10 Ton/heat as per design of PSCST, Chandigarh.
Site suitability
The industry is existing and site of the industry falls in industrial land use zone as per certificates issued by DTP, Fatehgarh Sahib vide letter no. 1604 dated 23.10.2018 and DTP, Ludhiana vide its letter no. 3120 dated 20.12.2020 as 13 Kanal & 17 Marls land property of the industry falls in Tehsil Khanna, Distt. Ludhiana and village Mughal majra, Mandi Gobindgarh, Tehsil Amloh, Distt. Fatehgarh Sahib.
Under the EIA notification dated 14/09/2006
The industry is covered under the EIA notification dated 14/09/2006 but the industry has not required Environmental Clearance as the industry shall installed 02 induction furnaces of capacity of 6.0 TPH each in place of 04 TPH each with the production of less than 60000 MTA and as per notification 07.06.2024 production of less than 60000 MTA of melting product has been exempted for obtaining Environmental clearance.
Under the press note 17 (1984 series)
The press Note 17 has been withdrawn by the Govt. under the schedule of factories act 1948 The induction furnaces are covered under the first schedule of Factories Act, 1948 as such, the industry is required to obtain the site clearance under the said act. It is pertinent to mention here that Govt. of Punjab Department of Labor vide its letter no. 7319- 25 dated 22/8/2013 has exempted the industry from obtaining the site clearance under the said rules which are to be established in the designated/approved area. Since, the industry is to be establish in the industrial zone as such the industry is not required to obtain site clearance under the Punjab Factories Rules, 1948.
PWRDA Permission
In the subject cited case, the industry has mentioned groundwater extraction @ 24 KLD. Considering 30 working days per month, groundwater extraction will be 720 KL/month, which is more than 300 KL/month. Therefore, the industry has obtained permission from PWRDA through vide no. GW/PWRDA/02/2024/L1/65 dated 29-Feb-2024.
SURPRISINGLY VISIT REPORT
It is pertinent mentioned here that the industry was visited surprisingly by a team of officers of the Board on 05.12.2025 and during visit, the following discrepancies were observed: -
1. No black smoke from stack at the time of entry or during inspection was found. However, some secondary emissions were found escaping in the shed. During feeding of raw material in the furnace, some emissions were found escaping.
2. The industry has provided adequate platform & ladder with two APCDs and stack emission sampling of some was carried out during visit and as per analysis report, the conc. of particular matter was found as 94 mg/Nm3 & 84 mg/Nm3 respectively, which is within the permissible limit. However, the proper ladder & platform is not provided on 3rd APCD (Bag house), hence its sampling could not be carried out.
3. The industry was granted authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 vide No. HWM/renew/FGS/2024/ 24690494 dated 05.02.2024, valid upto 30.09.2025 for category 35.1 -Exhaust Air or Gas cleaning residue@ 273 Ton/Annum & category 5.1-used oil@ 0.020Kl/annum. But, has failed to renew the same.
Visit:
Accordingly, the industry was visited by the AEE of this office on 12/01/2026. During the visit, it was observed as under:
1. The industry was in operation during the visit.
2. The industry has installed 02 no. induction furnace of capacity 06 TPH each and using bag filter house (having capacity 10 TPH) as APCD which was in operation during the visit.
3. The industry has engaged in the manufacturing of MS Ingots Castings of MS Ingots Castings of Iron and Steel @ 168 Metric Tonnes/Day, Runner Risers @ 6 Metric Tonnes/Day Or Concast Billets (CCM) @ 168 Metric Tonnes/Day Or Bars & TMT Angles, Channels, Flats, Joists & Rolled Product (Rolling Mill Unit) @ 168 Metric Tonnes/Day.
4. The industry has installed energy meters on its APCD and its reading was 1051322 units and 951345 units. The industry has also installer energy meter on its APCD for control of secondary emissions and its reading was 319930 kwh.
5. The industry has already submitted the completion certificate of APCD separately installed on 02 no. of induction furnace through vide no. PSCST/CC/2064 dated 22/03/2019 and PSCST/CC/109 dated 07/05/2019.
6. No water is used in the industrial process; therefore, no trade effluent is generated. The domestic effluent is treated through a septic tank and thereafter disposed of by land application over approximately 0.5 acres for plantation purposes. The industry has also developed and maintained a green belt in the said area.
7. The domestic effluent generated from the unit is discharged onto land for plantation after adequate treatment through a septic tank.
8. The industry has installed water meter on its submersible pumps and its reading was 42950 Kl & 57Kl (standby).
9. The industry has installed 03 no. of DG Set of capacity 320 KVA, 62.5 KVA and 25 KVA equipped with canopy and adequate stack height.
10. The industry has also installed canopy hoods suction (Moveable) followed by bag filter house as APCD with both furnaces individually to control the secondary emission which was successfully sucked emission of more than 90% which was in operation during the visit.
• Now, the industry has provided proper ladder and platform with 3rd APCD installed for control of secondary emissions generated during the industrial processes.
• No emissions were found escaping during feeding of raw material in the furnace, during visit.
• The industry was also granted authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 vide No. HWM/renew/FGS/2025/ 27496185 dated07.01.2025, valid upto 3.12.2025 for category 35.1 @ 400MT/annum and category 5.1 @ 0.30Kl/annum. Now, the industry has applied for its renewal on OCMMS which is under process.
Recommendation
In view of above, if approved it is recommended that the varied consent to operate under the provision of Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of MS Ingots Castings of Iron and Steel @ 168 Metric Tonnes/Day, Runner Risers @ 6 Metric Tonnes/Day Or Concast Billets (CCM) @ 168 Metric Tonnes/Day Or Bars & TMT Angles, Channels, Flats, Joists & Rolled Product (Rolling Mill Unit) @ 168 Metric Tonnes/Day may be granted upto 30/09/2029 with suitable conditions and special condition that the industry shall bound to comply with the decisions of personal hearing held before the CEE(B) on 22.01.2026, please.
