A. It is intimated that the project proponent is a small-scale orange category construction project.
B. The project proponent has applied for ‘Consent to Establish' (NOC) for the establishment of a Residential plots 120 no. and Commercial plots 16 no. at Village Gill, Malerkotla Road, Ludhiana in an area 9.41 acres (38084.89 sqm).
C. The industry has deposited NOC fees Rs. 10,800/- vide R.No. 845001361 Dated 16.05.2025, which is adequate upto one year.
D. The project proponent had obtained approval for setting up residential colony as per memo no. 1313 STP(L) TW-8A dated 31/07/2006 from the Senior Town Planner’s office.
E. It has submitted approved layout plan from Senior Town planner.
F. It is pertinent mentioned here that the project proponent has submitted an undertaking that they were issued licence number STP Ludhiana /19/2006 dated 30-20-2006 for Empire colonizer Private Limited to develop colony Star Enclave in the year 2006 and at that time no CLU was required. As there was no requirement of CLU so it was not taken.
G. As per the feasibility report submitted by the project proponent the total water requirement for the project has been estimated to be 118.8 KLD will be met through ground water, the project proponent will provide STP of 100 KLD capacity based on MBBR Technology and total waste water generation from the project is 95 KLD and treated waste water shall be discharged onto land for plantation/irrigation (2.25 acre area). Thus, its disposal arrangement is inadequate.
H. Further the solid waste generated from the project will be lifted by M/s A2V Infra Services. In this regard the project proponent has submitted an agreement made with M/s A2V Infra Services dated 13.02.2024.
I. The project proponent has proposed to install organic waste conversion machine to manage wet waste.
J. The project proponent has proposed to install 01 no. D.G. set of capacity 425 KVA with canopy and adequate stack height.
K. The proposed site was visited by officer of this office on 13.01.2026 and it was observed that: -
a. The site of the project is located on Malerkotla road.
b. The project proponent has started construction work at site. c. Commercial space has been constructed.
d. The internal roads has also been constructed at site.
e. It has earmarked solid waste segregation and storage arrangement at site.
f. There are around 7-8 ready to move residential houses constructed at site but no occupancy was observed.
g. The STP proposed by project proponent has been constructed and is in operational condition.
h. The development work of project like roads, pipelines, poles etc is almost complete.
i. However, there is no rice sheller, stone crusher, saila plant, cement plant, grinding unit, hot mix plant, CBWTF falling within a radius of 500 mtr from the boundary of the proposed site.
Keeping in view of above, it is recommended that consent to establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the project proponent upto one year with suitable conditions as per policy of the Board.
