File Note: It is submitted that the industry was granted consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/RPN/2020/13261717 dated 04.08.2020 and the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/RPN/2020/13261689 dated 04.08.2020 both having validity upto 30.06.2025 for operation of Stone crusher and screening cum washing plant @ 5000 CFT/day subject to the suitable conditions mentioned therein. Thereafter, the Consent to Operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act 1981 was revoked/cancelled due to the non-submission of the mining certificate as per the decision no. 02 of the personal hearing held on 31.08.2021 in light of the instructions issued by the Board vide letter no. 16536 dated 23.07.2021 for processing the CTE/CTO applications for stone crushers/screening/washing plants. Now, the industry has applied for obtaining fresh consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 and Water (Prevention & Control of Pollution) Act, 1974 with requisite documents and consent fee, legal source of raw material vides letter no. 375/crusher dated 12.01.2026 (copy enclosed) The industry has submitted CA certificate mentioning the total value of fixed assets as Rs. 45.67 lacs dated 31.10.2025. The industry has deposited Rs. 20300/- vide R. No. 70/5622 dated 16.12.2025, which is adequate upto 30.06.2027 under the Both Acts. The site was visited by the Officer of the Board on 02.01.2026 and contacted Sh. Anil Chawla. During visit, it was observed as under: 1. The unit is a stone crusher unit and the same was not in operation. 2. The unit has provided Environmental data board at the entrance of the unit. 3. The unit has installed Jaws, Rotopractor in its premises and the same are covered/enclosed with Tin/GI sheets. 4. Conveyor belts of proper quality material are provided and covered from top. 5. Telescopic chute of 03 feet height has been provided, which is less than the standard height and the industry is advised to provide the proper chute height. 6. Manual spraying is being done at all dust emitting points on regular basis. 7. The unit has provided re-circulation tank for re-circulation of wastewater. 8. The approach roads and the ramp are metaled/stabilized with river bed material. 9. Green belt of three rows of trees is provided along the periphery. 10. No fine material was found present at the site. 11. The unit has provided collection tank for storage of domestic effluent which is further discharged onto land for plantation purposes. 12. The unit has not installed any DG set and is having electric connection as a source of supply. As such, it is clear that the unit is partially complying with the code of practice stipulated for such units and the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981. In view of above, if approved, it is recommended that the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30.06.2027 subject to suitable conditions and special conditions that: - 1. This consent is granted for operation of Stone crusher and screening cum washing plant @ 5000 CFT/day subject to the suitable conditions mentioned therein. 2. The shall provided proper chutes with conveyor belts within 15 days and shall submit the report to this office. 3. The industry will comply with the guidelines/code of practice issued by the Govt. of Punjab, Department of Science, Technology and Environment Vide dated 17.03.1988, amended in 01.02.2006 and lastly amended vide no. 3/35/2013-STE(4)734 dated 30.07.2013 at all time. 4. The industry will only start its operation after ensuring compliance of the standard operating procedures prescribed for such units by the Board. 5. The industry shall maintain the record of consumption of fresh water on daily basis. 6. The industry shall continue operating the water sprinkler system to suppress the dust emission. 7. The industry shall submit ambient air quality monitoring report from the Boards lab/ approved Boards lab within a period of three months. 8. The industry shall not take participate in any illegal mining activity and shall not procure raw material from any illegal mines. 9. The industry shall bound to comply with the bye laws of Master Plan of the area notified by the Deptt. of Town & Country Planning, Punjab. 10. The industry has been approved by the Board from pollution angle and the industry shall obtain the statutory clearances / permissions from all other concerned departments. 11. The industry shall not discharge any effluent at any unauthorized place by any unauthorized means i.e. shall not discharge any wastewater in any drain / inland surface waters / drain/choe/nallah/ onto land for stagnation or outside its premises, at any time, under any circumstances. 12. The industry shall ensure that the activity of unit does not create any nuisance in the surrounding areas and no public complaints are received. 13. Any upset conditions in the plant/plants of the factory, which is likely to result in increased effluent and/or result in violation of the standards laid down by the Board Shall be intimated through email-eeroropar@gmail.com to the Environmental Engineer, Regional Office, Rupnagar. 14. The industry shall not exceed the production capacity mentioned in this consent and shall not increase the same without the prior written permission of the Board. 15. The Consent is being issued to the industry based upon the documents/ information submitted by it alongwith the online application form. The Board would be at liberty to take penal action against the industry and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time. 16. This consent does not bestow any ownership rights with the consent holder and further the CTO is being granted only from pollution angle and cannot be used as any legal tool/document to ascertain/confirm proprietary rights. 17. The industry shall inform the Board in writing as and when any change is occurred in the Partnership Deed / Proprietorship / Memorandum of Article of Association, especially with regard to the name and address of the Partner / Proprietor / Director / Subscriber etc, and in any case the industry fails to do so and later on it comes to the notice of the Board that there is any change in Partnership Deed / Proprietorship / Memorandum of Article of Association, action as deem fit under the provision of said Act shall be taken. *Competency Environmental Engineer* ******************
