No. 338446993 dated 24.12.2025 Adequacy One Year Transfer Deed: The project proponent has submitted a copy of transfer deed of the land measuring 12 kanal-0 Marla having khewat no. 122, khatauni no. 135, kila no. 33//3(8-0), 4(5-16) situated at villagr Ismailpur, Hadbast no. 210, Tehsil Khanna, District Ludhiana transferred to Sh. Mohammad Ajeem Choudhary executed on 22.01.2025 vide document no. 2024-25/107/1/4759. Leese Deed: The project proponent has submitted a copy of leese deed of the land measuring 12 kanal-0 Marla having khewat no. 122, khatauni no. 135, kila no. 33//3(8-0), 4(5-16) situated at villagr Ismailpur, Hadbast no. 210, Tehsil Khanna, District Ludhiana leesed to Sh. Mohammad Ajeem Choudhary and M/s Choudhary Steel Industries for a total leese period of 20 years executed on 26.05.2025 vide Document No. 2025-26/107/1/832. Partnership Deed : The project proponent has submitted a copy of partnership deed executed between Sh. Mohammad Ajeem Chaudhary and Sh. Fariduddin Chaudhary dated 19.02.2025 vide certificate no. IN-PB08611855784056X to be partners in M/s Choudhary Steel Industries Village Ismailpur, Bhadhla Road, Tehsil Khanna, District Ludhiana. Site Suitability: The project proponent has submitted a copy of Change of Land Use (CLU) of above said land in the name of M/s D.H. Castings (P) Ltd., vide memo no. 1975 CTP(Pb)/SR-432(L) dated 17.03.2010 issued by CTP, Punjab, Chandigarh vide which, the site falls in the Industrial Zone as per the notified Master Plan of Khanna. Therein, the said land is now being transferred to Sh. Mohammad Ajeem Choudhary who has proposed to establish an induction furnace in the name of M/s Choudhary Steel alloys. As the site falls in the Industrial Zone as per the notified Master Plan of Khanna, in which, any type of industrial activity can be carried out, therefore, the site is suitable for the establishment of Induction Furnace unit. Applicability of EIA notification dated 14/9/2006: As per the Ministry of Environment, Forest and Climate Change (MoEF&CC) notification dated 07.06.2024, the industries involving in melting of non-toxic metals having production capacity less than 60,000 TPA are exempt from obtaining clearance under EIA notification dated 14/92006. In this case, the annual production of the industry is less than 60,000 TPA. As such, the industry does not fall in the ambient of EIA notification dated 14/09/2006. Applicability of Factories Act, 1948: The subject cited industry falls in Industrial zone as per the notified Master Plan of Khanna. Therefore, there is no requirement of Site Clearance u/s 41 (A) of the Factories Act, 1948. Feasibility Report: The industry has submitted the feasibility report on Containment-cum-Air Pollution Control System for Induction Furnace prepared by Punjab State Council for Science & Technology, Chandigarh vide no. PSCST/TFD/155 dated 13.11.2025, wherein, it has mentioned that the industry is in the process to set up an Induction furnace of melting capacity 10 T/heat. The industry has proposed to install APCD i.e. pulsejet bag filter to control the air emissions. PWRDA Permission: The industry has mentioned the ground water abstraction @ 37 KLD. Considering 30 working days in a month, the total ground water abstraction will be 1110 KL/Month which is more than 300 KL/month As such, the industry is required to obtain permission from PWRDA for water abstraction. Visit: To verify the contents of the application, the site was visited by the undersigned on 12.01.2026 and Sh. Farid Uddin Choudhary (Partner) was contacted. During visit, it was observed as under: 1. The project proponent has applied to obtain CTE/NOC from Board to establish an induction furnace along with CCM plant at Village Ismailpur, Bhadla Road, Khanna. 2. The proposed site falls in the industrial zone as per master plan of Khanna, District Ludhiana. 3. The applicant has obtained the industry on leese from M/s Punjab Steel Alloys; therefore, the boundary wall, shed, labor quarters and office building has already been constructed. 4. The industry has installed an induction furnace of 10 T/heat capacity in its premises which has not been commissioned till date. 5. The industry is in process of installing pulsejet bag filter as APCD in its premises and the installation work for the same was found in progress. 6. The industry has proposed to install 1 no. DG set of 125 KVA capacity in its premises. 7. The industry has existing 2 no. septic tanks for treatment of domestic effluent. 8. The industry has developed movement area with interlocking tiles. Recommendations: In view of the facts mentioned above, if approved, it is recommended that Consent to Establish/NOC under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for establishment of Induction Furnace unit having melting capacity 10 T/heat for manufacturing of Steel Ingots and Billets (CCM) @ 160 MTD may be granted to the industry upto one year with suitable conditions and following special conditions: 1. The industry shall apply for consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 and Authorization under Rule 6 (1) of the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 before commissioning of the unit. 2. The industry shall submit the completion certificate of APCD to be installed with Induction Furnace from PSCST, Chandigarh at the time of obtaining consent to operate. 3. The industry shall comply with the guidelines/SOPs provided by PSCST, Chandigarh in the effective operation of APCD. 4. The industry shall provide stack monitoring arrangements as per emissions regulations part 3 (1985 series) as per CPCB manual. 5. The industry shall install rotary valve along-with conveyor system below bag filters to avoid manual handling of APCD dust. 6. The industry shall not carry out any activity covered under the ambit of EIA Notification dated 14/09/2006. 7. The industry shall obtain permission from PWRDA for abstraction of ground water within one month. 8. The industry shall comply with PWRDA Guidelines issued from time to time. 9. The industry shall not generate and discharge any kind of trade effluent and shall not start wet process in its premises without prior written permission of the Board. 10. The industry shall only discharge only domestic effluent onto land for plantation within its premises, after passing through septic tank. 11. The industry shall provide thick plantation of spreading crown varieties of evergreen trees all along the boundary wall. 12. The promoter shall not discharge the treated effluent into any drain or outside its premises. 13. The industry shall obtain NOC of the Board, if it changes any of its product or raw material or enhances its production capacity in future. 14. The industry shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises. 15. The industry shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner. 16. The industry shall ensure that there is no public nuisance in the area, due to activities of the industry.
