It is submitted that the project proponent has applied for obtaining fresh consent to establish (NOC) under Orange category under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for establishment of banquet hall along with requisite documents. The project proponent has deposited Rs. 8900/- vide UTR/reference no. 000984967898 dated 25.07.2023 (linked with app. No. 23424752) as consent to establish (NOC) fee. The fee deposited by the project proponent is adequate for the period of one year against the total proposed cost of the project Rs. 50 lacs. The project proponent has submitted affidavit regarding proprietorship vide which S. Kuldeep Singh S/o S. Kartar Singh, Mount Avenue, Phagwara Road, Tehsil Hoshiarpur, Distt Hoshiarpur is a Sole Proprietor. It is submitted that the unit has proposed 2 No. septic tanks. Installation of oil and grease trap followed by septic tank for treating kitchen wastewater and, separate septic tank for domestic waste water. Further, the treated water (18 KLD) will be utilized onto plantation area within the palace i.e green area @ 1 acre (approximately) including plantation along the boundaries. Considering hydraulic loading rate of 5-6 litres/sqm for the soil. 20-24 KLD of treated waste water can be disposed of on the green area. Therefore, the proposed green area is adequate for utilization of treated waste water. The project proponent has submitted feasibility report regarding the same. Further, the project proponent has proposed that the unit will dispose off wet waste in the nearby village's solid waste management shed. The project proponent has submitted CLU approved by Senior Town Planner, Jalandhar vide no. 665 STP(J) CLU/(H) dated 16.06.2023 for marriage palace in an area of 2 acres. It has also attached the approval of building plan vide STP, Jalandhar letter no. 1154 STP(J)/BP(H) dated 25.10.2023. The proposed site of the project was visited by the AEE of this office on 27.11.2025 and during visit, it was observed as under: 1. The Civil Construction work of marriage palace is almost completed and finishing work is also undergoing simultaneously. 2. The site is located on the right side of link road leading to Bhogpur Town from Bullowal town. 3. As per the unit representative, the solid waste generated from the unit will be disposed of into nearby Village Panchayat's Solid Waste Management Shed. 4. The site is suitable for the establishment of the marriage palace as it has already obtained change of land use from the concerned department i.e Senior Town Planner, Jalandhar.
In view of above, may if approved, it is recommended that consent to establish (NOC) under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted for the setting up marriage palace for one year with suitable conditions and special conditions as under: 1. The project proponent shall comply with the CLU conditions issued vide no. 665 STP(J) CLU/(H) dated 16.06.2023. 2. The marriage shall apply for obtaining consent to operate under the Water Act, 1974 and Air Act, 1981. 3. The project proponent shall obtain permission from PWRDA. 4. The Project Proponent shall submit written permission from the Village Panchayat regarding disposal of Solid Waste into Solid Waste Management Shed; along with CTO application. 5. The project proponent shall obtain necessary permission from concerned Department, if required. (Competency - SEE; Small Scale Orange Category Unit.)
