It is submitted that the subject cited industry is a small scale red category unit and was granted 'Consent to Operate' under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/LDH2/2020/138916 dated 02/11/2020 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/LDH2/2020/13891918 dated 02/11/2020 both valid upto 30/06/2024 for manufacturing of ED coating of cycle parts and nut bolts @ 8000 no.s/day under the name & style of M/s Uma Industries.
Earlier history
Earlier, the subject cited industry was visited by the officer of this office on 12.09.2025 in compliance to letter of the office of EE, Ludhiana-4, PPCB issued vide no. 1191-93 dated 22.08.2025 for non-lifting in the month of February, 2025 and March, 2025. During visit, it was observed that:
1. The industry was in operation under the new name of M/s UMA International which was earlier operated under the name and style of M/s UMA Industries.
2. The industry is engaged in the process of ED coating of cycle parts.
3. The industry has made agreement with M/s JBR Technology Pvt Ltd, Ludhiana, Phase-VIII, Focal Point, Ludhiana @ 3000 ltr/M for lifting of trade effluent generated from process.
4. The industry has installed water meter at pipeline from where fresh water is consumed in process area and reading noted to be 73.06 KL.
5. The industry has maintained the record of water consumption viz-a-viz trade effluent lifted to CETP operator.
6. The industry has installed storage tank of capacity 3000 Ltr and about 1500 ltrs of trade effluent was lying stored in the storage tank. The industry has got lifted trade effluent @ 1900 ltr on 08.04.2025, 1000 ltr on 2.5.2025, 1500 ltr on 21.6.2025 and 2000 ltr on 31.7.2025.
7. As per representative of the industry, there was less job work in the non-lifting months i.e February, 2025 and March, 2025.
8. The industry has installed 01 no. baking oven for the drying of ED coated parts.
9. The industry is discharging domestic effluent into sewer.
10. The industry has not obtained fresh consents to operate under the new name and style of M/s UMA International. Further, the industry is operating its unit without obtaining valid consents of the Board.
Accordingly, the industry was given personal hearing before the Senior Environmental Engineer, Zonal Office-I, Ludhiana on 28.11.2025 w.r.t. show cause notice for violation of the provisions under the Water Act, 1974 and the Air Act, 1981, wherein, it was decided as under:
1. The industry shall apply for obtaining consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 with requisite documents & fee, within 15 days.
2. The industry shall regularly lift its trade effluent to the re-processor in accordance with the agreement and ensure that no trade effluent is discharged into sewer or through any unauthorized means under any circumstances.
3. The industry shall maintain proper daily record of fresh water consumption and effluent lifted to the re-processor and shall keep it available at site always.
4. The industry shall ensure that there is only one fresh water line with water meter in the processing area and shall utilize fresh water from the same only at all the times.
5. The industry shall provide additional storage tank to avoid any overflow from the main process tank, in case effluent is not lifted in time by re-processor.
6. The industry shall take up the matter with re-processor for increasing the frequency for lifting of trade effluent, so that timely disposal of the effluent could be ensured.
7. The industry shall install CCTV cameras with 30 days of backup, facing towards the entry gate of the processing shed, fresh water meter installed in processing area & effluent storage tank, within 15 days. The industry shall devise a self-monitoring mechanism through CCTV cameras to ensure that no unmetered fresh water is taken for the process and no illegal disposal is made.
8. The Environmental Engineer, Regional Office-2, Ludhiana shall visit the industry immediately after 15 to verify the compliance of the decisions of the hearing and process consent applications on merits.
Now, the industry has changed its name & style from M/s Uma Industries to M/s Uma International. It has also changed its ownership from Partnership to sole proprietorship.
Accordingly, it has applied for obtaining fresh consent to operate under the Water Act, 1974 and Air Act, 1981 with requisite documents. The industry has deposited consent fee against the un-depreciated fixed assets of Rs. 4.87 Lacs as on 21.12.2025 as per CA certificate dated 21.12.2025, which is adequate upto 30/06/2031 under Water Act, 1974, as per Board's Office Order dated 29/10/2018 after deducting penalty charges 200 % and NOC regularization fee.
To check the compliance, the industry was visited by undersigned on 12.01.2026 and it was observed as under:
1. The industry was in operation during visit.
2. It is engaged in ED coating of cycle parts and nut bolts @ 8000 No.s/day by using raw material as F 1 @ 3 Kgs/day, ED Coating @ 7 Kgs/day, Caustic @ 0.300 Kgs/day and H2SO4 @ 20 Liter/day.
3. The industry has made agreement with M/s JBR Technology Pvt. Ltd., Ludhiana (CETP) for disposal of its trade effluent @ 3000 ltr/month.
4. The industry has installed water meter on pipeline leading to process area whose reading during visit was 75.37 KL.
5. Lastly, the industry was lifted its trade effluent to CETP @ 1800 ltr on dated 30.12.2025.
6. The industry has started maintaining record w.r.t. fresh water consumption for the wet process & effluent lifted to M/s JBR Technology Ltd. The audit report is enclosed herewith.
As per the record the quantity of water consumed for wet process is in consonance with the quantity of effluent lifted to JBR Tech. Pvt. Ltd.
7. No bye pass of effluent was observed during visit.
8. Domestic effluent generated by the industry is discharged into sewer.
9. The industry has installed 01 no. diesel fired oven.
10. The industry has installed 02 no. CCTV cameras, 01 no. covering the processing shed and fresh water supply meter and 01 no. covering effluent storage tank.
11. The industry has provided storage tank of capacity 2000 Ltr. and found 40 % full during visit. The industry was guided to install additional effluent storage tank to avoid overflow.
12. The industry has not installed any DG set.
13. The industry has submitted building plan prepared by Sh. Sukhjeet Singh approved Architect from Director of Factories, Punjab.
Site suitability
The site of the industry falls in Industrial Area-C as per khasra no’s mentioned in the gazette notification.
In the subject cited case, the industry has mentioned ground water extraction @ 0.5 KLD. Considering 25 working days per month, ground water extraction will be 12.5 KL/month, which is less than 300 KL/month.
It is therefore recommended that Consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30/06/2030 with suitable conditions as per policy of the Board.
