The industry is a small-scale orange category unit and is a brick kiln. The Project Proponent was earlier granted Consent to Operate under Air Act, 1981 vide no. CTOA/Varied/TRT/2016/4579815 dated 05/10/2016, which was valid for a period upto 30/09/2025 through online mode with general and special conditions as mentioned therein.
The brick kiln has now applied for Consent to Operate (Fresh) under Water Act, 1974 and Consent to Operate (Varied) under Air Act, 1981 through OCMMS portal. The brick kiln has submitted requisite documents such as Feasibility Report, Registration Deed, PSCST Completion Certificate and latest C.A. Certificate etc. The brick kiln has also submitted coal consumption data regarding non-operation of brick kiln from 01.02.2019 to 31.03.2020. The brick kiln has deposited Rs. 14,500/- vide UTR No. 276768086 dated 21.06.2025 and Rs. 44,000/- vide UTR No. 170827356 dated 03.01.2026 under Air Act, 1981 as CTO fee and Rs. 34,800/- vide UTR No. 39492946 dated 21.06.2025 under Water Act, 1974 as CTO fee. The consent fee is adequate upto 30.09.2032.
The brick kiln was visited by the undersigned on 14.01.2026 and it was observed as under:
1. The brick kiln was not in operation during visit due to off-season.
2. The brick kiln has adopted induced high draft zig-zag technology for its operation.
3. The brick kiln has provided paved approach road and has also provided the green belt alongside its boundary.
4. Currently, the brick kiln has not stored any fuel at the site due to off-season.
5. The brick kiln has installed septic tank for the treatment of its domestic effluent and then the treated effluent is discharged onto land for plantation.
The brick kiln is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
In view of above, it is recommended that Consent to Operate under Water Act, 1974 and Air Act, 1981 may be granted to the brick kiln for a period upto 30.09.2032 with special conditions as under:
1. The Brick Kiln shall replace at least 20 % coal with paddy straw pellets as per directions issued by the Government vide notification dated 4.11.2022.
2. This consent is granted subject to the orders passed by the Hon'ble High Court for the States of Punjab & Haryana/ Hon'ble National Green Tribunal or Other Judicial Authority in the cases pending or being filed with regard to the operation of brick kilns in the State.
3. This consent is granted subject to the performance evaluation of new technology adopted by the brick kilns.
4. The BKO will obtain Environmental Clearance under EIA notification for mining of brick clay to be used as raw material for the manufacture of bricks and submit the same, within two months.
5. The industry shall comply with code of practice for brick kiln and shall achieve the prescribed standard notified by MOEF & CC.
6. The industry shall not generate/ discharge any trade effluent and shall discharge only Domestic Effluent onto land for plantation after passing through septic tank.
