The industry is a large scale orange category industry and is a rice sheller with Parboiled Rice Mills having waste water generation 100 KLD and above (or) fuel consumption 12 MTD and above (or) both was earlier granted Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/TRT/2024/26742465 dated & u/s 21 of Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/TRT/2024/26742461 dated 23.09.2024 which is valid upto 31.03.2029 for operation of rice sheller for manufacturing of Parboiled Rice @187 MT/day and Steam Rice @187 MT/day and Rice Bran as by-product @42 MT/day using Paddy @576 MT/day as raw material with general and special conditions as mentioned therein.
Now, the rice sheller has applied for obtaining varied Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. A clarification was raised to confirm the actual production capacity and raw material of the industry as the application form was not properly filled. In reply to the same the industry has submitted that they have applied for increased capacities as manufacturing of Parboiled Rice @234 MT/day and Steam Rice @234 MT/day and Rice Bran as by-product @63 MT/day using Paddy @720 MT/day as raw material.
The rice sheller has submitted requisite documents such as latest CA certificate, details of increased production, compliance report of previous Consents etc. The value of total assets as per the latest CA certificate has been increased from Rs. 5644.93 lacs to 7217.62 lacs. The CTO fees slab has been remained the same.
The rice sheller has deposited Rs. 42,000/- vide R. No. 241855966 dated 12.01.2026 as NOC regularization fee, and Rs. 500/- vide R. no. 587653162 dt. 12.01.2026 as application form fee, which is adequate up to 31.03.2029 under both acts.
The industry was visited by officers of the Board on 14.01.2026 and it was observed as under:
1. The industry is engaged in the processing of paddy for production of Steamed Rice/Raw Rice only. Production of parboiled rice was not in operation.
2. The industry has 02 no. production lines @ 12 TPH each. The industry has also installed 2 no. new driers of capacity 6 TPH (each). The industry has provided cyclone with paddy pre cleaners and dust emitting points of its shelling section with adequate stack and sampling arrangements. During visit, only one no. production line was operational.
3. The industry has installed one no. boiler of capacity 14 TPH, twin cyclone as APCD with adequate sample collection facility has provided with it. Rice husk was in use as fuel.
4. The industry has installed ETP consisting of Screen, Oil & Grease Trap, Equalization Tanks, Aeration Tank, Clarifier, Pre-Filter Tank, Filters (PSF & ACF), Ultra Filtration System and R.O. System. The industry has provided provision to re-use its treated effluent for boiler feed. The industry has provided Mechanical Flow Meter at the pipeline leading to plantation area. 5. During visit, Production of parboiled rice was not in operation and there was no any generation of trade effluent from the process. Only aeration in the biological tank was operational and effluent samples could not be collected.
5. The industry has planted trees in about 2 acres land outside its premises for discharge of its treated trade effluent.
6. The industry has provided shed for storage of its rice husk being generated from its both shelling sections near its boiler. Rice husk is being transported through the pipeline pneumatically.
7. The industry has provided provision for temporary storage of fuel ash. The industry has Provided pit for disposal of its fuel ash near the plantation area.
8. The air emission samples of boiler and pre-cleaner has been already collected by the officers of the Board on 26/09/2026 and as per analysis report received from Zonal Office Lab, Jalandhar, the concentration of particulate matter of the boiler is 192 mg/Nm3. The parameters are within the limits prescribed by the Board i.e. 250 mg/Nm3.
9. The site of the industry falls outside the MC limits of Tarn Taran. Hence, the site is suitable to enhance its production capacities in the existing premises.
The industry is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. The industry is also complying with code of practice prescribed vide notification dated 15.10.2013.
Keeping in view of the above, it is recommended that varied ‘Consent to Operate’ under the Water Act, 1974 and Air Act, 1981 may be granted to the industry manufacturing of Parboiled Rice @234 MT/day and Steam Rice @234 MT/day and Rice Bran as by-product @63 MT/day using Paddy @720 MT/day as raw material for period upto 31.03.2029 subject to suitable conditions along with following special conditions:
1. The industry will comply with the code of practice prescribed for such type of units by Department of Science, Technology & Environment, Government of Punjab vide Order no. 10/48/2004-STE(4)/932 dated 15.10.2013.
2. The industry will upgrade/replace its existing APCDs, in case MoEF/CPCB/State Government/PPCB notify/revise emission standards for rice shellers/Saila plants.
