File Note: Kindly find attached the detailed inspection report. Further observations are as under: - It is submitted that the industry is Large scale R-17 engaged in manufacturing of writing and printing paper from waste paper. Earlier, the industry was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/ASR/2022/17905312 dated 23/05/202 consent to operate under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/ASR/2022/17883451 dated 23/05/2022, valid upto 31/03/2026 for manufacturing of Writing Printing paper, Newsprint & Coated Paper Board @1300 Metric Tonnes/Day Co-generation @30.6 Megawatt by products @ ETP Sludge @250Metric Tonnes/Day with special conditions mentioned therein:- 1. The industry shall upgrade the existing ETP by providing Tertiary Treatment which may include Multi grade filters, Activated carbon filtration and Ozonisation by 31.12.2022. 2. The industry shall ensure that after the upgradation of the ETP by 31.12.2022, they will start recycling 40% of the treated waste water back into the process and also 10% of the treated waste water shall be utilized onto land for plantation in the green area maintained by the industry. 3. The industry shall also comply with the charter for water recycling and pollution prevention in pulp and paper industry prepared by CPCB dated Feb-2015. 4. The industry shall get the water audit done from Central Pulp & Paper Research Institute (CPPRI) Saharanpur by 30.09.2022. 5. The industry shall also explore the possibilities & submit plan by 31.12.2022 to reduce the contribution of equivalent pollution load by undertaking external community projects along with implementation schedule for approval of the Board. Now, the industry has applied for obtaining renewal of consent to operate Water (Prevention & Control of Pollution) Act, 1974 for manufacturing of Waste Paper & Imported Purchase Waste Paper and Pulp @ 1300 Metric Tonnes/Day, Cogeneration @ 37.35 Megawatt by products @ ETP Sludge @250Metric Tonnes/Day Detail of the case are as under: - 1. The industry has submitted CA Certificate which it is gross value of fixed assets of Rs. 147943.94 Lakhs as on 31.03.2025. The industry has deposited Rs. 3600000/- vide Receipt No. 279183682 dated 01.01.2026 as consent fee under Water (Prevention & Control of Pollution) Act, 1974, Rs. 360000/- vide Receipt No. 117221065 dated 01.01.2026 as consent fee under Air (Prevention & Control of Pollution) Act, 1981 and Rs. 282000/- vide Receipt No. 860864347 dated 10.01.2026 as NOC fee against the fixed assets of the industry, which it is adequate upto 31/03/2031 under both Acts. 2. The industry has submitted compliance report of previous consents granted under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. 3. The industry has submitted detail regarding increase in fixed assets from 31.03.2021 to 31.03.2025 of ₹272.31 crore. The industry has spent Rs. 150.01 Crores for the modernization of existing plant and machinery. The industry was visited by a team comprising of following officers on 10.12.2025: - 1. Er. Harpal Singh, CEE, Jalandhar 2. Smt. Samita, Senior Environmental Engineer, Zonal Office, Amritsar 3. Er. Kamaljeet Singh Virdi, Environmental Engineer, Zonal Office, Amritsar 4. Er. Vinod Kumar, Assistant Environmental Engineer, Regional Office, Batala 5. Er. Dalvir Singh, ASO, Zonal Lab, Jalandhar. During inspection, the stack emission and treated water samples were collected and sent to Zonal Lab, Jalandhar for analysis. The industry has applied for renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 as such again visited by Senior Environmental Engineer, Environmental Engineer and AEE of Regional Office Amritsar on 06.01.2026 and it was observed that: - 1. During visit the industry was in operation 2. The industry has installed ETP comprising of Equalization Tank – Coagulant & Flocculant Addition - Primary Clarifier (2 nos.) - Aeration tank (2 nos.) – Secondary Clarifier – Sludge Thickener – Mutli Grade Filter – Activated Carbon Filter – Softener & Final outlet. 3. The treated effluent is partially recycled back to process and in plantation/green area and partially discharged into the drain. The industry has provided about 06 acres of plantation/green area and provided electromagnetic flow meter on the recirculation line, plantation line and discharged into drain. 4. The industry has installed 12 no. borewells as source of fresh water and has obtained permission for extraction of groundwater @ 240000 m3/month as per NOC of Punjab Water Regulation and Development Authority. 5. The industry is maintaining the record of fresh water extraction, effluent generation, recycle back to process and discharged to drain. As per the record maintained by the industry for the period from 01.07.2025 to 31.12.2025, 9485 KLD of trade effluent is generated, out of this 3138 KLD i.e. 33 % is recycled back to process & about 803 KLD i.e. 8.4 % is used for plantation/green area and about 6008 KLD of effluent is discharged into Huddiara drain. The industry has extracted 6800 KLD of fresh water during said period from 12 no. of borewell which is within the permission from PWRDA. 6. The industry has installed OCEMS for monitoring the concentration of various parameters and reading of same was observed during visit was as under: - pH=7.46, BOD=12.15 mg/l, COD=130.61 mg/l, TSS=25.11 mg/l and flow=174.29 m3/h. 7. The effluent samples from the final outlet of the ETP and Aeration Tank-1 were collected by this office on 10/12/2025 and as per analysis report, the concentration of various parameters of ETP is as under:- pH=7.8, COD=128 mg/l, BOD=18 mg/l & TSS=26 mg/l, SAR = 7.0 and MLSS 3250 = 3250 mg/l (Aeration Tank). The analysis report reveals that various parameters are within prescribed limits of the Board. 8. The industry is disposed off its ETP sludge to cardboard manufacturing units and maintaining the record of the same. 9. The industry has installed 2 no. coal fired boilers of steam generating capacity 100 TPH and 70 TPH and electrostatic separators have been provided as APCDs separately and common stacks. 10. The industry has installed OCEMS for monitoring the concentration of parameter and the reading of same was observed during visit was as under: - SPM=26.3 mg/Nm3. 11. The stack emission samples were collected on 10/12/2025 and the concentration of particulate matters was 44 mg/Nm3 are within prescribed limits of 50 mg/Nm3. 12. Both the OCEMS (ETP & Stack) are connected with Punjab Pollution Control Board and CPCB’s new ODAMS portal. 13. During visit the industry is maintaining record of Energy Consumption due to ETP and APCD. 14. The fly ash generated from the boiler is sent to M/s Ultratech Cement Limited for cement manufacturing. The industry is maintaining the record of fly ash disposal to cement manufacturing unit. The industry is complying with the provisions of Air (Prevention & Control of Pollution) Act, 1981 and Water (Prevention & Control of Pollution) Act, 1974. Keeping in view of above, it is recommended that consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 31.03.2031 with suitable terms and conditions with special condition that:- 1. The industry shall increase its utilization of treated trade effluent into the process from the existing value of 33% to 40 % within 06 months. 2. The industry shall increase its utilization of treated trade effluent into the plantation/green area from the existing value of around 8 % to 10 %. Competency Hon'ble Chairperson of the Board.
