• It is intimated that the industry is a small-scale red category unit and engaged in the process of manufacturing of Wet Blue leather @ 3658 Sq.mt/day from raw hide with the discharge of trade effluent @ 125.0 KLD into drain leading to CETP.
• Earlier, in compliance of the orders of the Hon'ble Punjab & Haryana High Court, Chandigarh, Competent Authority of the Board has decided for the closure of the industries (61 tannery units included this unit) u/s 33-A of the under Water (Prevention & Control of Pollution) Act, 1974 vide Zonal office letter no. 6068 dated 31.10.2019, which were operating in the Leather Complex, Jalandhar and PSPCL authorities were directed to disconnect the electric connection available with the industry. The consent to operate granted under Water (Prevention & Control of Pollution) Act, 1974 was revoked on 31.10.2019.
• Thereafter, the electric connection of the member industry was restored on 13.11.2020 which was further extended from time to time and lastly upto 31.03.2024 and was granted consent to operate under Water Act, 1974 vide CTO/Renewal/JAL2/2024/25926887dated 15.06.2024 upto 15.06.2025 and under the Air Act, 1981 vide no. CTO/Renewal/JAL2/2024/25926664 dated 15.06.2024 upto 15.06.2025 through auto-renew module.
• Now, the industry has applied for renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under the Air Act, 1981 through OCMMS of the Board.
• The industry has deposited Rs. 14400/- vide UTR No. 910230421 dated 04.01.2026 under Water Act, 1974 and Rs. 7200/- vide UTR No. 66185866 dated 04.01.2026 under the Air Act, 1981, adequate upto 31.03.2026.
• The site of industry was visited by AEE on dated 09.01.2026 and it was observed as under:-
• The industry was in operation during visit and was engaged in process of raw hide to wet blue leather at site.
• The industry has installed the 04 nos. tanning drums of sizes (8’x8’ each), 02 nos. liming drums of size (10’x12’ each), 2 no. fleshing machine which were operational during visit. The industry has also installed 01 no. of sampling drum.
• As per record file no drums of the industry were ever sealed by the Board and as such all drums are operational.
• The industry has provided the pre-treatment plant consisting of settling tank, clarifier and sludge drying beds for the pretreatment of its trade effluent and same was in operation during the visit.
• The industry has installed chrome recovery plant at site which is operational.
• The industry has installed EMF meter at outlet of the pre-treatment plant. The reading was 116786 KL during the visit and 115679 KL on 01.07.2025.
• The industry installed EMF meter at fresh water supply of the industry. The reading was 22223 KL during the visit and 23813 KL on 01.07.2025.
• The industry has consumed 1590 KL of fresh water and has treated 1107 KL of its trade effluent which is further sent to CETP Leather Complex for further treatment. As such, the water balance of the industry is in-coherence.
• The industry has installed one D.G. of capacity 125 KVA with canopy and adequate stack height.
Keeping the above in view, it is recommended that: -
1. Consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 be granted to the unit upto 31.03.2026 with suitable conditions.
2. PSPCL authorities may be directed not to disconnect electric connection of the unit upto 31.03.2026.
