Completion Certificate: The rice sheller has submitted the completion certificate issued by L.S. Chouhan Mechanical Works dated 10.12.2025 of APCD i.e. Cyclone Separator installed with new mechanical drier. Analysis Report: The rice sheller has submitted the sampling report carried out by M/s Asia Environ Lab India Pvt. Ltd. on 20.12.2025 from port hole of stack after APCD with Shelling Section and as per the analysis results, the concentration of SPM was analyzed as 195.87 mg/Nm3, which is within permissible limits as prescribed by the Board. Visit: To verify the contents of the application, the rice sheller was visited by the undersigned on 15.01.2026 and Sh. Kapil Kumar, Partner was contacted. During visit, it was observed as under: 1. The rice sheller was in operation. 2. The rice sheller has installed cyclone separator as APCD with shelling section, which is adequate. 3. The rice sheller has installed a drier of capacity 32 MT/Batch, which is equipped with separate cyclone separator as APCD. 4. The rice sheller has provided brick paved on movement area of the vehicles so as to prevent the generation of dust. 5. The Rice Sheller provided proper rice husk storage facilities inside the factory premises and the height of brick wall inclusive of wind screen in front of the discharge point of rice husk is more than 15'. 6. The Rice Sheller has provided belt around the along the boundary wall within its premises. 7. The Rice Sheller has provided septic tank for treatment of its domestic effluent generated from toilet/bathrooms and the same is being discharged onto land for plantation. From above, it is clear that the Rice Sheller is complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981. Recommendations: In view of the facts mentioned above, if approved, the fresh consent to operate under the provisions of the Air (Prevention & Control of Pollution) Act, 1981 for Processing of Paddy @ 3 TPH to produce Rice @ 2 T/Hour (with drier) may be granted upto 31.05.2035 (upto adequacy of consent fee) with suitable conditions and following special conditions: 1. This consent is granted in the supersession of earlier granted consent to operate under the Water Act, 1974 vide no. CTO/Renewal/FGS/2025/28960099 dated 21.06.2025 and under the Air Act, 1981 vide no. CTO/Renewal/FGS/2025/28960065 dated 21.06.2025, both were valid upto 21.06.2027 for Processing of Paddy @ 3 TPH to produce Rice @ 2 T/Hour (without drier). 2. This consent is granted only from pollution angle on the basis of documents and submission made by the applicant and shall not have any legal authenticity binding and the applicant cannot claim to establish the ownership of the rice sheller at the site on the basis of this consent. 3. The Rice Sheller shall submit the stack emissions analysis report from Board's lab within 01 month. 4. The Rice Sheller shall ensure that at any time, the emissions do not exceed the emission standards laid down by the Board from time to time. 5. The adequacy and efficiency of the air pollution control device will be the entire responsibility of the Rice Sheller. 6. The Rice Sheller shall not discharge any fugitive emissions. All gases shall be emitted through a stack of suitable height, as per the norms fixed by the Board from time to time. 7. The Rice Sheller will comply with the following code of practice notified by the Govt. i. All the processing sheds be covered and have minimum ventilation as per the recommendations of Director of Factories. ii. The Rice Sheller should plant thick plantation of spreading crown varieties of evergreen trees all along the boundary wall of the rice sheller. iii. All dust emitting points should be properly hooded and dust extracted to a common point. At this exhaust point, dust coming here will be passed through a dust control system and air will be emitted through a stack of height 3 metres above the roof of the building. iv. The management and handling of rice husk in the rice shelling units should be done as under:- a) All the rice shelling units shall provide paved / brick roads /cement concrete roads/ metalled roads inside their premises for movement of vehicles, so as to prevent the generation of dust. b) The Rice Sheller shall provide proper rice husk storage facilities inside the factory premises and the height of brick wall in front of the discharge point of rice husk area should be at least 10’ high or3.5 ’higher than the discharge point of the rice husk pipe (whichever is more) and the length of aforesaid brick wall should be at least 35’one ach side of the rice husk discharge pipe. c) The Rice Sheller shall provide a layer of wind screen of mild steel or some other similar material of at least 5’ height above the brick wall. The wind screen system should have a porosity of ~30% to lower the wind velocities, thus reducing the amount of air borne particulate from storage, handling and loading/unloading areas of rice husk. d) The minimum diameter at the outlet of discharge pipe of rice husk be kept as 15’’ which can be maintained by extending the existing discharge pipe with the help of a conical shaped pipe of at least 3’length. e) Wherever the height of rice husk is 3’ or more, the Rice Sheller shall cover the heap of husk with HDPE warp knitted fabric completely, except the area near the discharge pipe. The HDPE warp knitted fabric be made of 100% virgin high density polymer of at least 70gm/m2 weight having 40-45 hole/inch 2 to prevent wind blowing of stored husk. f) During transportation of rice husk through vehicles, it shall be covered from all sides with tarpaulin to prevent blowing of husk by winds. 8. The emission standards given in the order dated 13/9/2006 will remain operative for Rice Shellers and Saila Plants. These emission standards are reproduced as under:- Emission Standards for Rice Shellers & Saila Plants in the State of Punjab will be applicable as under: - i. Emission standards 750 SPM (mg/Nm3) ii. Inside the building TLV of air SPM (mg/Nm3) NOTE: The existing units not meeting with the prescribed sitting guidelines will meet with stack emission standards of SPM 500mg/Nm3. To be controlled by the Director of Factories. 9. The Rice Sheller shall continue to comply with the code of practice notified by Govt. Notification no.10/48/2004-STE(4)/932 dated. 15/10/2013 at all the times. 10. The Rice Sheller shall abide by the fresh directions (if any) issued by the Hon'ble Punjab & Haryana High Court/ Govt./ Board for compliance of code of practice of rice sheller. 11. The Rice Sheller shall not cause any nuisance/traffic hazard in vicinity of the area. 12. The Rice Sheller shall shift its location to designated area as per directions issued by the State Govt. / Board from time to time. 13. The Rice Sheller shall upgrade/ replace the APCD as per latest notification issued by the Ministry of Environment & Climate Change, New Delhi to achieve the revised emissions stands as amended time to time. 14. The project proponent shall not throw, burn or burry any solid wastes in open, outside premises or in drain/water bodies. 15. The project proponent shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic, through their Corporate Environment Responsibility (CER) activities. 16. The project proponent shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner. 17. The Rice Sheller shall provide thick plantation of spreading crown varieties of evergreen trees all along the boundary wall. 18. The Rice Sheller shall inform the Board in writing as and when any change is occurred in the Partnership Deed / Proprietorship / Memorandum of Article of Association, especially with regard to the name and address of the Partner / Proprietor / Director / Subscriber etc, and in any case the industry fails to do so and later on it comes to the notice of the Board that there is any change in Partnership Deed / Proprietorship / Memorandum of Article of Association, action as deem fit under the provision of said Act shall be taken. 19. This consent is being issued as per the documents and submissions made by the applicant. However, if at any point of time in future, any document or submission is found wrong or in-correct, this consent shall stand deemed cancelled. Competency- EE, RO
