Subject: - Application for obtaining renewal of consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 - M/s Nandini Alloys, Near Jai Narain Kanda Amloh Road, Mandi Gobindgarh, District Fatehgarh Sahib.
Reference: - Online application ID 30788470 (W) and 30788461 (A) dated 30.12.2025.
It is intimated that the industry is large scale Green category unit and was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renew/FGS/2024/25143983 dated 02.04.2024 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renew/FGS/2024/25143907 dated 02.04.2024, both are valid upto 31.12.2025 for manufacturing of Seamless Pipes & Tubes @ 80 MTD subject to the suitable terms & conditions mentioned therein.
Now, the industry has applied for obtaining renewal of consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 alongwith requisite documents and consent fee.
The industry has submitted the sale deed dated 17.01.2025 of additional land 6 Kanal 7 Marla executed between M/s Batta Steel Rolling Mills and M/s Nandini Alloys, which is attached herewith. Further, the industry has also submitted 2nd sale deed dated 23.11.2022 of additional land 12 Kanal 10 Marla executed between M/s Mahavir Enterprises and M/s Nandini Alloys, which is also attached herewith.
It is pertinent to mention here that on perusal of notified Master Plan of Mandi Gobindgarh, the additional lands purchased by the industry falls in the Industrial Land Use Zone. In this regard, the industry has also submitted an undertaking, which is attached herewith.
As per the record, the earlier fee deposited by the industry under the Water Act, 1974 and the Air Act, 1981 against the fixed assets of Rs. 1845.27 Lacs was adequate upto 31.03.2026. Now, the industry has submitted the latest CA certificate, wherein, the total value of fixed assets has been mentioned as Rs. 2169.62 lacs. Accordingly, the industry has deposited consent fee amounting to Rs. 1,08,000/- vide online R. No. 773762141 dated 03.12.2025 & Rs.21600/- vide online receipt no. 672316528 dated 30.12.2025 under the Water Act, 1974 and Rs. 1,16,400/- vide online R. No. 980135598 dated 03.12.2025 & Rs.21600/- vide online receipt no. 403293445 dated 30.12.2025 under the Air Act, 1981. As such, after adjusting Rs. 8400/- as NOC regularization fee for increase in cost of fixed assets, the fee deposited by the industry is adequate upto 31.12.2030 under the both Acts as per Board's office order dated 29.10.2018. The fee has been considered form January 2025 as the industry has added additional land in the month of January 2025.
To verify the contents of the application, the industry was visited by the officer of the Board on 05.12.2025 and during the visit, it was observed as under:
1. The industry was in operation.
2. The industry was engaged in the manufacturing of Seamless Pipes & Tubes by using Round Bars as raw material.
3. The industry has installed PNG fired 01 no. furnace of capacity 4 TPH, which was in operation.
4. The industry has installed PNG fired 01 no. furnace of capacity 4 TPH, which was in operation. No generation of trade effluent as whole of the water used for the cooling purposes is being re-circulated.
5. There is only generation of domestic effluent which is being discharged onto land for plantation after septic tank.
6. The industry has installed one no. DG set of capacity 140 KVA, which is equipped with canopy and stack of adequate height.
7. The industry has not carried out any industrial activity in the additional land purchased by it on January 2025.
From above, it is clear that the industry is complying with the consent conditions granted to it under the provisions of the Water Act, 1974 and the Air Act, 1981.
In view of above, if approved it is recommended that renewal of consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Seamless Pipes & Tubes @ 80 MTD may be granted upto 31.12.2030 with suitable conditions and special conditions as under:
1. The industry shall not carry out any industrial activity in the additional lands purchased by it without obtaining prior permission of the Board.
2. The industry shall not generate and discharge any kind of trade effluent.
3. The industry shall use only PNG as fuel in its furnace and will not use any other fuel.
4. The industry shall not add any additional air polluting process without obtaining prior written permission of the Board.
5. The industry shall plant trees wherever space is available inside and outside the unit.
6. The industry shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic.
7. The industry shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles/ water pouches/ water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other nonbiodegradable material in the premises.
8. The industry shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner.
9. The industry shall ensure that there is no public nuisance in the area, due to activities of the industry.
