It is submitted that the project proponent has earlier application for fresh consent to establish (NOC) from pollution angle under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 and the same was returned due to following observations:
1. The built-up area detail mentioned in the application form (60629 sqm) is not proper as per Environmental Clearance (50424 sqm) granted by the Competent Authority.
2. The project proponent has submitted that the treated effluent @ 15 KLD will be be used for construction purposes in nearby projects. However, the project proponent has not submitted any agreement regarding the same with other development projects, where the treated wastewater will be utilized. Further, the project proponent also submitted that @ 6 KLD treated effluent will be utilized for sprinkling along roadsides for dust suppression and the same is not feasible in the monsoon and winter season.
3. The project proponent needs to submit revised proposal for disposal of treated wastewater. The project proponent needs to submit ownership of proposed land (for utilization of treated wastewater) as well as needs to submit the land revenue record / Khasra No. and revenue latha / chajra alongwith the same and the distance of the proposed site from the existing site of the project.
4. The STP location has not been earmarked in the approved layout plan submitted by the project proponent.
Now, the project proponent has again applied for fresh consent to establish (NOC) from pollution angle under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 without removing the earlier observations i.e. the project proponent has again proposed to utilize the treated effluent @ 15 KLD for construction purposes in nearby projects. However, the project proponent has not submitted any agreement regarding the same with other development projects, where the treated wastewater will be utilized. Further, the project proponent also submitted that @ 6 KLD treated effluent will be utilized for sprinkling along roadsides for dust suppression and the same is not feasible in the monsoon and winter season.
