Adequacy of CTO fee 31/12/2030.
Sir, it is submitted that the industry has obtained for consent to establish (NOC) under the provision of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/FGS/2024/26485521 dated 24/09/2024, valid up to 22/08/2025 from pollution angle for set up a new bright bar unit including acid (HCl) pickling process form manufacturing of Bright Bar, HB wire, Annealed bar, Thread bar & Nut & Bolt etc. by using M.S. Bar, Wire, Caustic and HCl as a raw material under the red category with requisite documents. The industry has deposited Rs.10800/- vide receipt no.441773694 dated 08.01.2026 as NOC fee.The industry has submitted agreement with M/s Bantech Technology, Chanalon for lifting its effluent/spent acid will be generated from acid pickling process for treatment the same in CETP i.e HCl @10000 liter and Caustic @ 3000 liter per month.
Now, the industry has applied for consent to Operate (CTO) under the provision of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing Bright Steel Bars (Ms And Alloy Steel) @ 30 Metric Tonne/Day Steel Coils Phosphated @ 15 Metric Tonne/Day Threaded rod with auto black @ 5 Metric Tonne/Day by using MS /Alloy Steel Coils @ 16 metric tonne/day, MS and Alloy Steel Round Bars @35 metric tonne/day, HCL Acid@ 150 Kg/Day,NaOH Caustic soda @ 30 kg/day, Phosphate chemicals @ 20 kg/day, Lime @ 10 kg/day as raw material with requisite documents.
The industry has deposited Rs. 1,08,000/- and Rs.500/-(Application fee) deposited vide receipt no. 441773694 dated 08.01.2026 as Water Act, 1974 and Rs. 1,08,000/- and Rs.500/-(Application fee) deposited vide receipt no. 663025774 dated 08.01.2026 as Air Act, 1981 and Rs. 10,800/- deposited vide receipt no. 441773694 dated 08.01.2026 as NOC regulation fee against the project cost of Rs. 707.19 Lakhs which is adequate for up to 31/12/2030 as per order dated 29/10/2018. The industry has upload required documents i.e. CA certificate, approved building plan, partnership deep, DTP certificate regarding land use pattern of site of the industry etc.
The industry is a partnership firm and Sh. Deepak Gupta, Sh. Bijon Gupta, Sh. Chahat Bansal & Sh. Chanali Gupta are the partners of the firm as per Partnership deed submitted. As per registry document, the area of land is 10 Bighe and 02 bishwe which has been registered in the name of the firm M/s Divine Bright Steels through Sh. Deepak Gupta S/o Sh. Ashok Kumar Gupta. The site of the industry falls under industrial land use zone as per DTP, Fatehgarh Sahib certificate issued vide its letter no. 870 dated 19.07.2024.
PWARDA
The industry has mentioned the ground water extraction @ 3.32 KLD. Considering 25 working days in a month, the ground water extraction will be 83 KL/month. As such, the industry does not require permission for abstraction of ground water from PWRDA.
Site Suitability
The industry has submitted DTP letter vide No. 870 dated 19.07.2024 regarding the industry falls under industrial land use zone as per notified master plan of Mandi Gobindgarh and the industry also submitted principal approval vide application id 2405365166 dated 22/07/2024 issued by the Deputy Commissioner, Fatehgarh Sahib.
Visit
To verify the contents of the application, the industry was visited by the AEE of this office on 09.01.2026 and it was observed as under:
1. The industry was not in operation during the visit.
2. The industry has installed entire machinery/ bright bar unit for manufacturing of Bright bar, H.B Wire & HHB Wire, Annealed bar, Thread bars, peeled bar and Nuts & bolts by using MS bar, Coils, Flats, HCl etc as raw material ready to operate.
3. The industry has installed auto blackening plant i.e. installed 01 caustic tank, 03 water rinsing tank, auto blackening furnace tank, 01 cutting oil tank, each tank of size 2’×2’×2’.
4. The industry has installed 01 pickling tank, 02 water rinsing tank, 01 Phosphating tank and 01 lime tank with equal size (6×6×6).
5. The industry has installed 03 Wire Drawing machine for drawing of wire rod. The industry has also installed 01 Draw Bench and 04 Draw Benches under installation.
6. There is appx 10000 litre spent acid and 3000 litre caustic-based waste effluent will be generated. The industry has made agreement with M/s Bantech Water Pvt. Ltd. for its lifting and treated in CETP.
7. The domestic effluent is generated, which is being discharged onto land for plantation after passing through the septic tank.
8. The industry has installed Bar Annealing Furnace@10 MTD & Shot Blast Machines@20 MTD each by using electricity as fuel.
9. The industry has also installed Annealing furnace@40 MTD & fume extraction -auto black @05 MTD and both were using PNG as a fuel.
10. The industry has installed side suction with Auto blackening furnace and Acid Pickling process followed by wet scrubber with common stack as APCD.
11. The industry has installed 01 no. of DG. Set of capacity 82.5 KVA which will be equipped with canopy and stack of adequate height.
Recommendation
In view of above, if approved it is recommended that the Consent to Operate(CTO) under the provision of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Bright Steel Bars (Ms And Alloy Steel) @ 30 Metric Tonne/Day, Steel Coils Phosphated @ 15 Metric Tonne/Day and Threaded rod with auto black @ 5.0 Metric Tonne/Day may be granted up to 31/12/2030 with perusal conditions.
