It is submitted that the PP has applied for obtaining the NOC for establishment of the saw mill at Balachaur, SBS Nagar. Office of DC SBS Nagar vide its ਮੀਮੋ ਨੰਬਰ: 139-141 ਮਿਤੀ 25.05.2022 has asked various departments for the NOC in the matter, however, the PP was asked to apply for CTE through OCMMS as the saw mills are covered under the green category and are required to obtain CTE by applying through OCMMS.
Now, the industry has applied for obtaining the Consent to establish (NOC) under the provisions of Water Act, 1974 and Air Act, 1981 through online on OCMMS for the Production of Core Veneer @ 28000 Sq. Feet/Day of 2601.29 Sq. Mt./Day, Wood Waste @ 1.5 T/Day and Veneer Waste as by products @ 0.5 T/Day from Raw Wood (Popular, Eucalyptus, American degh and any other agro-forestry wood) @ 6 MT/Day used as a raw material.
The industry has deposited the NOC fee of Rs. 6400/- with application form fee 500/- through UTR/Reference No. N341222237640894 dated 07.12.2025 against the fixed assets of Rs. 226.93 Lacs, which is adequate for one year, under Green Category.
The PP has submitted a report from District Town Planner, SBS Nagar vide its letter dated 06.02.2025 and as per report- “ਉਪਰੋਕਤ ਵਿਸ਼ੇ ਸਬੰਧੀ ਪ੍ਰਾਪਤ ਕੀਤੇ ਦਸਤਾਵੇਜਾਂ ਨੂੰ ਇਸ ਦਫਤਰ ਵਿੱਚ ਘੋਖਿਆ ਗਿਆ ਅਤੇ ਮੌਕਾ ਰਿਪੋਰਟ ਕਰਵਾਉਣ ਉਪਰੰਤ ਦੱਸਿਆ ਜਾਂਦਾ ਹੈ ਕਿ ਵਿਸ਼ੇ ਅਧੀਨ ਸਾਈਟ ਪ੍ਰਵਾਨਤ ਮਾਸਟਰ ਪਲਾਨ, ਤਹਿਸੀਲ ਬਲਾਚੌਰ (2010-2031) ਦੀਆਂ ਤਜਵੀਜਾਂ ਅਨੁਸਾਰ ਉਦਯੋਗਿਕ ਜੋਨ ਵਿੱਚ ਪੈਂਦਾ ਹੈ। ਇਸ ਜੋਨ ਵਿੱਚ ਹਰ ਤਰਾਂ ਦੀਆਂ ਉਦਯੋਗਿਕ ਇਕਾਇਆ ਆਗਿਆ ਯੋਗ ਹਨ। ਸਾਈਟ ਮੌਕੇ ਤੇ ਖਾਲੀ ਹੈ। ਆਪ ਆਪਣੀ ਸਾਈਟ ਕੋਈ ਵੀ ਗਤੀ ਵਿਧੀ ਕਰਨ ਤੋਂ ਪਹਿਲਾਂ ਪੰਜਾਬ ਸਰਕਾਰ ਦੀ ਪਾਲਿਸੀ ਅਨੁਸਾਰ ਸਮਬੰਧ ਮਹਿਕਮੇ (ਡਾਇਰੈਕਟਰ ਆਫ ਫੈਕਟਰੀ) ਤੋਂ (ਮੁਤਾਬਿਕ ਨੋਟੀਫਿਕੇਸ਼ਨ ਨੰਬਰ 13/41/2021-6HG2/2684 ਮਿਤੀ 19-10-2022) ਬਿਲਡਿੰਗ ਪਲਾਨ ਪ੍ਰਵਾਨ ਕਰਵਾਉਣ ਦੇ ਪਾਬੰਦ ਹੋਵੋਗੇ ਅਤੇ ਪ੍ਰਵਾਨਤ ਮਾਸਟਰ ਪਲਾਨ, ਸ਼ਹੀਦ ਭਗਤ ਸਿੰਘ ਨਗਰ (2010-2031) ਦੀਆਂ ਤਜਵੀਜਾਂ ਅਤੇ ਪੰਜਾਬ ਸਰਕਾਰ ਵੱਲੋਂ ਸਮੇਂ-ਸਮੇਂ ਤੇ ਜਾਰੀ ਗਾਇਡਲਾਈਨ/ਰੂਲਜ਼/ਨੋਟੀਫਿਕੇਸ਼ਨ ਨੂੰ ਮੰਨਣ ਦੇ ਵੀ ਪਾਬੰਦ ਹੋਵੋਗੇ। ਇਸ ਸਾਈਟ ਨੂੰ 22’-0’ ਚੌੜਾ ਰਸਤਾ ਲਗਦਾ ਹੈ। ਜਿਸ ਨੂੰ ਮਾਸਟਰ ਪਲਾਨ ਦੀਆਂ ਤਜਵੀਜਾਂ ਅਨੁਸਾਰ 60’-0’’ ਚੌੜਾ ਕਰਨ ਲਈ ਆਪਣੀ ਜਗ੍ਹਾ ਵਿੱਚੋਂ 19’-0’’ ਲੋੜੀ ਦੀ ਸਟ੍ਰੀਪ ਸਾਈਟ ਦੇ ਮੱਥੇ ਅੱਗੇ ਛੱਡਣ ਦੇ ਪਾਬੰਦ ਹੋਵੇਗੇ।
ਇਸ ਪੱਤਰ ਨੂੰ ਕਿਸੀ ਵਿਸ਼ੇ ਅਧੀਨ ਸਾਈਟ ਉੱਪਰ ਬਣੀ ਹੋਈ ਬਿਲਡਿੰਗ/ਬਣਨ ਵਾਲੀ ਬਿਲਡਿੰਗ ਦੀ ਪ੍ਰਵਾਨਗੀ ਅਤੇ ਭੌ ਮੰਤਵ ਤਬਦੀਲੀ ਦੀ ਮੰਜੂਰੀ ਨਾ ਸਮਝਿਆ ਜਾਵੇ, ਇਹ ਕੇਵਲ ਭੌਂ ਸਬੰਧੀ ਸੂਚਨਾ ਹੈ।”
The PP has submitted a report from Tehsildar, Balachaur vide their office letter dated 06.11.2025 and as per report- “ਬੇਨਤੀ ਹੈ ਕਿ ਪਿੰਡ ਥੋਪੀਆ ਦੀ ਖੇਵਟ ਨੰਬਰ 193 ਖਸਰਾ ਨੰਬਰ 30//3/1 (7-8), 30//3/2 (0-12), 30//8/3 (1-2) ਕੁੱਲ 9-2 ਵਿੱਚ ਰਿਧੀ ਅਗਰਵਾਲ ਪਤਨੀ ਮੁਕੂਲ ਅਗਰਵਾਲ ਪੁੱਤਰ ਮਨੋਜ ਅਗਰਵਾਲ ਦੀ 2-5-4½ ਜਮੀਨ ਤੇ ਮਾਲਕੀ ਹੈ, ਹਰਪ੍ਰੀਤ ਕੌਰ ਪਤਨੀ ਮਨੀਸ਼ ਕੁਮਾਰ ਅਗਰਵਾਲ ਪੁੱਤਰ ਮਨੋਜ ਅਗਰਵਾਲ ਦੀ ਮਾਲਕੀ 2-5-4½ ਜਮੀਨ ਤੇ ਹੈ ਅਤੇ ਹਰਦੇਵ ਸਿੰਘ ਪੁੱਤਰ ਅਮਰਜੀਤ ਸਿੰਘ ਪੁੱਤਰ ਬਾਬੂ ਸਿੰਘ ਦੀ ਮਾਲਕੀ 4-11-0 ਜਮੀਨ ਤੇ ਹੈ।
1. ਉਕਤ ਸਾਈਟ ਮਿਊਂਸੀਪਲ ਕਮੇਟੀ ਤੋਂ 2 ਕਿਲੋਮੀਟਰ ਤੋਂ ਵੱਧ ਦੀ ਦੂਰੀ ਤੇ ਹੈ।
2. ਉਕਤ ਸਾਈਟ ਪਿੰਡ ਥੋਪੀਆ ਦੀ ਲਾਲ ਲਕੀਰ/ਫਿਰਨੀ ਤੋਂ 500 ਮੀਟਰ ਤੋਂ ਵੱਧ ਦੂਰੀ ਪਰ ਸਥਿਤ ਹੈ।
3. ਉਕਤ ਰਕਬੇ ਦੇ 500 ਮੀਟਰ ਦੇ ਘੇਰੇ ਵਿੱਚ ਕੋਈ ਵੀ ਰਿਹਾਇਸ਼ੀ ਕਲੋਨੀ, ਐਜੂਕੇਸ਼ਨ ਇੰਸਟੀਚਿਊਟ, ਹਸਪਤਾਲ, ਚਿੜੀਆਘਰ, ਵੈਲਫੇਅਰ ਸੁਸਾਇਟੀ, ਸਕੂਲ, ਧਾਰਮਿਕ ਸਥਾਨ, ਵਾਈਲਡ ਲਾਈਫ ਸੈਂਚੁਰੀ, ਇਤਿਹਾਸਿਕ ਸਥਾਨ, ਇਤਿਹਾਸਿਕ ਪੁਰਾਤਨ ਇਮਾਰਤ, protected monuments, ਰਿਹਾਇਸ਼ੀ ਏਰੀਆ ਜਾਂ 15 ਪੱਕੇ ਘਰ ਨਹੀਂ ਹਨ। ਰਿਪੋਰਟ ਪੇਸ਼ ਹੈ ਜੀ ”
The PP has submitted a report from MC, Balachaur vide their office letter dated 26.05.2023 and as per report- “ ਆਪ ਜੀ ਨੂੰ ਲਿਖਿਆ ਜਾਂਦਾ ਹੈ ਕਿ ਖਸਰਾ ਨੰਬਰ 30//3/1, 30//3/2 30//8/3 ਜੋ ਕਿ ਪਿੰਡ ਥੋਪੀਆ ਵਿੱਚ ਪੈਂਦੇ ਹਨ। ਇਹ ਬਲਾਚੌਰ ਤੋਂ ਲਗਭਗ 5 ਕਿਲੋਮੀਟਰ ਦੀ ਦੂਰੀ ਤੇ ਹੈ। ਇਹ ਨਗਰ ਕੌਂਸਲ ਬਲਾਚੌਰ ਦੀ ਹਦੂਦ ਤੋਂ ਬਾਹਰ ਹੈ। ਇਹ ਆਪ ਜੀ ਦੀ ਸੂਚਨਾ ਹਿੱਤ ਹੈ।”
The PP has submitted a report from Forest Officer, Balachaur vide their office letter dated 22.03.2022 and as per report- “ ਸ਼੍ਰੀ ਰਵਿੰਦਰ ਸਿੰਘ, ਵਣ ਗਾਰਡ ਇੰਚਾਰਜ ਬਲਾਚੌਰ ਬੀਟ ਤੇ ਸ਼੍ਰੀ ਕੁਲਦੀਪ ਚੰਦ, ਫਾਰੈਸਟਰ ਬਲਾਕ ਅਫਸਰ ਬਲਾਚੌਰ ਅਤੇ ਬਿਨੈਕਾਰ ਸ਼੍ਰੀ ਮੁਕਲ ਅਗਰਵਾਲ, ਮਨੀਸ਼ ਅਗਰਵਾਲ ਪੁੱਤਰ ਸ਼੍ਰੀ ਮਨੋਜ ਅਗਰਵਾਲ ਵਾਸੀ ਸੈਕਟਰ 21 ਸੀ ਬੈਂਕ ਆੱਫ ਇੰਡੀਆ ਸੜਕ ਚੰਡਰਲੋਕ ਕਾਲੋਨੀ ਮੰਡੀ ਗੋਬਿੰਦਗੜ੍ਹ ਸਾਹਿਬ, ਪੰਜਾਬ 147301 ਨੂੰ ਨਾਲ ਲੈ ਕੇ M/s AAR EMM Industries ਦੇ ਨਾਮ ‘ਤੇ ਲਗਾਏ ਜਾ ਰਹੇ ਯੂਨਿਟ ਦਾ ਮੌਕਾ ਦੇਖਿਆ ਗਿਆ। ਇਸ ਯੂਨਿਟ ਲਈ ਵਰਤੇ ਜਾ ਰਹੇ ਰਸਤੇ ਤੇ ਵਣ ਵਿਭਾਗ ਦਾ ਕੋਈ ਵਣ ਰਕਬਾ ਨਹੀਂ ਪੈਂਦਾ ਹੈ ਅਤੇ ਨਾ ਹੀ ਕੋਈ ਰੁੱਖ ਪ੍ਰਭਾਵਿਤ ਹੁੰਦਾ ਹੈ। ਇਸ ਯੂਨਿਟ ਦੀ ਸਰਕਾਰੀ ਜੰਗਲ ਜੋਗੇਵਾਲ ਤੋਂ ਦੂਰੀ ਲਗਭਗ 1300 ਮੀਟਰ ਹੈ ਅਤੇ ਪ੍ਰਾਰਥੀ ਵੱਲੋਂ ਮਸ਼ੀਨਰੀ ਚੱਲਾ ਕੇ ਕੋਈ ਵੀ ਉਲੰਘਣਾ ਨਹੀਂ ਕੀਤੀ ਜਾ ਰਹੀ।
The PP has also submitted site plan, revenue record i.e., Registration deed of the land. To check the contents of the application, the industry was visited by AEE of this office on 14.01.2026 and it was observed as under: -
1. The industry has not yet started any construction work at site and wild grass was found grown at the proposed site of industry.
2. The site of the industry is surrounded by the farm lands from sides. There is no residential house within 100m of the site. There is no village phirni/ lal lakeer/ MC limit within 100 m of the site.
3. The PP has proposed to install machinery for the saw mill.
4. As per the proposal by the PP, there will be a DG set of capacity 125 KVA.
5. As per proposal there will be no generation of the trade effluent and the domestic effluent generated is proposed to be treated through septic tank with disposal onto plantation.
From above it is clear that the proposal submitted by the industry is adequate as per the provisions of the Water Act, 1974 & Air Act, 1981 and the site is suitable for establishment of such unit.
It is therefore, recommended that consent to establish (NOC) of the Board under the provision of Water Act, 1974 & Air Act, 1981 may be granted to the industry for the Production of Core Veneer @ 28000 Sq. Feet/Day of 2601.29 Sq. Mt./Day, Wood Waste @ 1.5 T/Day and Veneer Waste as by products @ 0.5 T/Day from Raw Wood (Popular, Eucalyptus, American degh and any other agro-forestry wood) @ 6 MT/Day used as a raw material, subject to the usual conditions and special condition that the saw mill shall submit license from Forest Department before commissioning the unit and shall obtain CTO from the Board for operating the unit.
