It is intimated that the Project Proponent has applied for obtaining consent to establish (NOC) For setting up of the Residential Colony (5.48 Acre) at Village-Awankha, H.B. No. 286, Tehsil-Dinanagar, District-Gurdaspur through online along with requisite documents and fee.
The Project Proponent has deposited Rs. 18500/- vide online reference no. 342556643 dated 06/01/2026 including Rs. 500/- as application fee, against the total project cost @ Rs. 7,79,00,000/- Lakhs, which is adequate upto one-year period.
The Project Proponent has submitted License issued from the Office of Amritsar Development Authority (ADA), Puda Bhawan, SGRD, Urban Estate, Airport Road, Amritsar vide no. LDC-ADA-2025/59 dated 18/12/2025 for setting up New Residential Colony under Punjab Apartment and Property Regulation Act, 1995. As per license issued the total area of Colony is 43Kanal 18 Marle, 5.4875 acres. The area of the colony falls within Potential Zone-5 of the classification of zones as per Notification No.17/17/2001-5HG2/PF/748168/17 dated 06-05-2016. The affordable residential colony falls in Khasra No 72//18(2k-15M), 72//19 (OK-3M), 72//22 (6K-18M), 72//23 (8K- OM), 72//24 (4K-10M), 76//2/2 (4K-19M), 76//3 (7K-9M), 76//4 (3-19M), 76//31/1/1 (3K-10M), 76//31/1/2 (0K-3M), 343/1//0 (ΟΚ,2M), Total 42 K- 8 M under the ownership of M/s BD developers and Khasra no 76//31/1/1 (1K-10M) under the Consent. As per notification no. 18/02/2023-5Hg2/524 dated 24/03/2023 CLU is merged with Layout Plans/Building Plans/Licence, So separate CLU letter will not be issued.
The Project Proponent has submitted a copy of approved Site plan issued by the Office of Amritsar Development Authority (ADA), Puda Bhawan, SGRD, Urban Estate, Airport Road, Amritsar vide no. 15672-15690 dated 18/12/2025. As per site plan submitted total area of the site is 5.48 Acres (22,176 Sq. Meters) & the project is not attract the provisions of the EIA Notification, 2006.
The Project Proponent has also submitted copy of certificate of registration as promoter issued by the Amritsar Development Authority, Amritsar vide no. 26256 dated 11/02/2025 granted to M/s BD Developers through Sh. Darpan Beri (Partner) S/o Sh. Satish Inder Beri, R/o Anand Vihar Colony, Dinanagar, Distt. Gurdaspur for conducting business as Promoter for developing a colony and constructing Apartments under the Punjab Apartment and Property Regulation Act, 1995.
The Project Proponent has submitted project report of the proposed project and has also submitted feasibility report on proposed STP of capacity @ 65 KLD against total generation of domestic effluent @ 60 KLD. The proposed STP is comprising Bar Screen > Oil & Grease trap > Equalization Tank > Biological System [MBBR Tank] > Secondary Tube Settler > Pre- Filtration Tank > MGF > ACF > outlet. The Project Proponent has proposed to discharge treated effluent onto land for gardening in 02 nos. parks having total land area measuring 1994.67 square yard (0.42 Acres). As per feasibility report 13 KLD treated water will be used in the green area for gardening and remaining treated water will be discharge into MC, sewer in future.
The proposed site of the proposed colony was visited by the Officer of this office on 15/01/2025 and it observed that the site of the colony is falling adjoining the City limits of Dinanagar at village-Awankha and has not started its development work yet.
In view of above, it is it is recommended that Consent to Establish (NOC) from pollution angle may be granted to the Project Proponent for setting up of the Residential Colony (5.48 Acre) at Village-Awankha, H.B. No. 286, Tehsil-Dinanagar, District-Gurdaspur for 01 year period with suitable along with following special conditions as under:-
1. The project proponent shall obtain permission from the concerned Authority for disposal of treated domestic effluent into sewer (as per proposal submitted for partial disposal of treated domestic effluent into sewer rest after 13 KLD).
Competency to decide the case lies with Senior Environmental Engineer. |
