The project proponent has applied for obtaining consent to establish (NOC) of the Board from pollution angle through OCMMS for establishment of new rice sheller unit for manufacturing of Raw Rice with dryer @ 2 TPH & Sorted Rice @ 2 TPH, the details of the case is as under:
1. The Project Proponent has submitted verification report issued by District Town Planner, Moga vide no. 975 dated 22.12.2025 for land area 16 kanals , relevant part of which as under:
ਵਿਸ਼ੇ ਅਧੀਨ ਸਾਈਟ ਪਿੰਡ ਜਨੇਰ ਤੋਂ ਪਿੰਡ ਖੋਸਾ ਰਣपीਰ ਨੂੰ ਜਾਂਦੀ 6 ਕਰਮ (33—0) ਚੌੜੀ ਲਿੰਕ ਸੜਕ ਤੇ ਪਿੰਡ ਜਨੇਰ ਦੀ ਫਿਰਨੀ ਤੋਂ ਲਗਭਗ 1 ਕਿਲੋਮੀਟਰ ਦੀ ਦੂਰੀ ਤੇ ਖੱਬੇ ਹੱਥ ਪੈਂਦੀ ਹੈ।ਸਾਈਟ ਮੌਕੇ ਤੇ ਖਾਲੀ ਹੈ।ਸਾਈਟ ਦੇ ਸਾਹਮਣੇ ਇੱਕ ਰਾਈਸ ਸ਼ੈਲਰ ਮੌਜੂਦ ਹੈ। ਸਾਈਟ ਰਕਬਾ 16 ਕਨਾਲ 0 ਮਰਲਾ (2 ਏਕਤ) ਸਬੰਧੀ ਹਲਕਾ ਪਟਵਾਰੀ ਅਤੇ ਤਹਿਸੀਲਦਾਰ, ਧਰਮਕੋਟ ਵੱਲੋਂ ਨੁਕਤਾਵਾਈਜ਼ ਰੇਵੀਨਿਊ ਰਿਪੋਰਟ ਮਿਤੀ 27.11.2025 ਦੇ ਨੁਕਤਾ ਨੰਬਰ 13 ਅਨੁਸਾਰ ਪਿੰਡ ਖੋਸਾ ਰਣਧੀਰ, ਤਹਿਸੀਲ ਧਰਮਕੋਟ, ਜਿਲ੍ਹਾ ਮੋਗਾ ਹੀ ਰੈਵੇਨਿਊ ਅਸਟੇਟ ਵਿੱਚ ਪੈਂਦੀ ਹੈ।ਸਾਈਟ ਦੀ ਮਾਲਕੀ ਅਤੇ ਕਬਜੇ ਸਬੰਧੀ ਨਿਰੋਲ ਜਿੰਮੇਵਾਰੀ ਪ੍ਰਾਰਥੀ ਦੀ ਫਰਮ ਦੀ ਹੋਵੇਗੀ। Government Of Punjab, Department Of Science, Technology & Environment ਵੱਲੋਂ ਜਾਰੀ Order ਨੰ. 10/48/2004 STE(4)932 Dated 15.10.20!3 ਅਤੇ ਨੋਟੀीडिवेमਨ ਨੰ: 10/200/2020/STE(SY 223516, Dated 05.08.2021 ਅਨੁਸਾਰ ਵਿਸ਼ੇ ਅਧੀਨ ਸਾਈਟੇਰਕਬੇ ਸਬੰਧੀ ਇਸ ਦਫਤਰ ਨਾਲ ਸਬੰਧਤ ਨੁਕਤਿਆਂ ਦੀ ਰਿਪੋਰਟ ਹੈ ਹੇਠ ਲਿਖੇ ਅਨੁਸਾਰ
a) ਵਿਸ਼ੇ ਅਧੀਨ ਸਾਈਟ ਕਿਸੇ ਵੀ ਫੋਕਲ ਪਆਂਇੰਟ ਅਤੇ ਡੈਜੀਗਨੇਟਡ ਇੰਡਸਟਰੀਅਲ ਜੋਨ ਵਿੱਚ ਨਹੀਂ ਪੈਦੀ।
b) ਸਾਈਟ ਨੋਟੀਫਾਈਡ ਮਾਸਟਰ ਪਲੈਨ ਮੋਗਾ (2031) ਦੀਆਂ ਤਜਵੀਜ਼ਾਂ ਅਨੁਸਾਰ ਖੇਤੀਬਾੜੀ ਜ਼ੋਨ ਵਿਚ ਪੈਦੀ।ਹੈ। ਸਾਈਟ ਕਿਸੇ ਵੀ ਪ੍ਰਵਾਨਤ ਮਾਸਟਰ ਪਲੈਨ ਦੀ ਓਗਲ਼ਅਜਤ਼ਲlਕ :ਜਠਜਵ ਦੀ। 500 ਮੀਟਰ ਦੇ ਘੇਰੇ ਵਿੱਚ ਨਹੀਂ ਪੈਂਦੀ। ਵਿਸ਼ੇ ਅਧੀਨ ਸਾਈਟ ਦੇ 2 ਕਿਲੋਮੀਟਰ ਦੇ ਘੇਰੇ ਅੰਦਰ ਕਿਸੇ ਸ਼ਹਿਰ ਦੀ :੩ਫ਼l ਨਰਦਖ :ਜਠਜਵ ਨਹੀਂ ਪੈਦੀ ਹੈ।
c) ਵਿਸ਼ੇ ਅਧੀਨ ਸਾਈਟ ਦੇ 500 ਮੀਟਰ ਦੇ ਘੇਰੇ ਅੰਦਰ ਕੋਈ ਬਾਈਪਾਸ ਨੈਸ਼ਨਲ ਹਾਈਵੇ ਸਟੇਟ ਹਾਈਵੇ ਅਤੇ ਸ਼ਡਿਊਲਡ ਰੋਡ ਨਹੀਂ ਪੈਂਦੀ ਹੈ "
2. The project proponent has submitted original report issued by Tehsildar Dharamkot vide dated 25.12.2025, relevant part of which as under:
ਸਾਈਟ ਪਿੰਡ ਦੀ ਫਿਰਨੀ / ਲਾਲ ਲਕੀਰ ਤੋਂ 500 ਮੀਟਰ ਬਾਹਰ ਹੈ ਅਤੇ ਇਸ ਰਕਬੇ ਦੇ 500 ਮੀਟਰ ਦੇ ਘੇਰੇ ਵਿੱਚ ਚਿੜੀਆਘਰ ਮੰਨਜੂਰਸ਼ੁਦਾ ਰਿਹਾਇਸ਼ੀ ਏਰੀਆ, ਧਾਰਮਿਕ ਇਤਿਹਾਸਕ ਸਥਾਨ, ਵਿਦਿਅਕ ਅਦਾਰਾ ਜੰਗਲੀ ਜੀਵਾਂ ਦੇ ਰੱਖ ਰਖਾਵ, ਪ੍ਰੋਟੈਕਟਡ ਮੋਨੋਮੈਂਟ ਆਦਿ ਨਹੀ ਆਉਂਦਾ ਹੈ।"
3. The project proponent has submitted copy of feasibility report and as per feasibility report, it will install cyclone separator as APCD with shelling section and paddy cleaner of dryer section, separately, which is adequate in principle.
4. The project proponent has submitted copy of project report, showing total project cost will be Rs. 339 lakhs (land = 24 lakhs + Building = 70 lakhs + plant & machinery = 245 lakhs and etc.). Accordingly, the project proponent has deposited NOC fee of Rs. 8400/- vide UTR/Ref. No. 157388095 dated 03.01.2026, which is adequate for one year.
5. The project proponent has submitted copy of revenue record for the proposed land area such as registry of land & jamabandi, where rice shelling unit is to be established.
6. The project proponent has submitted copy of partnership deed amont its 02 no. partners executed on 05.05.2025.
7. The industry has submitted copy of site plan, location plan and aks chajra plan.
Thereafter, the site of the proposed rice sheller was visited by undersigned on 15.01.2026 and it was observed as under:
1. The site falls along approach road of more than 17' in the revenue estate of village Khosa Randhir connecting village Janer to Village Khosa Randhir.
2. The site is outside the 500 m radius of village lal lakeer/phirni, wild life sanctuary, zoo, designated residential zone, educational institute, historical religious place and protected monument. There is no cluster of 15 pucca houses observed within the 500 meters radius.
3. The project proponent has not yet started its construction activity at proposed site.
4. No high-tension wire passes through the proposed site.
As per report of DTP Moga & Revenue Authority and also as observed during visit, the site is suitable for establishment of rice sheller unit with dryer for the manufacturing of raw rice with dryer along with sortex machine.
Keeping in view of the above, it is recommended that the consent to establish (NOC) for establishment of rice sheller unit at proposed site located in Village Kauni, Tehsil & District Faridkot for the manufacturing of Raw Rice with dryer @ 2 TPH & Sorted Rice @ 2 TPH, may be granted to the industry for a period of one year with suitable conditions and specific conditions as under:
1. This Consent to Establish (NOC) is granted for the establishment of rice sheller unit in 16 kanals bearing khasra no. 41/12/2, 3/1, 8/1/1, 8/1/2, 9/1 and 9/2 in the revenue estate of Village Khosa Randhir, Tehsil Dharamkot & District Moga.
2. The permission is granted from pollution angle and shall obtain all clearances from other departments.
3. The industry is bound to comply with guidelines of Department of Town and Country planning, Punjab.
4. The industry shall not install saila plant, boiler furnace in its premises, without prior written permission of the Board.
5. The industry shall provide proper and permanent approach to the sample collection facility and the same shall be maintained in proper conditions.
6. The industry shall comply with the following code of practice notified by Punjab Govt., Deptt. of STE vide its Notification no. 10/48/2004-STE (4) /932 dated. 15/10/2013 which is reproduced as under:-
Code of Practices:
i) All the processing sheds be covered and have minimum ventilation as per the recommendations of Director of Factories.
ii) The industry should plant thick plantation of spreading crown varieties of evergreen trees all along the boundary wall of the rice sheller / saila plant.
iii) All dust emitting points should be properly hooded and dust extracted to a common point. At this exhaust point, dust coming here will be passed through a dust control system and air will be emitted through a stack of height 3 meters above the roof of the building.
iv) The industry shall not be located in High Tension Transmission Zone of Punjab State Power Corporation Limited.
v) The management and handling of rice husk in the rice shelling units / saila plants should be done as under:
a) All the rice shelling units / saila plants shall provide paved / brick roads / cement concrete roads/ metaled roads inside their premises for movement of vehicles, so as to prevent the generation of dust.
b) The industry shall provide proper rice husk storage facilities inside the factory premises and the height of brick wall in front of the discharge point of rice husk area should be at least 10' high or 3.5' higher than the discharge point of the rice husk pipe (whichever is more) and the length of aforesaid brick wall should be at least 35' on each side of the rice husk discharge pipe.
c) The industry shall provide a layer of wind screen of mild steel or some other similar material of at least 5' height above the brick wall. The wind screen system should have a porosity of ~30% to lower the wind velocities, thus reducing the amount of airborne particulate from storage, handling and loading / unloading areas of rice husk.
d) The minimum diameter at the outlet of discharge pipe of rice husk be kept as 15'', which can be maintained by extending the existing discharge pipe with the help of a conical shaped pipe of at least 3' length.
e) Wherever the height of rice husk is 3' or more, the industry shall cover the heap of husk with HDPE warp knitted fabric completely, except the area near the discharge pipe. The HDPE warp knitted fabric be made of 100% virgin high density polymer of at least 70 gm/m2 weight having 40-45 hole/inch2 to prevent wind blowing of stored husk.
f) During transportation of rice husk through vehicles, it shall be covered from all sides with tarpaulin to prevent blowing of husk by winds.
