It is submitted that the hospital was granted ‘consent to operate’ under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTO/Renewal/SAS/2024/2520490 dated 19.03.2024 upto 19/03/2025 and under the Air (Prevention & Control of Pollution) Act, 1981 CTOA/Renewal/SAS/2021/1581597dated 17.06.2021 upto 31.05.2025 for hospital having 48 beds. Thereafter, the project proponent had obtained autorenewal of Consent to operate under the Water (Prevention & control of Pollution) Act, 1974 vide no. CTO/Renewal/SAS/2025/28072655 dated 28.02.2025, valid till 28.02.2026 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTO/Renewal/SAS/2025/28072726 dated 28.02.2025, valid till 28.02.2026 with certain conditions.
The project proponent was granted authorization under the provisions of the Bio-Medical Waste Management Rules, 2016 for Generation, Collection, Storage of bio-medical waste vide no. BMW/Renewal/SAS/2023/23626280 dated 08.10.2023, valid till 31.12.2025 for hospital having 48 beds with certain conditions.
Now, the project proponent has applied varied Consent to operate under the Water (Prevention & control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for hospital having 100 beds along with requisite documents.
The project proponent has also applied for fresh authorization under the provisions of the Bio-Medical Waste Management Rules, 2016 for Generation, Collection, Storage of bio-medical waste for hospital having 100 beds which is under process.
The project proponent has deposited Rs. 10,000/- vide R. no. 282278289 dated 05.01.2026 under Water (Prevention & control of Pollution) Act, 1974 and Rs. 10,000/- vide R no. 329340631 dated 05.01.2026 under Air (Prevention & Control of Pollution) Act, 1981, which is adequate till 31.12.2026.
The project proponent has submitted completion certificate of ETP cum STP of capacity 50 KLD based on MBBR technology. The project proponent has submitted agreement with CBWTF for lifting of bio-medical waste and the same was valid till 13.01.2028. The project proponent has submitted approved building plan GMADA.
The hospital was visited by AEE and undersigned of the Board on 13.01.2026 and during visit it was observed as under:
1.The Hospital is divided into 2 Blocks:- Block A and Block B. Block A consists of 48 beds which was under renovation. Block B consists of 52 beds.
2. The hospital has 75 no of OPDs, 02 OT (on second floor of Block B) and one lab.
3. The hospital is meeting its fresh water demand through MC supply and 2 no of Borewell having water meter installed on them. The hospital is maintaining the record of water usage only from MC Supply. As per records maintained by the hospital, around 18 KLD of water demand is met by MC supply. There is no record available for water consumption through borewells.
4. The hospital has installed ETP cum STP of capacity 50KLD to treat its trade effluent from lab, OTs and domestic waste water. The hospital has installed energy meter and flow meter at the outlet of ETP cum STP whose readings were 1586.7 kWh and 770 m3 respectively. At the time of visit, the ETP cum STP installed by the hospital was not operational. The records shown by the hospital were maintained up to 08.01.2026. According to the records shown, the hospital is treating approximately 4 KLD of water which is contradictory to the fresh water consumption.
5. The sludge beds of the ETP cum STP were completely dry. No record has been shown at the time of visit regarding disposal of previous sludge generated.
6. The ETP and STP inlet water storage tanks were also not maintained properly and the water level in them was also very low. It can be adjudged from the condition of ETP cum STP that the hospital is not operating its ETP cum STP regularly and efficiently and is discharging the untreated water into MC sewer.
7. The hospital has one no of kitchen (to provide food for in house patients) having chimney of adequate height. Wet and dry waste segregated is being lifted to MC. The hospital is advised to have in situ management of wet waste.
8. The laundry operations of hospital are outsourced.
9. The hospital has installed DG sets of capacity 400 KVA, 200 KVA and 160 KVA with canopy and adequate stack heights.
10. The hospital has made separate bio medical waste storage room with lock and key arrangement. Proper segregation of bio medical waste is made by the Hospital.
From above, it is clear that the hospital is violating the provisions of Water (Prevention & Control of Pollution) Act, 1974.
In view of the above, may if approved, it is recommended that:
1.Consent to operate under the provisions of the Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 31.12.2026, subject to suitable conditions as per policy of the Board.
2. Show Cause notice for violation of the provisions of the Water (Prevention & Control of Pollution) Act, 1974 with an opportunity of personal hearing.
