File Note: The reply submitted by M/s Project Northwood (Developed by M/s Richmond Developers) in response to the Show Cause Notice has been examined. 1. The project proponent has submitted a revised site plan, wherein the plantation/green area has been updated to 28,407.552 sq. ft./ 2639.14 sq.mtr. (approximately 0.65 acre). 2. As per the feasibility report and reply submitted, the project proposes treatment of 26 KLD of wastewater, out of which: i. 40% (approximately 10 KLD) is proposed to be reused through dual plumbing, and ii. 60% (approximately 15–16 KLD) is proposed for utilization in green area/plantation. 3. The adequacy of the proposed green area has been examined season-wise: • Summer season: Higher evapotranspiration and irrigation demand exists; the available green area of 0.65 acre is considered adequate for utilization of treated wastewater. • Winter season: Irrigation demand reduces substantially; treated wastewater generation and reuse remain manageable through reduced generation and regulated application. • Rainy season: Due to natural precipitation, irrigation requirement is minimal. Continuous disposal of treated wastewater onto land during monsoon is not feasible. Accordingly, the treated wastewater proposed for green area is required to be managed through controlled measures, such as temporary storage in treated water holding tanks, intermittent reuse during non-rainfall periods. 4. The project proponent has also provided provision of Ultra-Filtration (UF) system for treated wastewater reuse, as mentioned in the feasibility report. 5. With regard to wastewater generated from residing labour at site, the project proponent has submitted that septic tanks have been provided. The treated wastewater from the septic tanks is proposed to be reused for green area development.  In view of the above, it is recommended that Consent to Establish (NOC) under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted for a period of one year, subject to the following conditions: 1. The project proponent shall develop and maintain the proposed green area (0.65 acre) prior to commissioning of the project. 2. Treated wastewater shall be fully reused within the project premises through dual plumbing and plantation. No discharge outside the project boundary shall be allowed. 3. During rainy/monsoon season, the project proponent shall not dispose no untreated or treated wastewater outside the premises, illegally. The treated wastewater shall be managed through temporary storage in treated water holding tanks, intermittent reuse during dry spells. 4. The Project Proponent shall take all water conservation measures to reduce its water consumption and eventually waste water discharge. 5. Beside flushing, land scaping, plantation etc. reuse of treated effluent shall be extended to HVAC (cooling components), moping, floor washings and other core or non-core purposes. 6. The STP along with UF system shall be installed and made operational prior to occupation. 7. The project proponent shall apply for obtaining 'consent to operate' under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 before providing occupation. 8. The project proponent shall not carry out any activity which falls in the ambit of EIA notification dated 14.09.2006. (Competency: Worthy Chief Environmental Engineer)
