File Note: It is submitted that the project proponent is a small scale green category unit as per the CPCB new guidelines. The project proponent is being operated in the name and style of M/s R.V. Rice Mills, Benra Road, Village Manwala, Tehsil Dhuri, District Sangrur. Further, the industry had obtained consent to operate under the Water Act, 1974 vide no. SGR/WPC/2003-331 dated 22.08.2003, which was further extended upto 31.03.2018 and under the Air Act, 1981 vide no. SGR/APC/2002/F-693 dated 22.08.2003, which was further extended upto 31.03.2018, for manufacturing of Rice @ 36 TPD (1.5 T/hr). Industry Proposal:- Now, the rice sheller has applied for obtaining varied consent to operate due to change in partnership deed under the provisions of the Water Act, 1974 and the the Air Act, 1981 for the production of same quantity i.e. manufacturing of Raw rice (without Dryer and without sortex) @ 1.5 TPH by using Paddy @ 2.25 TPH as raw material. Requisite Documents: The industry has submitted new partnership deed, latest CA certificate and previous compliance report of granted consents along with application form fee. Fee Details:- There is no increase in the value of plant & machinery and other assets of the rice mill, as per latest CA certificate dated 14.01.2026. The industry has deposited consent fee amounting to Rs. 18,900/- vide R. No. 966335013 dated 02.01.2026 + Rs. 10,500/- vide R. No. 30974224 dated 14.01.2026 (Rs. 18,200/- as consent fee + Rs. 11,200/- as penalty fee) under the Water Act, 1974 and Rs. 18,900/- vide R. No. 843738031 dated 02.01.2026 + Rs. 10,500/- vide R. No. 472443640 dated 14.01.2026 (Rs. 18,200/- as consent fee + Rs. 11,200/- as penalty fee) under the Air Act, 1981, against the value of total fixed assets amounting to Rs. 20.23 lacs, as per CA certificate dated 14.01.2026, which is adequate upto 31.12.2030 under the both acts (after deducting penalty fee under the both acts). Partnership deed: Earlier, there are 03 no. partners namely Sh. Vijay Kumar, Sh. Raj Kumar and Smt. Raksha Devi. Further, 02 no. partners namely Sh. Raj Kumar and Smt. Raksha Devi had got retired from the firm and 01 no. new partner namely Smt. Nirmala Devi has joined the firm. As such, there are now 02 no. partners namely Sh. Vijay Kumar and Smt. Nirmala Devi. Accordingly, the industry has submitted new partnership deed which is executed on 01.10.2020. Visit:- To verify the compliance of consent conditions earlier granted to the rice sheller & the code of practice, the rice sheller is already visited by the undersigned of this office on 17.01.2026 and it was observed as under : - 1. The rice sheller was not in operation during visit. 2. The rice sheller has covered all the processing sheds. 3. The industry has installed cyclone as APCD with the rice shelling section to control process emissions. 4. The industry has not installed dryer/sortex in its premises. 5. The industry has provided sampling arrangement with stack of adequate height with APCD. 6. The rice sheller has provided brick wall of about 10' height approximately and wind screen of 5 ft height over it as per latest code of practice in the husk disposal area so as to maintain a free Board of 3.5 ft above the discharge point of rice husk. 7. The industry has not installed any DG set within its premises. 8. The industry has provided paved / brick roads inside their premises for movement of vehicles, so as to prevent the generation of dust. 9. The industry has provided septic tank for the treatment of domestic effluent generated from its premises and the treated domestic effluent was being utilized onto land for plantation along the boundary of the unit. 10. The industry has provided plantation around the boundary wall of the unit. Accordingly, the rice sheller is complying with the new code of practice notified by Govt. Notification no. 10/48/2004-STE (4) /932 dated. 15/10/2013 and under the provisions of the Water Act, 1974 & the Air Act, 1981 and conditions of consent to operate granted to it. Keeping in view of above, it is recommended that varied consent to operate (CTO) under the Air Act, 1981 may be granted up to 31.12.2030, for the production of Raw rice (without Dryer and without sortex) @ 1.5 TPH by using Paddy @ 2.25 TPH as raw material, subject to the suitable conditions and a special conditions as under:- 1. This consent is valid for the manufacturing of Raw rice (without Dryer and without sortex) @ 1.5 TPH by using Paddy @ 2.25 TPH as raw material. 2. The industry shall provide a proper ladder system so that a stack emission sample may be collected after the start of the upcoming paddy system. 3. The industry shall get its stack emission sampling done within 15 days after the start of the upcoming paddy season. 4. The management and handling of rice husk ash in the rice shelling unit should be done as under: a) The ash collected from APCD from husk fired boiler shall be temporarily stored in a shed / chamber closed from at least three sides and a roof, with access only from the front side for purpose of removal of ash. b) During loading/unloading of ash, water shall be sprinkled periodically to keep the ash heap in wet condition so that the top layer remains wet at all times so that ash particles are not blown by winds. c) All the conveyors / vehicles conveying ash within or outside the plant premises shall be covered from all sides to prevent blowing of ash particles by winds. 5. The industry shall follow the below mentioned disposal practices for ash disposal: For units disposing ash outside their own premises: The rice mills disposing their boiler ash outside their premises through contractors shall ensure that the ash has been disposed at a designated landfill site facility as approved by Punjab Pollution Control Board. For units disposing ash within their own premises: a) The units disposing ash at the ground level should cover the ash with soil and periodically sprinkle water on the disposed ash so as to keep it in wet condition at all times. Piling up of another batch of ash over the earlier disposed ash may be done, but the ash heap should be covered each time by soil and kept wet by sprinkling of water. A wind breaking wall of a height equal to the height of the ash heap shall be erected around the ash disposal site, leaving an opening for access road. b) The industry may develop underground ditch for disposal of boiler ash within plant premises in an environmentally sound manner. 6. The rice Sheller shall continue to abide by the new code of practice notified by Govt. Notification no. 10/48/2004-STE (4) /932 dated. 15/10/2013. I. All the processing sheds be covered and have minimum ventilation as per the recommendations of Director of Factories. II. The industry should plant thick plantation of spreading crown varieties of evergreen trees all along the boundary wall of the rice sheller. III. All dust emitting points should be properly hooded and dust extracted to a common point. At this exhaust point, dust coming here will be passed through a dust control system and air will be emitted through a stack of height 3 meters above the roof of the building. IV. The industry shall not be located in High Tension Transmission Zone of Punjab State Power Corporation Limited. V. The management and handling of rice husk in the rice shelling units should be done as under: a. All the rice shelling units shall provide paved / brick roads / cement concrete roads/ metaled roads inside their premises for movement of vehicles, so as to prevent the generation of dust. b. The industry shall provide proper rice husk storage facilities inside the factory premises and the height of brick wall in front of the discharge point of rice husk area should be at least 10' high or 3.5' higher than the discharge point of the rice husk pipe (whichever is more) and the length of aforesaid brick wall should be at least 35' on each side of the rice husk discharge pipe. c. The industry shall provide a layer of wind screen of mild steel or some other similar material of at least 5'height above the brick wall. The wind screen system should have a porosity of ~30% to lower the wind velocities, thus reducing the amount of airborne particulate from storage, handling and loading / unloading areas of rice husk. d. The minimum diameter at the outlet of discharge pipe of rice husk be kept as 15'' which can be maintained by extending the existing discharge pipe with the help of a conical shaped pipe of at least 3' length. e. Wherever the height of rice husk is 3' or more, the industry shall cover the heap of husk with HDPE warp knitted fabric completely, except the area near the discharge pipe. The HDPE warp knitted fabric be made of 100% virgin high density polymer of at least 70 gm/m2 weight having 40-45 hole/inch2 to prevent wind blowing of stored husk. f. During transportation of rice husk through vehicles, it shall be covered from all sides with tarpaulin to prevent blowing of husk by winds. 7. The industry is advised to obtain necessary clearance for abstraction of ground water from Punjab Water Regulation and Development Authority (PWRDA). 8. The rice sheller shall put in place all the hoods, ductings & enclosures and other components of the APCD well before commissioning of the unit for the upcoming paddy shelling season and report the compliance in this regard to the Board prior to commissioning of the unit. 9. The industry will amend its APCD as per amendment (if any) in policy of the Board. 10. The industry shall provide additional plantation all along the boundary wall of the unit within 15 days and submit compliance in this regard to the Board immediately thereafter. 11. The industry shall keep the APCD in good running conditions at all the times and shall also operate the same properly and effectively so as to achieve the standards prescribed by the Board. 12. The industry shall dispose of the dust contained by APCD in an environmentally sound manner. 13. The industry shall make plantation in the open area, where the same is feasible, to contribute to increase in the green cover and shall inform the Board in this regard before commissioning of the unit before next shelling season. 14. The industry shall comply with the stack emissions standards as laid down by the Board and as amended from time to time by the Board/MoEF and shall be bound to upgrade/replace the APCD to achieve such revised standards. 15. The industry shall not generate and discharge any kind of trade effluent and shall discharge only domestic effluent onto land for plantation after passing through septic tank. 16. The industry will shift to designated zone within the stipulated time or any amendment in the timeline as per the policy of the Govt. 17. The industry shall inform the Board in writing as and when any change is occurred in the Partnership Deed / Proprietorship / Memorandum of Article of Association, especially with regard to the name and address of the Partner / Proprietor / Director / Subscriber etc, and in any case the industry fails to do so and later on it comes to the notice of the Board that there is any change in Partnership Deed / Proprietorship / Memorandum of Article of Association, action as deem fit under the provision of said Act shall be taken. 18.
