• It is submitted that the hot mix plant was granted consent to establish (NOC) under Water Act, 1974 & Air Act, 1981 on 12.12.2025 valid upto 11.12.2026 for establishment of hot mix plant (batch type) in land area of 13 Kanals 5.5 marlas in the Revenue area of Village Sadiq, Tehsil & Distt. Faridkot, subject to the suitable conditions therein……………...
• Now the hot mix plant has applied for consents to operate under the Water Act, 1974 and the Air Act, 1981 through OCMMS on 05.01.2026……………..
• The industry has already submitted revenue certificate dated 11.11.2025 issued by Naib Tehsildar, Sadiq, District Faridkot. RO has reported that the proposed site of the industry meets with the siting guidelines issued by MOEF&CC vide notification dated 18.05.2023. …….
• The industry has also submitted letter no. 604 dated 19.06.2025 issued by DTP Faridkot regarding land use classification & suitability of site. The site falls in the notified local planning area of Sadiq, whose master plan is yet to be prepared. HMP can be allowed there with the specific condition: "The applicant shall be liable to abide by the provisions of Master Plan and shall also be bound to follow the provisions of Section 79 along with other provisions of PRTPD ACT, 1995. In case the site falls in Non-Confirming land use zone after the notification of Master Plan, no claim shall be demanded by the applicant from the Department”……….
• To process the application, the industry was visited by AEE, RO, FDK on 08.01.2026 and it was observed as under:-
1. The hot mix plant was not in operation during visit………..
2. The hot mix plant has obtained consent to establish (NOC) for establishing Batch type plant However the PP has installed Drum type hot mix plant. The PP has installed dust collector followed by wet scrubber as APCD to contain the emissions from asphalt drum with adequate stack height and sample collection facilities. The industry has provided re-circulation system for re-circulate the scrubbed water from APCD. APCD and recirculation system was found inline / in working condition. As per MOEF notification cyclone followed by water scrubber is adequate for control of emissions from HMP…………..
3. The hot mix plant has provided adequate stack heights with 02 no. bitumen heater installed in the premises……………..
4. The hot mix plant has stabilized its movement area by laying stone aggregates and has arrangement of mobile tanker for sprinkling of water to suppress the dust emissions generates during the movement of vehicles………………
5. The hot mix plant has installed DG set of capacity 125 KVA with canopy of adequate stack height…………..
6. The hot mix plant has provided septic tank for treatment of domestic effluent with outlet to discharge onto land for plantation developed along the boundary wall…………….
7. The hot mix plant has planted fresh sapling of trees along its boundary………….
8. RO has reported that the hot mix plant is complying with the provisions of the Water Act, 1974 and the Air Act, 1981 and recommended for grant of consents to operate and attached compliance of MOEF&CC notification dated 18.05.2023 prescribed for such units……………….
Keeping in view of above and recommendations of RO, if approved, consents under the Water Act, 1974 and Air Act, 1981 may be granted to the hot mix plant for a period upto 30.09.2030, subject to the following conditions that:-
1. The industry is bound to comply with the siting as well as environmental guidelines prescribed by MOEF&CC vide notification dated 18.05.2023 at all times……
2. The 'consent to operate’ is granted to the industry for its operation in the land area of 13 Kanals 5.5 marlas for which it has obtained permission from DTP, Faridkot vide letter no. 604 dated 19.06.2025 ………………
3. The industry is bound to comply with all the terms & conditions imposed by DTP, Faridkot vide letter no. 604 dated 19.06.2025 …………..
4. The industry shall obtain permission from Punjab Water Regulation and Development Authority (PWRDA) for abstraction of ground water and shall comply with the guidelines prescribed by it …………….
5. The industry shall install water meter at fresh water supply and shall maintain its record on daily basis………….
6. The industry shall operate the pollution control devices regularly & scientifically so as to achieve the prescribed standards……………
7. The industry shall provide separate energy meter with APCD and shall maintain its record on daily basis………………..
8. The consent to operate is granted by the Board from the pollution angle only. The industry is bound to obtain necessary statutory clearances from other concerned departments, if required……………
9. The industry shall not increase its land area / production capacity without prior permission of the Board………………………….
10. The industry shall submit building plan approved from the concerned authority and shall submit to the Board, within one month……
11. The industry shall ensure that there is no pollution/nuisance in the vicinity with the operation of the industry……………
12. The industry shall submit operational schedule of the unit and get its air emission samples analyzed from the Board lab, within one month……..
