It is intimated that the industry is a small scale orange category unit (2074-Pharmaceutical formulation and for R&D purpose) earlier granted consent to establish under the Water Act, 1974 and the Air Act, 1981 vide CTE/Fresh/LDH3/2025/28271199 dated 22.04.2024 valid upto 21.05.2025 for manufacturing of Tablets @ 1000000 Numbers/Day, Capsules @ 500000 Numbers/Day with Trade Effluent @ 0.01 KLD : Solar evaporation Domestic Effluent @ 0.2 KLD : Onto land for plantation after treatment through septic tank.
Now, the industry has applied fresh consent to operate under the Water Act, 1974 and the Air Act, 1981 for manufacturing of Tablets @ 1000000 Numbers/Day, Capsules @ 500000 Numbers/Day with Trade Effluent @ 0.01 KLD on to land for plantation/gardening after ETP and Domestic Effluent @ 0.2 KLD, onto land for plantation/gardening after septic tank.
The industry has deposited Rs. 54,400/- vide transaction No. IOBAN22025120915617928 dated 09.12.2025 under the Water Act, 1974 and Rs. 54,400/- vide transaction No. IOBAN22025120915618208 dated 09.12.2025 under the Air Act, 1981 respectively. The unit has deposited NOC Regularization fees Rs. 10,800/- vide receipt No. 979341716 dated 13.01.2026. The Consent fee deposited by the industry is adequate for period upto 30.11.2029 under both acts after deducting penalty (from date of adequacy of CTE i.e. 21.05.2025).
The application of the unit has been scrutinized and observed as under :-
1. The unit has submitted ownership documents of land, CA certificate for Rs. 486.50 Lacs (Plant & Machinery of Rs. 310 Lacs), Detailed Project Report, feasibility report of ETP and other connected documents.
2. The unit has submitted land classification from District Town Planner, Ludhiana vide letter no: 1311/DTP(L)/ M2A dated 30.05.2024 under which unit falls in designated "Industrial Zone" as per approved Master Plan, Ludhiana (2007-31)
3. The unit has submitted copy site plan/building plan approved by competent person of Dir Fys dated 01.12.2025.
The industry was visited by officer of this office on 14.01.2026 and observed as under :-
1. The industry was not in operation during the visit.
2. The installation of machinery has almost completed. The industry has yet not been started its production.
3. The industry has installed ETP (1 KL/D) for treatment of trade effluent. The unit has submitted feasibility report of ETP. The reading of flow meter of ETP is Zero KLD. The reading of separate energy meter installed by the unit is 0008 kWh. The treated waste water will be stored in PVC water storage tank installed with ETP and PVC pipe connected on to land for plantation (parks) within its premises.
4. The industry is having one DG set of capacity 90 KVA with canopy and with adequate stack height.
5. The unit has submitted land classification from District Town Planner, Ludhiana vide letter no: 1311/DTP(L)/ M2A dated 30.05.2024 under which unit falls in designated "Industrial Zone" as per approved Master Plan, Ludhiana (2007-31).
6. The unit has submitted copy site plan/building plan approved by competent person of Dir Fys dated 01.12.2025.
7. The industry is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
Keeping in view of the above, it is recommended that consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 30.11.2029 with general conditions.
