Kindly peruse the note of EE, ZO. On examination of the same, it is submitted that the washing section of the unit was sealed in pursuance of the decisions taken during the personal hearing dated 11.09.2025.
Now, the unit has applied for grant of fresh Consent to Operate under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 along with requisite documents, and has also requested for de-sealing of the washing section. In this regard, the unit was inspected by the officer of the Board on 24.12.2025. During the inspection, the unit was found complying with the applicable environmental provisions. It was further observed that the seals were intact and the washing section was not in operation. The unit has also submitted an undertaking to ensure 100% treatment and reuse of washing water.
In view of the above, the request of the unit for de-sealing may be considered and a short-term Consent to Operate may be granted, subject to strict compliance of the provisions of the Water Act, 1974 and the Air Act, 1981, and the conditions of consent.
In view of facts narrated above, it is recommended that
1. The request for de-sealing of the washing section may be considered.
2. Consent to Operate under the Water Act, 1974 and the Air Act, 1981 may be granted up to 30.06.2026, subject to conditions as per policy of the Board, along with the following special conditions:
i. The unit shall ensure 100% recycling/reuse of trade effluent after treatment, including reuse for vehicle washing.
ii. The unit shall maintain daily records of trade effluent generated, treated and reused/recycled, and shall submit the said record to the Regional Office by the 5th day of each month.
iii. The unit shall furnish a Bank Guarantee of Rs. 1,00,000/- (Rupees One Lakh only) as an assurance for compliance of the environmental laws and the conditions of consents
iv. In case the unit is found violating any provision of the Water Act, 1974 and/or the Air Act, 1981, the consents so granted shall be liable to be revoked/cancelled, and the Bank Guarantee shall also be liable to be forfeited, without affording any further opportunity of personal hearing.
