File Note: Kindly peruse the note of EE, ZO. On examination of the same, it is submitted that the unit was earlier issued a Show Cause Notice for refusal of Consent to Operate under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 vide Zonal Office letter No. 5909-10 dated 23.12.2025. The unit, vide letter dated 27.11.2025, informed that upgradation of APCD was in progress and requested time up to 31.12.2025, along with proof of payment made to M/s Ashoka Engineering Works. Thereafter, the unit has submitted its written reply dated 30.12.2025 (copy attached with RO Note ) stating, that: (i) water meters installed at inlet and outlet of STP and RO system were non-functional due to technical issues and the unit has initiated repair/replacement and shall maintain and submit proper records of water consumption, treated water and recycled water; (ii) records related to STP operation, water consumption, recycled water and chemical usage are being maintained (photographs enclosed); (iii) EPR authorization for waste tubes/tyres shall be obtained within one month after grant of CTO; (iv) upgradation of double-stage wet scrubber attached with boiler has been completed through M/s Ashoka Engineering Works and the unit undertakes to submit stack emission analysis report from a Govt. approved laboratory within two days (photographs enclosed with note of RO ); and (v) the unit has installed APCD at raw material mixing to control dust emissions and has a valid ash disposal agreement with M/s Grewal Service for the period 01.04.2024 to 31.03.2027 (photographs enclosed). The unit has also assured compliance with the provisions of the Water Act, 1974 and the Air Act, 1981. The above submissions have been verified by the officer of the Board during inspection dated 09.01.2026. In view of the above, it is recommended that Consent to Operate under the Water Act, 1974 and the Air Act, 1981 may be granted for a short period of six months, subject to conditions as per policy of the Board and the following special conditions: 1. The unit shall obtain EPR authorization for waste tyres, as notified vide notification dated 21.07.2022 under the Hazardous and Other Wastes (Management and Transboundary Movement) Amendment Rules, 2022, within one month from the date of grant of CTO. 2. The unit shall get its stack emission samples analyzed from the Board’s Laboratory within one month from the date of grant of CTO and submit the compliance report to the concerned Regional Office.
